At a regular meeting of the Board of Commissioners held in the City Hall on
November 13, 1979, Mayor Murphy presided and, upon call of the Roll the following answered
to their names: Commissioners Coleman, Grttmley, Meeks, Pttryear and Mayor Murphy (5) .

The meeting was called for 6:30 p.m. for a public hearing regarding the 1979-80
Mayor Murphy offered motion, seconded -by Commissioner Coleman, that the
Minutes of the Meeting held on October 23,, 1978 be waived, and that the Minutes of said
meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll,
Yeas, Commissioners Coleman, Grttmley, Meeks, Pttryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Pttryear, that the
petition signed by residents of Phillips Avenue, Ivy and Primrose Streets protesting the
existing drainage ditches in that area, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Coleman, Grttmley, Meeks, Pttryear and Mayor Murphy (5) .
Commissioner Coleman offered motion, seconded by Commissioner Grttmley, that the
following bids be received and filed:

Commissioner Coleman offered motion, seconded by Commissioner Grttmley, that
upon recommendation of the City Manager, I move that the following personnel changes be
made in the Refuse Department:
1. The resignation of Loretta Dowdy, collector, be received and accepted,
retroactive to November 1, 1979.

Mayor Murphy (5) .
Commissioner Coleman offered motion, seconded by Commissioner Grttmley, that the
letter from Rex Thompson, Director of Business Services of the Paducah Public Schools,
dated November 5, 1979, with enclosures: a) Resolution of said Board of Education con-
cerning tax levy for 1979-80 school year; b) Resolution of said Board concerning special
voted building fond rate; c) copy of certified assessment by the Kentucky Commissioner of
Revenue; and d) copy of the Department of Education's form showing school tax rates, which
were received by the Mayor on November 6, 1979, be now ordered to be filed by the City
Clerk. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grttmley, Meeks, Pttryear and
Mayor Murphy (5) .

Commissioner Grttmley offered motion, seconded by Commissioner Coleman, that upon
recommendation of the City Manager, I move that the following personnel change be made
in the Parks & Recreation Department:

Commissioner Grttmley offered motion, seconded by Commissioner Coleman, that upon

Commissioner Grttmley offered motion, seconded by Commissioner Coleman, that the
Pay claim of Don Kelly Graves
claim of Don Kelly Graves, in the amount of $598.28, for damage to his 1972 Chevrolet
track as he was leaving the landfill area and was struck in the rear by a refuse track,
driven by Robert D. Middleton, be approved and that the City Treasurer pay said claim after
receiving a complete and final release. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Grttmley, Meeks, Pttryear and Mayor Murphy (5) .
Commissioner Meeks offered motion, seconded by Commissioner Pttryear, that upon
recommendation of the City Manager, I move that the following personnel changes be
made in the Cemetery Department:

Commissioner Pttryear offered motion, seconded by Commissioner Meeks, that
recommendation of the City Manager, I move that the following personnel changes be made

1. Joe D. Wyatt, Maintenance Operator, be promoted to Floodwall Sttperintender
a non -civil service position, at a salary of $1,364.00 per month, retroactive
to October 24, 1979.

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that the follow-
ing documents be received and filed:
1. Official report of the Election Commissioners pertaining to
the General Election held on November 6, 1979.
2. Report of the Paducah Water Works for the month of
October, 1979.
3. Audit report of Paducah Power System, for the year ending
Jtine 30, 1979, submitted by Allen, Barnett and Kleet .
4. Report of Paducah Planning Commission, approving the re-
zoning from R-3 to R-4 of property located at 1324 Jefferson
Street.
5. Transcript of Proceedings of the $3,300,000 City of Paducah
School Building Revenue Bonds, Series of October 1, 1979.

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that upon

ment Officer A at a salary of $999.00 per month, effective November 19, 197;

Mayor Murphy offered motion, seconded by Commissioner Pttryear, that the Board

I therefore move that a resolution authorizing the City Treasurer to establish a
History in Bronze Project Account and to receive and disburse contributions to said account,
and as appended in full hereto be introduced and adopted according to law. Adopted on call

bids for construction of a "Nature Trail Bridge" in the City of Paducah, and as appended in

Planning Commission rezoning the property located at 1324 Jefferson Street from R-3, Medium
Density Residential Zone to R-4, High Density Residential Zone, and as appended in full

I therefore move that an ordinance amending Section 1 of Ordinance No. 79-10-1807,
correcting the selling price of a 1980 Ford Bronco for use by the Floodwall Department to a
net of $8,809.00, and as appended in full hereto be introduced and adopted according to law.

the City of Paducah, Kentucky, and as appended in full hereto be introduced and adopted

I therefore move that an ordinance accepting the bid of Allan Rhodes Ford and
Honda for sale to the City of three (3) F-150 pickup tracks for ttse by the Street Depart-
ment, for a net of $15,597.80, and as appended in full hereto be introduced and adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grtimley,
Meeks, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance refunding real estate taxes which were
assessed January 1, 1978 and paid prior to Jttne 7, 1979, for residents in the newly an-
nexed West End portion of the City of Paducah who received and paid tax bills from the
Concord and Lone Oak Fire Districts; the amount of money to be reftinded to the Concord
Fire District shall not exceed $18,000 and for the Lone Oak Fire District, the amount
shall not exceed the sttm of $14,400; and as appended in full hereto be introduced and
adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Grumley, Meeks, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance authorizing the City Manager to enter into a
contract for the purchase of the Henneberger Insurance Building, for the sttm of $15,000.00,
and as appended in full hereto be introduced and adopted according to law; this being the
second and final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Grumley, Puryear and Mayor Murphy (4) . Commissioner Meeks voted "NAY" (1) .
Commissioner Coleman offered motion, seconded by Commissioner Grttmley, that the
Board of Commissioners go into Executive Session for the purpose of discussing personnel
matters in the Inspection Department. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5)
Upon completion of the Execution Session, the Board reconvened in the Commission
Chamber, whereupon the - Mayor announced there was no further business.
