At a Regular Meeting of the Board of Commissioners, held on Tuesday, February 20,
2007, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk,
the following answered to their names: Commissioners Coleman, Kaler, Smith, Watkins
and Mayor Paxton (5).
ORDINANCES — INTRODUCTION
AGREEMENT WITH JJR FOR BOAT RAMP ENGINEERING DESIGN
Commissioner Coleman offered motion, seconded by Commissioner Smith, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT
WITH JJR, LLC. FOR PROFESSIONAL ENGINEERING SERVICES FOR THE OHIO
RIVER BOAT LAUNCH PROJECT." This ordinance is summarized as follows: That
the Mayor of the City of Paducah is hereby authorized and directed to execute an
agreement with JJR, LLC in the amount of $155,275.00 for professional engineering
services for the design of the Ohio River Boat Launch Project.
WORKSHOP
SIGN ORDINANCE AMENDMENTS
At the request of the Mayor, the Planning Department reviewed different types of
electronic signage and how the sign can change such as an animation, a transitional
change, or static imagery with time changes of 30 seconds, 15 seconds or 8 seconds or no
regulation for time change. After much discussion, the majority of the Commission
agreed to consider on-premise/off-premise electronic signs with a 15 second static image
with 5 second transition animation.
COMMERCE CENTER HVAC DISCUSSION
At the Commission meeting on February 13, 2007, Preferred Industries protested the
City's introduction of an ordinance accepting the bid of Johnson Controls for installation
of an HVAC system at the Commerce Center.
Earnie Via, Director of Public Works, reported he had reviewed and analyzed the bids of
Johnson Controls and Preferred Industries a second time and still believe his
recommendation of Johnson Controls is the best bid.
Johnson Controls and Preferred Industries each gave their information as to why their
company had the best bid.
By consensus the Commission agreed to reconsider the bid of Preferred Industries for the
HVAC system at the Commerce Center.
APPOINT MAYOR PRO TEM
Commissioner Kaler offered motion, seconded by Commissioner Smith, that
Commissioner Robert Coleman be nominated and elected Mayor Pro Tem of the City of
Paducah, to serve in this capacity until the expiration of his present term as City
Commissioner.
Adopted on call of the roll, yeas Commissioner Kaler, Smith, Watkins and Mayor Paxton
(4).
Commissioner Smith left the meeting.
PUBLIC COMMENTS
Haydon Riley Bloodworth, 1717 Madison Street, voiced concern after learning from the
newspaper about the possible move of the Gen. Lloyd Tilghman statue from Lang Park to
the Tilghman House Museum. He does not agree with it being moved because it is on the
National Registry of Historic Places.

EXECUTIVE SESSION
Commissioner Kaler offered motion, seconded by Commissioner Coleman, that the
Board go into closed session for discussion of matters pertaining to the following topics:
• Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).
Adopted on call of the roll, yeas, Commissioners Coleman, Kaler, Smith, Watkins and
Mayor Paxton (5).
Upon motion the meeting adjourned.
