City of Paducah May 12, 1981
At a regular. meeting of the Board of Commissioners held in the Commission Chamber
City Mall., Paducah, Kentucky, at 7:'30 P.M. on May 12, 1981, Mayor Penrod presided and upon
of the Roll, the following answered to their names: Commissioners Coleman, Ford, Viterisi and
Mayor Penrod (4) . Commissioner Flynn was absent (1) .
Commissioner Coleman offered motion, seconded by Commissioner Viterisi, that the
reading of the Minutes for April 28 and May 5, 1981 be waived and that the Minutes of said mee
. ing prepared by the .City Clerk be approved as written . Adopted on call of the Roll, Yeas, Com
missioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Commissioner Coleman offered motion, seconded by Commissioner Viterisi, that upon
recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders
that the personnel changes on the attached list be approved:
CEMETERY DEPARTMENT
1. Donald L. Rothgeb, equipment "B" operator, be promoted to Cemetery Super-
visor, at a salary of $1,177.00 a month, retroactive , to May 4, 1981.
2. Horace Smith, Equipment "C" operator in the Street Department, be promoted to
Equipment "B" operator in the Cemetery Department, at a salary of $6.72 per
hour, retroactive to May 11, 1981.
3. The following be employed as temporary laborers, at a salary of $3.10 per
hour, retroactive to May 4, 1981:

INSPECTION DEPARTMENT
1. The resignation of Thomas N. Larrison, plans examiner, be received and
accepted, retroactive to May 8, 1981.
FIRE DEPARTMENT
1. The retirement of Harry Morris, fire alarm operator, be received and
accepted, effective June 1, 1981.
PARKS DEPARTMENT
1, Don Smith,. be employed .as temporary truck driver, at a salary of $3.25 per
hour, retroactive to May 4, 1981.
POLICE DEPARTMENT
1. The retirement of Billy W. Jones, patrolman, be received and accepted,
retroactive to April 1, 1981.
STREET DEPARTMENT
1. Gregory Shaw, laborer, be terminated, retroactive to April 16, .1981.
2. Michael Smith, laborer_ in the Cemetery Department, be promoted to truck
driver in the Street Department, at a salary of $6.14 per hour, effective
May 18, 1981.
Adopted on call of the Roll, Yeas, Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
following documents be received and filed:
Executed contract between the City and Jake Brown & Associates.
Executed .contract_ between the ,City and Walker Boat Yard for, repairs -
to the landfill scraper.

Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the
following proposals be received and filed:

Commissioner Coleman offered motion, seconded by .Commissioner Viterisi, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND
DIRECTING THE MAYOR AND CITY CLERK TO ENTER INTO A LEASE WITH RIVER CITY MISSIONS,
INC . , FOR LEASE OF CERTAIN PROPERTY LOCATED IN THE VICINITY OF THE 600 BLOCK OF
SOUTH FIFTH STREET IN THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: This ordinance authorizes the leasing of a parcel of land on South Fifth Street to
River City Missions, Inc. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ford,
Viterisi and Mayor Penrod (4) .
Commissioner Coleman offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE
FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PRO-
PERTY LOCATED AT TENTH AND FLOURNOY STREETS, AND AMENDING THE PADUCAH ZONING
ORDINANCE -1976 SO AS TO EFFECT SUCH REZONING." ,This ordinance is summarized as
follows: changing the zone classification of the property at 10th & Flournoy Streets from
R-3, Medium Density Residential Zone to M-1, Light Industrial Zone. Adopted on call of the Roll,
Yeas, Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Commissioner .Ford offered motion, seconded by Commissioner Viterisi, and the
Board of Commissioners introduce and adopt the following ordinance: (accept proposal of
G. B. Guess for parts to repair 1980 Dozer used on landfill. This ordinance was read in full) .

Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL
REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY
LOCATED IN AN AREA KNOWN AS THE LOWER TOWN NEIGHBORHOOD, AND AMENDING THE PADUCAH
ZONING ORDINANCE -1976 SO AS TO EFFECT SUCH REZONING". This ordinance is summarized

as follows: changing the area known as Lower Town Area from R-4, High Density Residential,
B-2, Downtown Business, B-3, General Business to H-2, Historical -Neighborhood zone. Adopted
on call of the Roll, Yeas, Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board
of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT
OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED
ON YEISER STREET AT BETHEL STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE -
1976 SO AS TO EFFECT SUCH REZONING". This ordinance is summarized as follows: Changing
the zone classification of property at Yeiser and Bethel Streets from B-3, General Business to
M-1, Light Industrial zone. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ford,
Viterisi and Mayor Penrod (4) .
Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board
of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE APPLICATION OF
WALNUT DRIVE SUBDIVISION, SECTION III, FOR PERMISSION TO CONNECT TO THE CITY SEWER
SYSTEM AND DETERMINING THE RATES THEREFOR". This ordinance is summarized as follows:
Authorizing residents of Walnut Drive Subdivision to connect to the City's sewer system, at a
charge equal to the regular rates charged to similar users of the sewer system plus forty (40%)
percent. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ford, Viterisi and Mayor
Penrod (4) .
Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CLOSING OF AN
ALLEY LOCATED BETWEEN NORTH 36TH AND 38TH STREETS, EAST OF CENTRAL AVENUE". This
ordinance is summarized as follows: Authorizing the Corporation Counsel to institute an action
in McCracken Circuit Court for a judgment ordering the closing of an alley located between
North 36th and 38th Streets, east of Central Avenue. Adopted on call of the Roll, Yeas, Com-
missioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF EGYPTIAN
CONCRETE COMPANY, FOR SALE TO THE CITY OF PRECAST CONCRETE PIPE, AND AUTHORIZING
THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE." This ordinance is summarized
as follows: Authorizing the purchase of precast concrete pipe to be used in the construction of
a lift station for the Kentucky Oaks Mall, for a sum not to exceed $5,500.00. Adopted on call of
the Roll, Yeas, Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4) .
Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board
