At a Called Meeting of the Board of Commissioners held in the Commission Chamber, City Hall,
Paducah, Kentucky, at 7:30 p.m. on May 30, 1985, Mayor Viterisi presided and upon call of the Roll, the
following answered to their names: Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the executed copies
of the Notice of Called Meeting to be held at 7:30 p.m., Thursday, May 30, 1985, be received and filed.
Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Cole offered motion, seconded by Commissioner Coleman, that the following
documents be received and filed:
y 1. Transcript of Proceedings of Sewer Revenue Refunding Bond,
Series 1985, dated 4-1-85, in the amount of $12,180,000 (to be
filed in Bond File)
42. Executed Contract between City & Florence & Hutcheson, Inc.,
for Crooked Creek Sanitary Sewers (Phase I)

Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Grumley offered motion, seconded by Commissioner Cole, that the Board of
Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to
execute a Deed of Conveyance for said cemetery graves:
V I. To Hamock Funeral Home for Albert Tharpe, Rushing Addition to Oak
Grove Cemetery, Lot No. 211, Grave No. W, Block 6, in the amount of
$150.00 (Receipt No. 30181)
V 2. To Roberta Williams for Leaner Tharpe, Rushing Addition to Oak
Grove Cemetery, Lot No. 221, Grave No. E, Block 6, in the amount of
$150.00 (Receipt No. 30178)

Commissioner Grumley offered motion, seconded by Commissioner Cole, that the Proposed -Budget
for 1985-86 be received and filed. Adopted on call of the roll; yeas, Commissioners Cole, Coleman,
Grumley and Mayor Viterisi (4).
Mayor Viterisi offered motion, seconded by Commissioner Coleman,.that upon recommendation of
the City Manager, the Board of Commissioners of the City of Paducah orders that the following personnel
changes be approved:

Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO MAKE
EXPENDITURES OF REMAINING FUNDS IN POLICE DEPARTMENT COMMUNICATIONS GRANT NO. 1231-094-1739 FOR THE
PURCHASE OF COMMUNICATIONS EQUIPMENT". This ordinance is summarized as follows: Authorizing the City
Treasurer to transfer to a new account the remaining funds in Grant No. 1231-094-173 and to make
authorized expenditures to purchase communications equipment. Adopted on call of the roll, yeas,
Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4)..
Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING RIGHT-OF-WAY EASEMENTS FOR
CONSTRUCTION OF CROOKED CREEK INTERCEPTOR SEWERS (PHASE I)". This ordinance is summarized as follows:

Accepting grants of right-of-way easements for construction of Crooked Creek Interceptor Sewers (Phase
I). Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 84-6-2532 ENTITLED,
'AN ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 1984,
THROUGH JUNE 309 19859 BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF
CITY GOVERNMENT"'. This ordinance is summarized as follows: Increasing the following Revenues: taxes
to $3,072,000, licenses to $6,539,000, total General Fund revenues to $11,811,092, total budget to
$1392889828. Appropriations: Decreasing General Government to $215,000, increasing Finance FRS to
$30,000; increasing Human Rights to $33,000, decreasing Employee Benefits to $1,350,000, increasing
General Administration to $600,000 and decreasing General Administration (FRS) to $330,000, decreasing
Fire to $2,529,894, decreasing Floodwall to $178,510, increasing Refuse to $937,250 and Refuse (FRS) to
$160,000, increasing Vehicle Maintenance (FRS) to $10,000, increasing City Memberships (FRS) to $6,400,
increasing Pauper Burials (FRS) to $800; decreasing MAP Street paving & construction to $220,000;
decreasing total Appropriations as follows: General Fund - $11,079,689, (FRS) - $1,004,828, MAP -
$220,000, increasing total budget appropriations to $12,304,517; and increasing Estimated fund balance
as follows: General Fund to $731,403, FRS to $54,816, MAP to $198,092 and total budget to $984,311.

Commissioner Coleman offered motion, seconded by' Commissioner Cole, that the Board of
Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF
$29947.46 TO CIDRACH FOR EMERGENCY REPAIRS TO AIR-CONDITIONING UNIT AT FIREHOUSE NO. 1". This ordinance
was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor
Viterisi (4).
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE SALE OF PROPERTY ON LEBANON
CHURCH ROAD TO EARL AND FLORA SCHMITT". This ordinance is summarized as follows: Authorizing the
Corporation Counsel to prepare a deed for the sale of a tract of land on Lebanon Church Road to Earl and
Flora Schmitt in the amount of $28,000, and authorizing the Mayor to execute said deed. Adopted on call
of the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
ADDENDUM BETWEEN THE CITY OF PADUCAH AND AFSCME LOCAL 1586 REGARDING AN AMENDMENT TO ARTICLE II". This
ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Grumley and
Mayor Viterisi (4).
Commissioner Grumley offered motion, seconded by Commissioner Cole, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 32-6.5, 32-11, 32-14, 32-16
and 32-17, OF CHAPTER 32 OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Establishing limits for prohibited sewer deposits and amending amount of fines
for violation thereof, amending guidelines for industrial discharge permits, amending the City's power
and authority for property inspection, etc., establishing definition of a corporation and clarifying
"significant discharge violation" as applied in this ordinance. Adopted on call of the roll, yeas,
Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Grumley offered motion, seconded by Commissioner Cole, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF ALLEN AND KLEET

AND ASSOCIATES, CERTIFIED PUBLIC ACCOUNTANTS, FOR AUDITING SERVICES FOR THE CITY OF PADUCAH FROM JULY 12
19849 TO JUNE 309 1985, FOR THE SUM OF $13,000.00". This ordinance is summarized as follows: Accepting
the proposal of Allen and Kleet and Associates to audit all city accounts for the sum of $13,000.00,
covering the period from July 1, 1984, to June 30, 1985. Adopted on call of the roll, yeas,
Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of
Refuse Ordinance - Create Commissioners adopt an ordinance entitled, "AN ORDINANCE CREATING SECTION 27-69.59 REFUSE, OF THE CODE
Sec. 27-69.5 OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance was read in full. Adopted on call of
the roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of

Executive Session Commissioners go into Executive Session to discuss Firefighter negotiations. Adopted on call of the

roll, yeas, Commissioners Cole, Coleman, Grumley and Mayor Viterisi (4).
Upon conclusion of the Executive Session the Board reconvened in the Commission Chamber
whereupon the Mayor announced there was no further business.
