At a Regular Meeting of the Board of Commissioners, held on Tuesday, January 3, 2006, at
5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton
(5).
WORKSHOP
INVESTMENT FUND "SCORE CARD" REPORT
Jon Perkins, Finance Director, explained the format of the Score Card and how it works. The
Investment Fund was created due to the %2 cent payroll tax increase. The Fund account will
show the monies collected from the %z cent increase. All activity from the account is restricted
to economic development, neighborhood redevelopment and capital and infrastructure
expenditures. Revenues from the increase will not show in the account until February 2006.
Mr. Perkins will be reporting quarterly to the Board.
After feedback from the Board Mr. Perkins was requested to revise the form and place it on
the City's website.
COMMUNITY SURVEY PROPOSAL
Kristin Gregory, Public Information Officer, proposed the City do a citizen survey. The
advantage to the citizens would be they get to rate services such as police, fire, solid waste, etc
and helps the Commission to set budget priorities and improve services based the response
from citizens. The quality of life, type of community would be questions listed on the survey
for citizens to rate. The survey proposed is called a National Citizen Survey and is sponsored
by ICMA. It would be mailed out to about 1200 citizens.
The Mayor asked Commissioners Coleman and Smith to work with Ms. Gregory to determine
specific questions to add to the survey and which survey to use and then come back to the
Commission with a report.
DATES FOR ROAD TRIP TO VIEW RIVERFRONTS
Tom Barnett, Planning Director, requested dates from the Commission to review riverfronts in

Chattanooga, Tennessee and Evansville, Indiana. Dates available are from January 9th through

January 25th. The Commission chose January 23.
Commissioner Sirk mentioned to the Commission he had received information from the
Department of Fish & Wildlife regarding options for the boat ramp to be placed at the
riverfront. He will come back to the Commission at a later date with more information.
