At a Regular Meeting of the Board of Commissioners held in the Commission Chamber

January 13, 1976
in the City Hall, Paducah , Kentucky , at 7: 30 p. m. , on January 13 , 1976 , Mayor Murphy presided
and upon call of the Roll the following answered to their names: Commissioners Brumley,
Grumley, Puryear and Mayor Murphy (4) , Commissioner Hornsby was absent .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading
of the Minutes for December 30 , 1975 be waived and that the Minutes for said meeting prepared by
the City Clerk be approved as written. Adopted on call of the Roll,, Yeas , Commissioners
Brumley, Grumley, Puryear and Mayor Murphy (4) .
Mayor Murphy made the following appointment:
The term of office of Frank Brown, Jr. as a member of the Commissioners
of Water Works having expired, I hereby, subject to the approval of the Board of
Commissioners, reappoint the said Frank Brown, Jr. for a further term of three (3)
years, so that said Board shall be composed of the following members:
Charles A. Wahl whose term expires January 6, 1977
Robert C. Morrow whose term expires January 6, 1978
W. W. Dyer, Sr., whose term expires January 6 , 1978
Irvin N. Hunt whose term expires January 6, 1978
Frank Brown, Jr. whose term expires January 6, 1979
Mayor William S. Murphy, Ex -officio member
Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners approve the action of Mayor William S. Murphy reappointing Frank
Brown, Jr. a member of the Commissioners of Water Works. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Mayor Murphy made the following appointment:
P. J. Grumley having resigned as a member of the Paducah -McCracken
County Recreation, Tourist and Convention Commission, and the West Kentucky
Restaurant Association having requested that Harold Ford be appointed for the
unexpired term of P. J. Grumley, I hereby, jointly with the Judge of McCracken
County, appoint Harold Ford to fill said unexpired term, so that said Commission
will now consist of the following members to serve the following prescribed terms:

Mayor Murphy offered motion, seconded by Commissioner Puryear , that
Commissioner Brumley be nominated and elected Mayor Protem of the City of Paducah,
Kentucky, to serve as such until the expiration of his present term as Commissioner.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor
Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
upon recommendation of the City Manager , the following personnel changes be made:
1. Michael Johnson, collector in4 the refuse department, be reclassified as Small Engine
Mechanic in Parks & Recreation, at a salary of $3.76 per hour, effective January
19, 1976.
2. The following be employed as Collectors in the Refuse Department at a salary of $3.23
per hour, effective January 19, 1976:

Richard W. Watson
3. The following be hired as Temporary Pump Operators in the Floodwall Department
at a salary of $2.20 per hour, retroactive to January 5, 1976:
James L. Hutson
Boyd J. Lofton
William T. Houser
4. Sharon Cargill be employed as Gymnastics Instructor in Parks & Recreation at
a salary of $7.00 per session, retroactive to January 12, 1976.

Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the
reports of the Paducah Water Works for the month of December, 1975, be received and filed.

Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the
report of the Paducah Planning Commission setting forth it's reason for denying the application
of Billy Harper and Dr. John Noonan for rezoning of property bounded by Noble Park, Reed
Avenue, Cairo Road and the Floodwall from R-2, Low and Medium Density Residential Zone, to
B-3, General Business Zone, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley,Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley as follows:
I move that the reports of the Paducah Planning Commission setting forth
it's reasons for recommending the rezoning of the following property, be received and
filed:
1. Rezoning of property located on Old Mayfield Road, North of South 21st Street
from R-3, Medium Density Residential Zone, to B-3, General
Zone.
2. Rezoning of property located at the Northwest corner of 8th & Clark Streets
from R-3, Medium Density Residential Zone, to A-1, Civic Center Zone.

Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the
following bids for sale to the City of one (1) truck and chassis and one (1) 20 cubic yard refuse packer

Mayor Murphy offered motion, seconded by Commissioner Puryear, that a resolution
entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE AND OBTAIN BIDS
FOR THE OPERATION OF THE CITY'S CONCESSION STANDS LOCATED AT NOBLE PARK, KOLB
PARK AND BLACKBURN PARK, FROM MAY 19 1976 TO SEPTEMBER 15, 1976", be adopted.

Mayor Murphy offered motion, seconded by Commissioner Puryear, that a resolution
entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FURNISHIN
THE CITY OF PADUCAH WITH ITS REQUIREMENT FOR NEW AUTOMOBILE AND TRUCK TIRES , FOR
PERIOD OF TIME FROM JANUARY 1, 1976 TO DECEMBER 31, 197611, be adopted. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Mayor Murphy offered motion, seconded by Commissioner Brumley, that a resolution
entitled "A RESOLUTION APPROVING THE PRE -APPLICATION FOR FEDERAL ASSISTANCE , DATED
JANUARY 6 , 1976, TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT , AND AUTHORIZ
THE MAYOR TO EXECUTE SAID DOCUMENT", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley as follows:
I move that an ordinance entitled "AN ORDINANCE ADOPTED PURSUANT TO
KRS 94.292 ET SEQ . PROVIDING FOR THE MAKING OF A PUBLIC IMPROVEMENT KNOWN
AS THE TOWNLIFT PROJECT, CONSISTING OF SIDEWALK IMPROVEMENTS IN A CERTAIN
DESIGNATED AREA, REQUIRING THE PADUCAH POWER SYSTEM AND ALL PERSONS
USING ELECTRICAL SERVICE IN THE AREA OF SUCH PROJECT TO PLACE ALL ELECTRICAL
WIRES AND CONDUITS FOR ELECTRIC WIRES BELOW THE SURFACE OF THE GROUND , AND
PROVIDING FOR ALL OTHER MATTERS WHICH ARE REQUIRED TO BE PROVIDED FOR
IN THE FIRST ORDINANCE PURSUANT TO SUCH STATUTES WITH REFERENCE TO SUCH
PROJECT, AND AUTHORIZING, RATIFYING AND CONFIRMING PREVIOUS, ACTION TAKEN
BY THE BOARD OF COMMISSIONERS OF THE CITY WITH REFERENCE TO THE FOREGOING,
AND DECLARING AN EMERGENCY TO EXIST", be introduced and remain on file for
one week for public inspection in the completed form in which it shall be put upon its
final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and
Mayor Murphy (4) .

ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED ON THE NORTHWEST CORNER OF
8TH AND CLARK STREETS , AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO AS TO EFFEC

ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED ON NORTH 9TH STREET BETWEEN
BURNETT STREET AND FINLEY STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO
AS TO EFFECT SUCH REZONING" , be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Puryear and Mayor Murphy (4) .

PADUCAH ZONING ORDINANCE -1971, AND AMENDING SAID ORDINANCE", be adopted.

ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF PADUCAH OF A NEW 1976 FORD LN -800, TRUCK AND CHASSIS FOR USE BY THE
REFUSE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURCHASE", be introduced and remain on file for one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .

WITH LAMBERT ROOFING COMPANY IN THE AMOUNT OF $19 500.00 FOR REPAIRS TO THE CITY
HALL BUILDING" , be introduced and remain on file for one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of the Roll,

THE REFUSE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR SUCH PURCHASE", be introduced and remain on file for one week for public inspection
in the completed form in which it shall be put upon its final passage. Adopted on call of the

CITY'S SHARE OF THE COURT COSTS AND FEES INCURRED IN THE DEFENSE OF THE LITIGATION

RECREATION DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY",
