11 At a Regular Meeting of the Board 'of Commissioners held in the Commission
Chambers, City Hall, Paducah, Kentucky, at 7:30 p.m. on August 9, 1988, Mayor
Montgomery presided and upon call of the roll, the following answered to their
names: Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that the reading of the Minutes for July 26 and August 8, 1988, be waived and that
the Minutes of said meeting prepared by the City Clerk be approved as written.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper
and Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners approve the sale of the following cemetery lot(s)
and that the City Clerk be authorized to execute a Deed of Conveyance for said
cemetery grave(s):
1. Oscar Cross, Mausoleum Addition to Oak Grove Cemetery, Sec. 4, Lot
27, Graves 1 & 2, in the amount of $600.00 (Receipt No. 52241)
�2. Elaine Bradley, Old Addition to Oak Grove Cemetery, Sec. 30 D. Lot
20, in the amount of $150.00 (Receipt No. 52242)
3. James Early, Rushing Addition to Oak Grove Cemetery, Sec. 9, Lot 137
NW, in the amount of $150.00 (Receipt 52248)
4. Michael Douglas Simon, Rushing Addition to Oak Grove Cemetery, Sec.
6, Lot 177 NW, in the amount of $150.00 (Receipt No. 52251)
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper
and Mayor Montgomery (5).
Commissioner Keeling offered motion, seconded by Commissioner Leeper,
that the following documents be received and filed:
1. Certificate of Insurance - Russell Orange
2. Certificate of Insurance - Aluma Kraft Sales & Mfg. Co.
3. Contract, Insurance & Bond with Wahl's
Excavating & Underground - Phillips Park Sewer
Extension
4. Executed Contract with ISCO - Equipment for
Wastewater Treatment Plant
5. Paducah Water Works Report - July, 1988
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper
and Mayor Montgomery (5).
Commissioner Leeper offered motion, seconded by Commissioner Keeling,
that upon the recommendation of the City Manager, the Board of Commissioners of the
City of Paducah orders that the personnel changes on the attached list be approved.

Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO
ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE NEW 1988 OR 1989 FOUR DOOR SEDAN TO BE
USED BY THE ENGINEERING DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH
PURCHASE SHALL BE MADE", be adopted. Adopted on call of the roll, yeas,
Commissioners. Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).

IICommissioner Grumley offered motion, seconded by Commissioner Coleman, that I
the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING
THE DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 4 IN THE AMOUNT OF $2,871.94 WITH
MIDSTATES CONSTRUCTION COMPANY FOR RENOVATIONS TO CITY HALL". This ordinance is
summarized as follows: Authorizing the Mayor to execute Change Order No. 4 with
Midstates Construction Company in the amount of $2,871.94 for the installation of
Fluorescent lights and associated wiring in the City Hall Commission Chambers.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper
and Mayor Montgomery (5).
Commissioner Keeling offered motion, seconded by Commissioner Leeper, that
the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE PROPOSING THE
ANNEXATION OF A TRACT OF LAND SOUTH OF THE PRESENT CITY LIMITS AND BETWEEN LONE OAK
ROAD AND NORTH FRIENDSHIP ROAD". This ordinance is summarized as follows: Proposing
the annexation of a tract of land south of the present city limits and between Lone
Oak Road and North Friendship Road, and recommending that the property presently
occupied by Mount Kenton Cemetery and Temple Israel Cemetery be zoned R-2 (Low/Medium
Density Residential) and the tracts of land south of the cemeteries and owned by
Paducah Power System and Columbia Amusement Company be zoned HBD (Highway Business
District). Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Keeling, Leeper and Mayor Montgomery (5).
Commissioner Leeper offered motion, seconded by Commissioner Keeling, that
the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE
BID OF PADUCAH BLUEPRINT AND SUPPLY CO., INC. IN THE AMOUNT OF $3,595.00, FOR SALE TO
THE CITY OF ONE OZALID BLUELINE MACHINE FOR USE BY THE ENGINEERING DEPARTMENT, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized
as follows: Accepting the bid of Paducah Blueprint & Supply Co. in the amount of
$3,595.00, for sale to the City of one blueprint machine for the Engineering
Department, and authorizing the Mayor to execute a contract for same. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor
Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner Grumley, that
the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING
CHAPTER 20, MOTOR VEHICLES AND TRAFFIC, ARTICLE VIII, TRUCKS, TRAILERS AND
SEMITRAILERS'. This ordinance is summarized as follows: Amending Chapter 20, Motor
Vehicles, and Traffic, Article VIII, dealing with Trucks, Trailers and Semitrailers,
of the Code of Ordinances of the City of Paducah.
Commissioner Coleman offered motion, seconded by Commissioner Grumley, that
the following amendments be made to an ordinance amending Chapter 20, Motor Vehicles
and Traffic, Article VIII, Trucks, Trailers and Semitrailers:
1. That Sec. 20-182 be amended by deleting Kentucky Avenue, Third Street
and Fourth Street from the Downtown Business District, and inserting
Second Street between Kentucky Avenue and Jefferson Street.
2. That Sec. 20-173, the former list detailing truck routes, be repealed.

Commissioner Coleman offered motion, seconded by Commissioner Grumley, that
an ordinance entitled, 'AN ORDINANCE AMENDING CHAPTER 20, MOTOR VEHICLES AND TRAFFIC,
Article VIII, TRUCKS, TRAILERS AND SEMITRAILERS", be tabled until the next regular
Commission Meeting on August 23, 1988. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner Coleman, that
the Board of Commissioners go into Executive Session for discussions which might lead
to the appointment, discipline or dismissal of an individual employee. Adopted on
call of the roll, yeas, Commissioners, Coleman, Grumley, Keeling, Leeper and Mayor
Montgomery (5).
At the conclusion of the Executive Session the Board reconvened in the
Commission Chambers, whereupon the Mayor announced there was no further business.
Upon motion the meeting adjourned.
