At a Regular Meeting of the Board of Commissioners held in the Commission
amber, City Hall, Paducah, Kentucky, on August 24, 1982, Mayor Penrod presided, and upon
all of the Roll, the following answered to their names: Commissioners, Flynn, Ford,
iterisi and Mayor Penrod (4). Commissioner Coleman was absent.
Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that the

Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that the
following documents be received and filed:
1. Application of Western Baptist Hospital for approval to close a portion of
an alley located west of North 26th Street, as adopted by the Paducah
Planning Commission on August 16, 1982.
2. Agreement between Illinois Central Gulf Railroad.and City of Paducah
granting permission to construct and maintain a 24 -inch sanitary sewer on
Estelle Street.

Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the

Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that a

Claim of Tom Troutman, d/b/a/ Troutman Signs, in the amount of
$1,504.65, for damages to his building at 6th and Jackson Streets, caused when a
refuse truck, drived by Melkie Jones, in attempting to empty the dumpster cut
too short and hit the corner of the building damaging the awning, on April 4,
1982.
Adopted on call of the roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor
Penrod (4) .
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that a
municipal order entitled "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR THE PURCHASE OF ONE 1983 TRUCK WITH DUMP BODY TO BE USED BY THE PARKS DEPARTMENT,
AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted.

Commissioner Viterisi offered motion, seconded by Commissioner Ford, that upon
recommendation of the City Manager, the Board of Commissioners of the City of Paducah
orders that the personnel.changes on the attached list be approved:

Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR THE PURCHASE OF ONE 1983 TRUCK WITH DUMP BODY TO BE USED BY THE SEWER OPERATIONS
DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor
Penrod (4) .
Mayor Penrod offered motion, seconded by Commissioner Flynn, that a municipal
order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE PURCHASE OF ONE 1983 PICKUP TRUCK TO BE USED BY THE ANIMAL WARDEN, AND PRESCRIBING THE
CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the
Roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4),

order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR THE
PURCHASE OF ONE 1983 TRUCK WITH DUMP BODY TO BE USED BY THE STREET DEPARTMENT, AND
PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted
on call of the roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4).
Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR
TO ENTER INTO A LEASE WITH M, B. & G,, INC,, FOR DOCKING SPACE TO BE USED BY AN EXCURSION
BOAT AT THE FOOT OF BROADWAY." This ordinance is.summarized as follows: Leasing
approximately 150 feet of riverfront property to M.B. & G., Inc., for operation of an
excursion boat, for a period of three years. Adopted on call of the Roll, Yeas,
Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4).

Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE
MAYOR TO ENTER INTO A CONTRACT WITH THE COMMONWEALTH OF KENTUCKY, DEPARTMENT OF ECONOMIC
DEVELOPMENT, FOR FUNDS TO BE USED FOR THE PADUCAH DRY COMMUNITY DEVELOPMENT BLOCK GRANT

Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
ALLAN RHODES FORD & HONDA, IN THE AMOUNT OF $451,569.00, FOR SALE TO THE CITY OF ONE NEW
1983 CT -800 FRONT END LOADER TRUCK FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE." This ordinance is summarized as follows:
Accepting the bid of Allan Rhodes Ford & Honda, for the purchase of one new 1983 CT -800
Front End Loader Truck to be used by the Refuse Department, for the sum of $45,569.00.
Adopted on call of the Roll, Yeas, Commissioners Flynn, Viterisi and Mayor Penrod (3).

Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
rd of Commissioners introduce an Ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF
COMMONWEALTH LIFE INSURANCE COMPANY FOR GROUP COVERAGE OF LIFE INSURANCE FOR EMPLOYEES OF
THE CITY OF PADUCAH FROM OCTOBER 1, 1982, THROUGH SEPTEMBER 30, 1985." This ordinance is
summarized as follows: Authorizing the City Manager to accept the bid of Commonwealth
Life Insurance Company for insurance coverage for City of Paducah employees according to
the terms and conditions of the proposal submitted by Commonwealth Life Insurance Company
on August 16, 1982. Adopted on call of the Roll, Yeas, Commissioners Flynn, Ford,
Viterisi and Mayor Penrod (4).
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE
CLOSING OF A PORTION OF AN ALLEY LOCATED WEST OF NORTH 26TH STREET." This ordinance is
summarized as follows: Authorize Corporation Counsel to institute and prosecute an action
in McCracken Circuit Court, closing a 100 foot alley located west of North 26th Street.

Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce an ordinance entitled "AN ORDINANCE AUTHORIZING THE
FER OF A STRIP OF LAND TO THE CITY OF PADUCAH FOR THE USE AND BENEFIT OF THE
COMMISSIONERS OF PADUCAH WATER WORKS." This ordinance is summarized as follows:
Authorizing the transfer of land for the use and benefit of Paducah Water Works. Adopted
on call of the Roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4).
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners adopt an ordinance entitled "AN ORDINANCE AMENDING SECTION 3 OF
ORDINANCE 82-2-2210 ENTITLED 'AN ORDINANCE ACCEPTING THE BID OF TRI-STATE PROPANE, INC.,
FOR SALE TO THE CITY OF PROPANE AND CONVERSION KITS FOR USE BY VARIOUS DEPARTMENTS;
LEASING TO THE CITY OF A LIQUID TRANSFER SYSTEM, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SUCH PURCHASE", This ordinance is summarized as follows: Adding account
numbers FRS Contingency Fund, 20-500-150-494 or General Fund No. 10-500-15-494 to accounts

Commissioner Flynn offered motion, seconded by Commissioner Viterisi, that the
Board of Commissioners introduce an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR
TO ENTER INTO A CONTRACT WITH THE COMMONWEALTH OF KENTUCKY, DEPARTMENT OF ECONOMIC
DEVELOPMENT, FOR FUNDS TO BE USED FOR THE C. C. COHEN RESTAURANT PROJECT", be tabled.

Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the
Board of Commissioners introduce an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR
TO EXECUTE AN AGREEMENT FOR ENGINEERING SERVICES WITH FLORENCE & HUTCHESON, INC." This
ordinance is summarized as follows: Authorizing the execution of an agreement with
Florence & Hutcheson for general engineering services. Adopted on call of the Roll, Yeas,
Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4).
Mayor Penrod offered motion, seconded by Commissioner Flynn, that the Board of
Commissioners introduce an ordinance entitled "AN ORDINANCE AMENDING SECTION 10-61, 'CIVIL
SERVICE' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY. This ordinance is
summarized as follows: Creating the position of Foreman in the Maintenance Department, at
a salary of $1,539.00 per month for fiscal year 1982 and $1,616 per month for fiscal year
1983. Adopted on call of the Roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor
Penrod (4) .
Mayor Penrod offered motion, seconded by Commissioner Flynn, that the Board of
Commissioners adopt an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MANNING
EQUIPMENT, INC., FOR SALE TO THE CITY OF A HEIL FORMULA 8000 33 -CUBIC YARD FRONT LOADING
PACKER FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR SUCH PURCHASE." This ordinance is summarized as follows: Accepting the bid of
Manning Equipment, Inc., for the purchase of one Heil front loading packer to be used by
the Refuse Department, for the sum of $28,920.00. Adopted on call of the Roll, Yeas,
Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4).
