HomeMy WebLinkAbout05/17/83No. Proceedings of Board of Commissioners City of Paducah May 17, 1983 At a Called Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, (Paducah, Kentucky, at 6:30 p.m. on Tuesday, May 17, 1983, Mayor Penrod presided and upon call of the (Roll, the following answered to their names: Commissioners Coleman, Flynn, Ford, Viterisi and Mayor jPenrod (5). Commission Coleman offered motion, seconded by Commissioner Flynn, that the Executed Copies of Ithe Notice of Called Meeting to be held at 6:30 p.m. on Tuesday, May 17, 1983, be received and filed. (Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Ford offered motion, seconded by Commissioner Viterisi, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE CITY TO CONTINUE INSURANCE ON FURLOUGHED EMPLOYEES THROUGH JULY 319 1983, be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the Board of Commis- sioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 12-199 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II 'FIRE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Deleting six positions as Firefighter in the Paducah Fire Department, and declaring an emergency to exist. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the Board of Commis- sioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-52, 10-539 10-609 10-61, AND 10-639 'CIVIL SERVICE' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY. This ordinance is summarized as follows: Deleting one position of Sewer Maintenance Man, Equipment Operator "B", Street Repairman, four positions of truck drivers and three positions as laborer in the Street Department; deleting four positions of Collector and one position as laborer in the Refuse Department; deleting two positions of Mechanic, Class "A" in the Vehicle Maintenance Department and the position of Parts & Records Clerk; deleting the position of Plans Examiner in the Inspection Department; deleting the position of Chief Inspector in the Safety & Street Inspection Department; deleting one position as tchboard operator in the Fire Department; and declaring an emergency to exist. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford and Mayor Penrod (4). Commissioner Viterisi voted AY" (1), Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the Board of Commis- sioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 2-479 'NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Deleting the position of Clerk -typist in the Human Rights Depart- ment; the position of Legal Intern: Temporary Clerks, Finance: Manager, Engineering Department; Police Department Vehicle Garage foreman, and City -Clinic Technician; and declaring an emergency to exist. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board of Commis- ioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO CLOSE OF CITY OF PADUCAH IMPROVEMENT FUND "G", "H", "K" AND "L" AND TRANSFER SAID FUND BALANCES TO THE FUND OF THE CITY OF PADUCAH". This ordinance is summarized as follows: Authorizing the trans- er of funds from City of Paducah Improvement Fund to the General Fund of the City of Paducah. This ordinance is summarized as follows: Amending Section 17-88.5 business license for insurance agents or solicitors; and deleting insurance agent from Section 17-106. Adopted on call of the Roll, Ye S. Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4). Commissioner Flynn abstained (1). Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of Commis4ioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 25-1 'NUMBER, RANK AND SALARIES OF MEMBERS OF DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PAD CAH, KENTUCKY". This ordinance is summarized as follows: Deleting four positions as Patrolmen in the Paducah Police Department and declaring an emergency to exist. After discussion and a presentati n by FOP President, Jimmy Dale Green, for members of the police department to forfeit two days pay instead of laying off patrolmen, this ordinance LOST upon call of the Roll, "NAYS", Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of Commis4ioners adopt the following Ordinance: (Repeals Section 2-30.1, compulsory retirement of police and f irejan at age sixty. This ordinance was read in full). Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Mayor Penrod offered motion, seconded by Commissioner Coleman, that upon recommendation lof the City Manager, the City of Paducah orders that the personnel changes on the attached list be approjed: (SEE MUNICIPAL ORDER BOOK) After discussion to forgo the layoff of policemen and the clerk -typist in the Police Department, ommis- sioner Flynn offered motion, seconded by Commissioner Coleman, that the Personnel. Changes be adopted as amended (deleting the police department personnel). Adopted on call of the Roll, Yeas, Commissio ers Coleman, Flynn, Ford and Mayor Penrod (4). Commissioner Viterisi voted "NAY".(1). Commissioner Coleman offered motion, seconded'by Commissioner Viterisi, that the meeting be adjourned.
