A MUNICIPAL ORDER ESTABLISHING A CONTINUING
EDUCATION EDUCATION PROGRAM FOR CITY EMPLOYEES
WHEREAS, the City Commission wishes to implement a program for
training and continuing education of City employees; and
WHEREAS, the City Commission wishes to better educate City
employees in not only the technical aspects and skills of their current positions, but also
the knowledge of rules, regulations, and the procedures affecting City Government.
SECTION 1. The City Manager will cause to be developed a classroom -
training program for all employees and departments that will improve the skills of City
employees in their current positions, as well as educate them with regard to other
departments and municipal government in general. This training should also provide
information regarding City ordinances, rules, regulations and codes that are specific to
each department, and provide similar information regarding other departments.
SECTION 2. There shall be developed an annual budget for a continuing
education program that will be submitted to the Board for its consideration. Twice
annually the Board will receive a brief summary of the program's activities.
SECTION 3. Each full-time employee will receive a minimum of 3
hours of continuing education per quarter. Continuing education will be mandatory for
all full-time employees, including department heads. A record of all continuing
education will be maintained in the personnel file of each employee and shall include
information such as hours of instruction, types of courses taken, or other such education
information as is deemed appropriate by the City Manager.
SECTION 4. As may be desirable, outside sources such as the Kentucky
League of Cities may be asked to assist in providing continuing education.
SECTION 5. A proposed plan for establishing the continuing education
program shall be submitted by the City Manager to the Board of Commissioners no later
than April 30, 2002.
SECTION 6. This Order shall be in full force and effect on and after the
date of its adoption.
