Proceedings of Board of Commissioners City of Paducah May 5,' 1981
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
of City Hall, Paducah, Kentucky, at 7: 00 p.m. on May 5, 1981, Mayor Penrod presided and
upon call of the Roll the following answered to their names: Commissioners Coleman, Flynn,
Ford, Viterisi and Mayor Penrod (5) .
Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the
executed copies of the Notice of Called Meeting to be held at 7: 00 P . M . on May 5, 1981, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford,
Viterisi and Mayor Penrod (5) .
Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL
REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY
LOCATED IN AN AREA KNOWN AS THE LOWER TOWN NEIGHBORHOOD, AND AMENDING THE
PADUCAH ZONING ORDINANCE -1976 SO AS TO EFFECT SUCH REZONING". This ordinance is
summarized as follows: changing the area known as Lower Town Area from R-4, High
Density Residential, B-2, Downtown Business, B-3, General Business to H-2, Historical -
Neighborhood zone. After discussion, motion was made by Commissioner Coleman, seconded
by Commissioner Flynn, that the proposed ordinance be amended to read as follows: That
a new Section 3-A be created to read as follows: This zoning shall be subject to be re-
viewed along with the comprehensive plan for the City of Paducah in 1986. If at that time
progress has not taken place, as noted by the intent of the historical zone ordinance, the
Board of Commissioners may revoke the historical zone and the zoning shall revert to the
present zone or as the Board of Commissioners may rezone at that time. Adopted on call of the
Roll, Yeas, Commissioners Coleman, Flynn, Ford and Mayor Penrod (4) . Commissioner
Viterisi abstained (1) . The ordinance was then adopted on call of the Roll, Yeas, Commissioners
Coleman, Flynn, Ford and Mayor Penrod (4) . Commissioner Viterisi abstained (1) .
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE CREATING
SECTIONS 2-381 THROUGH 2-383, ADMINISTRATION, OF THE CODE OF ORDINANCES OF THE CITY
OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: It authorizes creating
the Department of Safety and Street Inspection. Adopted on call of the roll, Yeas, Commissioners
Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) .
Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING
SUB -SECTION (a) OF SECTION 10-61 AND CREATING SUB -SECTION (f) , CIVIL SERVICE OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: It authorizes the creation of the Department of Safety and Street Inspection. Adopted
on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) .

Transfer Paul E. Moore to
Chief Inspector of the Safety &
Street Inspection Dept.
Mayor Penrod offered motion, seconded by Commissioner Coleman, that a Municipal
Order transfering Paul E. Moore to Chief Inspector of the Safety and Street Inspection Depart-
ment, at a monthly salary of $1,749.00, be adopted. Adopted on call of the Roll, Yeas, Com-
missioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) .
Upon motion the meeting adjourned.
