Board of Commissioners C� of Paducah November 27, 1979
At a regular meeting of the Board of Commissioners held in the Commission Chamber
City Hall, Paducah, Kentucky, at 7:30 P.M. on November 27, 1979, Mayor Murphy presided an
upon call of the Roll the following answered to their names: Commissioners Coleman, Puryear
Mayor Murphy (3) . Commissioners Grumley and Meeks were absent (2) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading
the Minutes for November 13, 1979 be waived, and that the Minutes of said meeting prepared
City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Puryear and Mayor Murphy (3) .
Mayor Murphy offered the following motion:
WHEREAS, the term of James Curtis as a member of the Civil Service
Commission will expire on December 9, 1979, I hereby, subject to the approval of
the Board of Commissioners reappoint James Curtis as a member of said Commission
for a further term of three years, so that said Commission shall be composed of the
following members:
W. Robert Johnston, whose term will expire December 9, 1980
Leo Hunter, whose term will expire December 9, 1981
James Curtis, whose term will expire December 9, 1982.
Commissioner Puryear offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners approve the action of Mayor William S. Murphy in reappointing James
Curtis as a member of the Civil Service Commission. Adopted on call of the Roll, Yeas, Com-
missioners Coleman, Puryear and Mayor Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Puryear, that upon
recommendation of the City Manager, I move that the following personnel changes be made in the
Parks and Recreation Department:
1. Katherine A. Averill be employed as substitute instructor (Tots -Acrob atic-
Exercise) , at a salary of $7.70 per session, retroactive to November 12, 1979.
2. The following be terminated, retroactive to November 12, 1979:
Daniele DeMartino , tot instructor
Carlene Ann Waggoner, substitute Acrobatic -Exercise
Adopted on call of the Roll, Yeas, Commissioners Coleman, Puryear and Mayor Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale of the following Cemetery lots and that the City Clerk
be authorized to execute a deed of conveyance for said cemetery graves:
1. To Lillie B. Allen of the Southwest corner of Lot No. 120 in Block 9,
Rushing addition, for the stem of $100.00 (Receipt No. 26784) .
2. To Mattie Lou Hamilton of the Southwest corner of Lot 125 in Block 9,
Rushing addition, for the sum of $100.00 (Receipt No. 26788) .

Commissioner Pttryear offered motion, seconded by Commissioner Coleman, that upon
recommendation of the City Manager, I move that the following personnel change be made in
General Government:
1. The resignation of Mona Lawrence, Executive Secretary, be received and
accepted, retroactive to November 21, 1979.

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that upon recom-
mendation of the City Manager, I move that the following personnel changes be made in the
Maintenance Department:
1. James A. Tubbs be employed as laborer, at a salary of $4.80 per hoar,
retroactive to November 19, 1979.
2. The resignation of David L. Reed, No. 2 Maintenance Man, be received and
accepted, retroactive to November 19, 1979.
Adopted on call of the Roll, Yeas, Commissioners Coleman, Pttryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Pttryear, that upon recom-
mendation of the City Manager, I move that the followjng personnel change be made in the
Floodwall Department:
1. Delmar Cope, operator trainee, Sewage Treatment Plant, be promoted to
Floodwall Maintenance Operator, at a salary of $928.00 per month,
effective December 3, 1979.

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that upon recom-
mendation of the City Manager, I move that the following personnel change be made in the
Inspection Department:
1. Marvin H. Wilson be employed as deputy Electrical Inspector, at a
salary of $1500.00 per month, retroactive to November 19, 1979.

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that the

Commissioner Coleman offered motion, seconded by Commissioner Pttryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise for bids
for the purchase by the City of one CT -8000 cab and chassis, three Louisville Line 8000 Diesel
cabs and chassis, and one LN -7000 Diesel cab and chassis, for ttse by the Refuse Department,
and as appended in frill hereto be introduced and adopted according to law. Adopted on call of
the Roll, Yeas, Commissioners Coleman, Puryear and Mayor Murphy (3) .
Commissioner Pttryear offered motion, seconded by Commissioner Coleman, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise for bids for
the purchase by the City of one 30 -yard front end loader, three 20 -yard rear end loaders and one
16 -yard rear end loader, to be used by the Refuse Department, and as appended in full hereto be
introduced and adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Pttryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Pttryear, , as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise for bids
for the purchase of a current model 'bulldozer for use by the Refuse Department, and as appended
in full hereto be introduced andadopted according to law. Adopted on call of the Roll, Yeas,
Commissioners Coleman, Pttryear and Mayor Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Pttryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Sub -section (a) and deleting Sttb-section
(k) of Section 2-47 "Non Civil Service Employees Generally" of the Code of Ordinances of the
City of Paducah, by deleting the positions of Deputy Electrical Inspector I and II, and creating two (

positions of Deputy Electrical Inspector, at a salary of $1,500.00 per month; and creating the position)
Floodwall Superintendent, at a salary of $1,364.00 per month, and as appended in full hereto be
introduced and adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Pttryear and Mayor Murphy (3) .

a Quitclaim Deed with James Robert Harper and wife, Julia Harper, clarifying the boundary line
between property owned by James Robert Harper and wife, Julia Harper, and the City of
Paducah, Kentucky, and as appended in full hereto be introduced and adopted according to law; this
being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Puryear and Mayor Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Section 1 of Ordinance No. 79-10-1807,
correcting the selling price of a 1980 Ford Bronco for use by the Floodwall Department to a
net of $8,809.00, and as appended in full hereto be introduced and adopted according to law;
this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Puryear and Mayor Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance authorizing the Mayor to enter into a contract with
Jackson Purchase Electric Cooperative Corporation to provide Street Lighting in a portion
of the Recently Annexed West End Area, and as appended in full hereto be introduced and
adopted according to law; this being the second and final reading. Adopted on call of the Roll,
Yeas, Commissioner Coleman, Puryear and Mayor Miirphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Coleman, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Midstates Construction, Inc . ,
for construction of No. 3 Fire Station, located on Firedman Lane in the City of Paducah, for
the sum of $261,399.00, and as appended in full hereto be introduced and adopted according to
law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Puryear and Mayor Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Coleman, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes Ford and Honda
for sale to the City of three (3) F-150 Pickup Trucks for use by the Street Department, for a
net of $15,597.80, and as appended in full hereto be introduced and adopted according to law; this
being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Puryear and Mayor Murphy (3) .

Floodwall Department of the "Civil Service" ordinance, deleting the position of Floodwall Superin-
tendent, and as appended in full hereto be introduced and adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Coleman, Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Ptiryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance refunding real estate taxes which were assessed
January 1, 1978 and paid prior to June 7, 1979, for residents in the newly annexed West End
portion of the City of Paducah who received and paid tax bills from the Concord and Lone Oak
Fire Districts; the amount of money to be refunded to the Concord Fire District shall not exceed
$18,000 and for the Lone Oak Fire District, the amount shall not exceed the sum of $14,400; and
as appended in full hereto be introduced and adopted according to law; this being the second and
final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ptzryear and Mayor
Murphy (3) .
Commissioner Coleman offered motion, seconded by Commissioner Puryear, that the
Board go into Executive Session for the purpose of interviewing applicants for Police Department
Patrolmen. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ptiryear and Mayor
Murphy (3) .
Upon conclusion of the Executive Session, the Board reconvened in the Commission
Chamber whereupon the Mayor announced there was no further business.
