At a Regular Meeting of the Board of Commissioners, held on Tuesday, January 16,
2007, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk,
the following answered to their names: Commissioners Coleman, Kaler, Smith, Watkins
and Mayor Paxton (5).
WORKSHOP
PURCHASE OF BENEFITS ONLINE SOFTWARE & HEALTHIER YOU
PROGRAM
Greg Carlton, representative of Peel & Holland, explained the benefits to the City for
using the Healthier You Program and the Benefits Online Software.
HEALTHIER YOU PROGRAM
This program is offered through Employee Benefits Consultants and offers tools and
services to help employers reduce excess costs and gives employees the tools they need
to make the best decision from a variety of vendors. This program will cost the City
$6.50 per employee per month. In return, the reinsurer will offer a of 3% savings of
reinsurance costs and 3% savings of claims costs resulting in a savings of approximately
$100,000.
BENEFITS ONLINE SOFTWARE PROGRAM
This program automates enrollment and ongoing benefit management for employees that
participate in the health insurance program offered by the City and managed through the
Human Resources Department. It will allow employees the ability to enroll online and
allow Human Resources to operate more efficiently. Costs for this will be $3 per
employee.
MID -YEAR PROJECT APPROPRIATIONS
The City Manager reviewed the Contingency Expenditure Decision Items list for the use
of the remaining $1,055,000 of unappropriated revenues. A copy of the memorandum is
filed in the minute file.
The City Manager explained the importance for the funding of the items listed and that in
the future some items may require the City to finance through bonds. After much
discussion among the Board, Mayor Paxton asked the Commission to complete their
decision sheets and turn them into the City Clerk.
WORLD WAR II MONUMENT IN DOLLY McNUTT PLAZA
Leon Dodge, a former World War II Veteran, has requested on behalf of the local
American Legion and VFW a new World War II Veterans Memorial be relocated in the
Dolly McNutt Plaza.
Due to no objection from the Board the City Manager will send a letter to notify Mr.
Dodge that the Commission is supportive.
CITY MANAGER REPORT
• Calendar Items
• Earnings from the Broyles' Estate bequest of $50,000 to the Community
Foundation will be passed on to the City in approximately one year to be used for
landscaping for City Hall.
• The City Manager requested an executive session to discuss negotiations.
- EXECUTIVE SESSION
Commissioner Coleman offered motion, seconded by Commissioner Kaler, that the
Board go into closed session for discussion of matters pertaining to the following topics:
• Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).
• A specific proposal by a business entity where public discussion of the subject
matter would jeopardize the location, retention, expansion or upgrading of a
business entity, as permitted by KRS 61.810(1)(g).
