Proceedings of Board of Commissioners City of Paducah
At a Called Meeting of the Board of Commissioners was held at 5:00 p.m. on March 20, 1984,
Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commis-
sioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
The meeting was called for the purpose of hearing charges against fireman Gladman C.
Humbles, brought by Mayor Viterisi. Humbles appeared in person, with his attorney, Hon. John F.
Stewart, and Hon. James W. Utter represented Mayor Viterisi, and Hon. L. Daniel Key served as legal
advisor to the Board of Commissioners.
The charges were heard, detailed testimony was taken by Court Reporter, Shirley France.
After testimony was concluded and oral arguments presented by Hon. John F. Stewart and
Hon. James W. Utter, the Board retired to closed session to consider the charges, evidence and
testimony. Upon reconvening in open session Commissioner Grumley offered motion, seconded by
Commissioner Ford, the Board rendered the following decision:

DECISION OF THE BOARD
DEFENDANT
The Board having heard the evidence presented at Administrative Hearing
held on March 20, 1984, reaches the following decision as to the Statement of
Charges.
The Board makes the following Findings of Fact:
1. That defendant, Gladman C. Humbles, wrote and caused to be distributed
at fire stations within the City of Paducah a document titled, "PROPOSED QUALI-
FICATIONS FOR ASSISTANT FIRE CHIEF".
2. That the document was written shortly after defendant failed to be
appointed as an assistant chief of the fire department.
3. That the document contained language which evidenced disrespect to the
Mayor and various members of the Board of Commissioners to the effect that the
position of assistant fire chief could be purchased; by "hints to help you win"
which incorporated degrading language and improper actions on the part of three
members of the Board of Commissioners.
The Board now having made Findings of Fact determines that defendant,
Gladman C. Humbles, is guilty of disrespect to the Mayor and members of the Board of
Commissioners of the City of Paducah by writing and causing to be distributed at
fire stations within the City of Paducah, and sets his punishment as suspension,
without pay, from the City of Paducah Fire Department for a period of time not
exceeding sixty (60) days, from the date hereof.
ENTERED this the 21st day of March, 1984.
Adopted upon call of the Roll, Yeas, Commissioners Cole, Ford, Grumley and Mayor
Viterisi (4). Commissioner Coleman voted "NAY" (1).

Commissioner Grumley offered motion, seconded by Commissioner Ford, that the meeting be
adjourned. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and
Mayor Viterisi (5). (2:00 a.m.)
