At a Called Meeting of the Board of Commissioners held in the Commission Chambers
at City Hall, Paducah, Kentucky, at 6:.30 P.M. on December 17, 1981, Mayor Penrod presided
December 17, 1981
and upon call of the Roll, the following answered to their names: Commissioners Coleman, Flynn,
Ford, Viterisi and Mayor Penrod (5) .
Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the
executed copies of Notice for Called Meeting for 6:30 P.M,. on December 17, 1981, be received
and filed. Adopted on call_ of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi
and Mayor Penrod (5) .
Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the
following documents from the Board of Education pertaining to the 1981-82 tax rate be received
and filed:
Resolution setting the general fund_ tax rate at thirty-five and four tenths
($0.354) per $100 of assessment.
Resolution setting the special voted building fund rate at twelve and 1/10
cents ($0.121) per $100 assessment.
Certification of 1981 total valuation of , property and net assessment growth
within the Paducah Independent School District.
Department of Education form on which the Paducah Independent School
District's tax rate has been figured for 1981-82 school year.
Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor
Penrod (5) .
Commissioner Ford offered motion, seconded .by Commissioner Viterisi, that the
following claims be approved, and that the City Treasurer be authorized to pay said claims after
first obtaining a complete and final release:
1. Claim of Mary Woodruff in the amount of $557.50, for damage to
her 1970 Chevy, caused by a maintenance department truck, driven
by Donald R. Henry, striking her vehicle from the rear.
2. Claim of Jackie R. Hinson in the amount of $310.37, for damage to
his 1974 Dodge pickup truck, caused by a maintenance department
truck sliding in the mud into Mr. Hinson's truck while they were
unloading at the landfill.
3. Claim of George Backer in the amount of $25.00 for damage to his
home, caused by the brakes failing on a Cushman refuse vehicle,
driven by Grayling Matthews, and the Cushman running into his
home.
Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor
Penrod (5) .
Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
ORR SAFETY EQUIPMENT COMPANY, INC . , IN THE AMOUNT OF $19.64 PER GALLON, FOR SALE
TO THE CITY OF PADUCAH FOR USE BY THE FIRE DEPARTMENT, 250 GALLONS OF AQUEOUS
FILM FORMING FOAM, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH
PURCHASE". This ordinance is summarized as follows: Authorizing the purchase of 250 gallons
of Aqueous Film Forming Foam for use by the Paducah Fire Department. Adopted on call of the
roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) .

Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-65,
'CIVIL SERVICE' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Authorizing one additional position of Section 8 Coordinator
for Community Development. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn,
Ford, Viterisi and Mayor Penrod (5) .
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the Board
of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE OFFER OF
CHARLES L. VICK, ROUTE #5, BOX 299A, Benton, KENTUCKY 42025, TO PURCHASE PROPERTY
LOCATED AT THE CORNER OF HAYS AND YEISER STREETS IN THE CITY OF PADUCAH" . This
ordinance is summarized as follows: Authorizing the purchase, by Charles L. Vick, of a 15'
strip of property located at the corner of Hays and Yeiser Streets, - for _ the sum of $200.00.
Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor
Penrod (5) .
Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board
of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES
AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH , KENTUCKY, SUBJECT
TO TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM
JULY 1, 1981 THROUGH JUNE
30, 1982, WITH
THE PURPOSES OF SAID TAXES
THEREUNDER
DEFINED". This ordinance is
summarized as
follows: Authorizing a tax rate
of $1.039 per
$100 of assessed property for the City of Paducah and Paducah Independent School District for
the year 1981-82. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford,
Viterisi and Mayor. Penrod (5) .
Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners introduce the following ordinance: . (Pay Bradshaw & Weil Insurance $11,557.
This ordinance was read in full) . Adopted on call of the *Roll, Yeas, .Commissioners Coleman,
