Proceedings of Board of Commissioners City of Paducah August 27T1g88
At a Called Meeting of the Board of Commissioners held in the Commission
Chambers at City Hall at 10:00 a.m., Saturday, August 27, 1988, Mayor Montgomery
presided, and upon call of the roll, the following answered to their names: Yeas,
Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that the executed copies of the Notice of Called meeting to be held at 10:00 a.m.,
Saturday, August 27, 1988, be received and filed. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners to into Executive Session for discussions which
might lead to the appointment, discipline or dismissal of an individual employee.
Adopted on call of the roll, yeas, Commissioners, Coleman, Grumley, Keeling, Leeper
and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened in the
Commission Chamber whereupon the Board and City Manager issued the following Memo of
Understanding:
"Carl Holder and the Board of Commissioners of the City of Paducah have
reached the following understanding. The purpose of this memo is to record
the understanding so that no misunderstanding exists as to the terms
contained herein.
"A. Carl Holder will resign his position as City Manager of the City of
Paducah effective immediately.
"B. The City Commission and Carl Holder shall make a public press
statement as follows:
"Differences have developed between the City Manager and the Board of
Commissioners relating to the philosophical manner in which the City
Manager should conduct his position with the City of Paducah. These
differences have made it difficult for the City Manager and the City
Commission to effectively carry out their respective duties. Carl
Holder and the City Commission have concluded that it is in the best
interest of the City of Paducah that Carl Molder resign as City
Manager of the City of Paducah."
"C. Carl Holder will remain on the payroll of the City of Paducah through
November, 1988, at his present salary as an Advisor to the City and will
be available to city board members and city employees, on as as -needed
basis, for advice or consultation.
"Dated this 27th day of August, 1988."
The Mayor declared there was no further business, and upon motion the meeting
adjourned.
