At a regular meeting of the Board of Commissioners held at the. City
Hall Commission Chambers, on August 25, 1981, Mayor Pro -Tem ' Robert Coleman
presided and upon call of the Roll, the following answered to their names:
Commissioners Flynn and Viterisi and Mayor Pro -Tem Coleman (3) . Commissioner
Ford and Mayor Penrod were absent (2) .
Commissioner Flynn offered motion, seconded by Commissioner Viterisi,
that the reading of the Minutes for August 11, 1981 be waived and that the Minutes
of said meeting prepared by the City Clerk be approved as written. Adopted on
call of the Roll, Yeas, Commissioners Flynn and Viterisi and Mayor Pro -Tem
Coleman (3) .
Commissioner Viterisi offered motion, seconded by Commissioner Flynn,
that upon recommendation of the City Manager, the Board of Commissioners of the
City of Paducah orders that the personnel changes on the attached list be approved:
CEMETERY DEPARTMENT
1. Anthony Petty, Temporary Laborer, be terminated retroactive to
August 19, 1981.
2. Joe Fitzgerald, Temporary Laborer, be terminated retroactive to
August 17, 1981.
FINANCE DEPARTMENT
1.. The resignation of Vicki Haynes, Account Clerk, be received and
accepted retroactive to July 31, 1981.

REFUSE DEPARTMENT
1. Change the salary of Harry Gill, Temporary Laborer, from $3.44 to
$3.41 per hour retroactive, to August ` 10, 1981.
2. Willie L. Jones, Temporary Laborer, be terminated retroactive to
August 14, 1981.
3. Willie L. Jones be -employed as Collector at a salary of $5.81 per hour
retroactive to August 17, 1981.
4. James Wilson be employed as Temporary Laborer at a salary of $3.41 per
hour retroactive to August 17, 1981.
5. Sylvester Ridgeway, Temporary Laborer, be terminated retroactive to
August 5, 1981.
6. The retirement of Frank Cole, Collector, be received and accepted
effective August 31, '1981.
VEHICLE MAINTENANCE DEPARTMENT
1. Transfer Gene Bearden, Foreman, Police Department, to Foreman in the
Vehicle Maintenance Department, at a salary of $1,452.00 per month,
retroactive to August 24, 1981.

Commissioner Coleman offered motion, seconded by Commissioner Flynn,
that the following documents be received and filed:
1. Agreement between City of Paducah and Kentucky Municipal League
for Unemployment Compensation Benefits
2. Executed contract between City of Paducah and Angels of Mercy, Inc.
3. Executed contract between City of Paducah and Allan_ Rhodes Ford &
Honda for twelve 1982 Police cars
4. Bid award of Tilford Plumbing & Heating, Inc. for Perkins Creek
Interceptor - Phase I

Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that
the Board introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 12-0,
'ADOPTION OF FIRE CODES' , OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY . " This ordinance is summarized as follows: Adopting the 1981 Edition of
the National Fire Code, Volumes 1 through 16, as recommended by the National Fire
Protective Association. Adopted on call of the Roll, Yeas, Commissioners Flynn and
Viterisi and Mayor -Pro -Tem Coleman (3) .
Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that
the Board adopt an ordinance entitled, "AN ORDINANCE PROPOSING ANNEXATION OF
CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF
PADUCAH, KENTUCKY, DEFINING ACCURATELY THE BOUNDARY OF THE TERRITORY
PROPOSED TO BE ANNEXED, AND DECLARING THE DESIRABILITY AND NECESSITY OF
SUCH ANNEXATION". This ordinance is summarized as follows: Proposing annexation
of property owned by Paducah Highland Terrace Ltd. adjacent to the present city
limits, east of U.S. Highway 62 and south of and adjacent to Old North Friendship
Road. Adopted on call of the Roll, Yeas, Commissioners Flynn and Viterisi and
Mayor Pro -Tem Coleman (3) .
Commissioner Viterisi offered motion, seconded by Commissioner Flynn, that
the Board introduce an ordinance entitled, "AN ORDINANCE AMENDING ARTICLE III,
ELECTRICAL CONTRACTOR AND ELECTRICIAN EXAMINING BOARD". This ordinance
is summarized as follows: By combining the Electrical Inspection Appeals Board with
the Electrical Contractor and Electrician Examining Board; and repealing and deleting
Article IV, Sections 7-45.1 through 7-45.10 in their entirety. Adopted on call of the
Roll, Yeas, Commissioners Flynn and Viterisi and Mayor Pro -Tem Coleman (3) .
Commissioner Coleman offered motion, seconded by Commissioner Flynn, that
the Board introduce and adopt an ordinance entitled "AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE TWO LICENSES WITH ILLINOIS CENTRAL GULF RAILROAD COMPANY
FOR UNDERGROUND PIPELINE, CABLES AND CONDUITS AND TO PAY THE SUM OF
$175.00 AND $75.00 RESPECTIVELY, UPON COMPLETION OF SAME". This ordinance
is summarized as follows: It authorizes the Mayor to execute two licenses with Illinois
Central Gulf Railroad Company for underground pipeline, cables and conduits in the
construction of the Perkins Creek Sanitary Sewer System. Adopted on call of the Roll,
Yeas, Commissioners Flynn and Viterisi and Mayor Pro -Tem Coleman (3) .
