At a Regular Meeting of the Board of Commissioners, held on Tuesday, May 20, 2008, at
5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the
following answered to their names: Commissioners Coleman, Kaler, Smith, Watkins,
and Mayor Paxton (5).
NOTES:
Steve Doolittle, Downtown Development Director, advertised the 6th Annual Lower
Town Arts & Music Festival. It will begin at 5:00 p.m. on Friday, May 23, 2008 and will
end on May 25th at 4:00 p.m.
Asst. Chief Carroll reported on police response to a pipe bomb that was found located in
the vicinity of the 2800 block of Broadway.
PRESENTATIONS
PATS SERVICE AND OPERATIONS CHANGES
Brian Carner, Member of the PATS Board, gave an update. At this time, Paducah Area
Transit is looking for a director and lots of changes are taking place. PATS will not be
the contractor for the Region One Medicaid Transportation Brokerage contract. It will
act as the subcontractor to the company chosen by the state out of Jeff, Kentucky. Loss
of revenue is expected to range from $300,000 to $400,000. Also federal funding has
decreased from $1.6 million to $1 million. Due to these reductions PATS is requesting
$300,000 from the City instead of the current $250,000
Mayor Paxton thanked the Board for their hardwork.
CHILD WATCH CHILDREN'S ADVOCACY CENTER FUNDING REQUEST
Sandy Fellows, on behalf of the Advocacy Center, explained services that are offered"by
the Center. Funding was requested to provide child abuse prevention programs to
children in schools.
WORKSHOP
BUDGET DRAFT
City Manager Jim Zumwalt gave an overview of his recommended budget for FY2008-
09. He presented a balanced budget for the general fund of $30.5 million. Mandatory
increases include 3% pay increase, health insurance, 911 services and fuel totaling
approximately $700,000+. A budget advance will be held on Thursday, May 22, for the
Commission to begin making budget decisions for the upcoming fiscal year. The
Commission will make three decisions: General fund decision items (58 total);
Investment Fund, and Solid Waste Fund. Rate increases for solid waste will be proposed
in order to balance the Fund.
CITY MANAGER REPORT
• Reminder of the Lower Town Festival May 23-25,2008
• Downtown After Dinner has begun for the summer
• Tuesday, May 27th, a retirement reception will be held in honor of the Fire Chief
at City Hall from 2:00 to 4:30.
• Personnel Actions—no discussion
COMMISSIONER CONCERNS
No concerns presented.
Commissioner Kaler thanked Civic Beautification and El Arbor Garden for their hard
work in enhancing the Vietnam Memorial.
Upon motion the meeting adjourned.
