\ Grievance Hearing
\4 Executive Session - Personnel
At a Called Meeting of the Board of Commissioners held in the Commission
Chambers at City Hall at 300 p.m., Wednesday, September 7, 1988, Mayor Montgomery
presided, and upon call of the roll, the following answered to their names: Yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4). Commissioner
Keeling was absent (1).
Commissioner Coleman offered motion, seconded by Commissioner Grumley, that
the executed copies of the Notice of Called meeting to be held at 3:00 p.m.,
Wednesday, September 7, 1988, be received and filed. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
The Board heard a grievance filed by Charles Hobbs, "B" Operator in the
Street Department, concerning a water truck being operated by a Street Department
employee on a regular basis at the landfill. After discussion, Commissioner Coleman
suggested, and the grievant agreed, that the substance of the grievance is that a
Street Department employee should not be working at the landfill on a regular basis.
Commissioner Coleman advised the Union that the City will give them an answer in
writing concerning this grievance.
Discussions were held with AFSCME employees concerning the scheduled
employee job description reviews. Joel Foster explained this procedure.
1988-89 budget contributions and memberships were discussed and decisions
were made concerning future recipients of city contributions. Jim Utter identified
legitimate reasons for contributions.
Commissioner Coleman offered motion, seconded by Commissioner Leeper, that
the Board of Commissioners to into Executive Session for discussions which might lead
to the hiring, firing or promotion of an individual employee. Adopted on call of the
roll, yeas, Commissioners, Coleman, Grumley, Leeper and Mayor Montgomery (4).
At the conclusion of the Executive Session the Board reconvened in the
Commission Chamber whereupon the Mayor announced there was no further business.
Upon motion the meeting adjourned.
