At a Called Meeting of the Board of Commissioners, held in the Commission Chambers
of City Hall at 5:00 p.m., Tuesday, May 30, 2006, Mayor Paxton presided, and upon call
of the roll by the City Clerk, the following answered to their names: Commissioners
Coleman, Guess, Smith and Mayor Paxton (4). Commissioner Sirk was absent (1).
LOWERTOWN FESTIVAL
Tom Barnett, Planning Director, reported the Fourth LowerTown Arts Festival was very
successful. There was approximately 13,000 + visitors, 400+ volunteers and over
$10,000 in sales for food and beverages. Great success.
HEARING
IAFF WORKBACK GRIEVANCE
A grievance at Step 5 filed by the Professional Firefighters of Paducah – Local 168,
IAFF was presented by Barry Carter, President IAFF Local 168, and Hon. David
O'Brien Suetholz, attorney representing Local 168. (Grievance and related information
is in the minute file.)
Hon. Stacey Blankenship, attorney representing the City, presented for the City.
Due to the language adopted in the current contract under Article 26—Grievance
Procedure a vote of 3 Commissioners will be required to deny the grievance.
After both sides were heard and after much discussion the Mayor called for the vote.
The grievance was approved due to the following vote: Yeas, Commissioner Coleman
and Guess (2). Nays, Commissioners Smith and Mayor Paxton (2).
WORKSHOP
PROPOSAL FOR MODULAR HOME,PROJECT
Cal Ross, Director for Paducah Housing Authority, requested $150,000 to purchase
property that was formerly the location of the Lincoln High School. Mr. Ross proposes
that the Housing Authority would be able to build at least 8 to 10 homes for low -to -
moderate income families. This would help to expand the homeownership program
started by the Housing Authority.
Mr. Ross also asked the City to consider foregoing the Payment in Lieu of Taxes
(PILOT) during the budget advance. The City's portion is approximately $16,000 to
$25,000.
PRESENT BUDGET TO COMMISSION
The City Manager presented the budget information to be discussed at the Budget
Advance on June 5th. He summarized the decisions the Commission will need to make
regarding the General Fund, Investment Fund, Bond Option items, etc.
ORDINANCES – EMERGENCY
AUTHORIZE PAYMENT TO GPEDC
Commissioner Coleman offered motion, seconded by Commissioner Guess, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE FINANCE DIRECTOR TO MAKE
PAYMENT TO THE GREATER PADUCAH ECONOMIC DEVELOPMENT
COUNCIL FOR THE ENDORSEMENT OF A SPECIFIC PROCESS RECRUITMENT
INITIATIVE." This ordinance is summarized as follows: That the City of Paducah
hereby authorizes and directs the Finance Director to make payment in an amount not to
exceed $50,000 to the Greater Paducah Economic Development Council.

RATIFY MAYOR'S EXECUTION OF ACKNOWLEDGEMENT AND
GUARANTY ASSOCIATED WITH THE KENTUCKY OAKS MALL
PROPERTY AND PADUCAH MCCRACKEN JOINT SEWER AGENCY
Commissioner Guess offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE
RATIFYING AND APPROVING THE MAYOR'S EXECUTION OF AN
ACKNOWLEDGMENT AND GUARANTY AGREEMENT BETWEEN THE CITY

OF PADUCAH, KENTUCKY, KENTUCKY OAKS MALL COMPANY AND
MCCRACKEN COUNTY, KENTUCKY FOR SANITARY SEWER MAINS
ASSOCIATED STRICTLY WITH THE KENTUCKY OAKS MALL COMPLEX."
This ordinance is summarized as follows: That the City of Paducah hereby ratifies and
approves the Mayor's execution of an Acknowledgment and Guaranty Agreement
between the City of Paducah, Kentucky, Kentucky Oaks Mall Company and McCracken
County, Kentucky, for assurance that the Mall's sewer mains will not experience any
diminished capacities nor will the City restrict future mall development with respect to
the existing sanitary sewer facilities.

ORDINANCE — INTRODUCTION
ACCEPT PREMIUMS FOR WORKERS' COMPENSATION, LIABILITY, AND
PROPERTY INSURANCE COVERAGE
Commissioner Smith offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE PROPOSAL OF KENTUCKY LEAGUE OF CITIES FOR
WORKERS' COMPENSATION, PROPERTY, AND LIABILITY INSURANCE FOR
THE CITY OF PADUCAH, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME." This ordinance is summarized as follows: The City
accepts the proposal of Kentucky League of Cities in the total amount of $1,183,182.00
for Workers' Compensation, Property, and Liability Insurance for the City of Paducah
for Fiscal Year ending June 30, 2007.
Upon motion the meeting adjourned.
