At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City
Hall, Paducah, Kentucky, at 7:30 p.m. on December 22, 1987, Mayor Viterisi presided and upon call of
the Roll, the following answered to their names: Commissioners Cole, Coleman Ford, Grumley and Mayor
Viterisi (5).
Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners go into Executive Session for discussions which might lead to the appointment,
discipline or dismissal of an individual employee. Adopted on call of the roll, yeas, Commissioners
Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
At the conclusion of the Executive Session the Board reconvened in the Commission Chamber,
whereupon the Mayor called the meeting back in session.
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the reading of the
minutes for December 8, 11 and 15, 1987, be waived and that the minutes of said meeting prepared by
the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners, Cole,
Coleman, Ford, Grumley and Mayor Viterisi (5).
Mayor Viterisi made the following appointment: "WHEREAS, the term of Rollie France as a
member of the Paducah -McCracken County Recreational, Tourist and Convention Commission, will expire
December 31, 1987; and WHEREAS, the Paducah Area Chamber of Commerce has submitted the name of Mr.
France for reappointment to said board; I hereby, jointly with the Judge/Executive of McCracken
County, reappoint Rollie France (representative of Paducah Area Chamber of Commerce) to the Board of
the Paducah -McCracken County Recreational, Tourist and Convention Commission for an additional term of
three years, which term will expire December 31, 1990."
Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of
Commissioners approve the action of Mayor Viterisi in reappointing Rollie France as a member of the
Paducah -McCracken County Recreational, Tourist and Convention Commission. Adopted on call of the
roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
Mayor Viterisi made the following appointment: "WHEREAS, the terms of Genet Dean and
Henrietta Lowe as members of Paducah -McCracken County Senior Citizens, Inc, expired on July 1, 1987,
1987; I hereby, subject to the approval of the Board of Commissioners, reappoint Genet Dean and
Henrietta Lowe as members of said Board for a term of three years, which terms will expire July 1,
1990."
Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of
Commissioners approve the action of Mayor Viterisi in reappointing Genet Dean and Henrietta Lowe
members of Paducah -McCracken County Senior Citizens, Inc. Adopted on call of the roll, yeas,
Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
Mayor Viterisi made the following appointment: "WHEREAS, Linda Harper has resigned as a
member of the Paducah -McCracken County Recreational, Tourist and Convention Commission; and WHEREAS,
the Paducah Hospitality Association, successor to the Paducah -McCracken County Hotel/Motel
Association, has submitted the name of Yvonne Holsapple for appointment to said board; I hereby,
jointly with the Judge/Executive of McCracken County, appoint Yvonne Holsapple as a member of said
Board to complete the unexpired term of Linda Harper (representative of Paducah -McCracken County
Hotel/Motel Association), which term will expire December 31, 1989."
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of
Commissioners approve the action of Mayor Viterisi in appointing Yvonne Holsapple as a member of the
Paducah -McCracken County Recreational, Tourist and Convention Commission to replace Linda Harper, who

Commissioner Ford offered motion, seconded by Commissioner Grumley, that the following

Commissioner Grumley offered motion, seconded by Commissioner Ford, that upon the
recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the
personnel changes on the attached list be approved. Adopted on call of the roll, yeas, Commissioners
Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).

Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 22-54 OF CHAPTER 22, PARKS
AND RECREATION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Extending the term of the seventh member of the Commission from March 26, 1989
to March 25, 1991. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and
Mayor Viterisi (5).
Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE
SUM OF $4,708.79 TO McKEEL EQUIPMENT FOR REPAIRS TO AN 1150B CASE LOADER FOR THE STREET DEPARTMENT.
This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman,
Ford, Grumley and Mayor Viterisi (5).
Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN
ENCROACHMENT AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND TIM ATKINSON". This ordinance is
summarized as follows: Authorizing the Mayor to enter into an encroachment agreement with Tim
Atkinson to use a 30 -foot portion of City street right-of-way for a private driveway adjacent to 142

Commissioner Coleman offered motion, seconded by Commissioner Cole, that Section 1 of an
ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY TO McCRACKEN COUNTY THE SUM OF
$109000.00 AS THE CITY'S SHARE FOR CONTOURING AND REVEGETATING OLD LANDFILL SITE" be amended to read
as follows: "That the City Treasurer is authorized to pay to McCracken County the sum of $20,000.00
as the City's share for contouring and revegetating the old landfill site for erosion control." This
payment shall be contingent upon the City of Paducah and McCracken County reaching and implementing an
agreement respecting the operation of the landfill after January 23, 1988. Adopted on call of the

Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY TO
McCRACKEN COUNTY THE SUM OF $20,000.00 AS THE CITY'S SHARE FOR CONTOURING AND REVEGETATING OLD
LANDFILL SITE". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners
Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
Commissioner Ford offered motion, seconded by Commissioner Grumley, that the the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-49, 10-51, 10-56, 10-59
AND 10-61 'CIVIL SERVICE', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Increasing monthly salaries by amending Sections 10-49, 10-51,
10-56, 10-59 and 10-61 as follows:
Sec. 10-49: Auditor from $1,525 to $1,600; Sec. 10-51: Chief Engineering Technician from $1,985 to
2,204, Engineering Clerk -Draftsperson from $1,249 to $1,399 and additional monthly pay of acting
department head from $279 to $379; Sec. 10-56: Chief Operator from $1,977 to $2,068; Sec. 10-59:
Recreation Supervisor from $1,548 to $1,600; and Sec. 10-61: Planning & Zoning Administrator from
1$1,650 to $1,718. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and

Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF MUNICIPAL EQUIPMENT,
INC. IN THE AMOUNT OF $26,115.00 FOR SALE TO THE CITY OF ONE REAR END LOADER REFUSE BODY WITH TWO
RAULIC DUMP UNITS; ACCEPTING THE BID OF STRINGFELLOW, INC. IN THE AMOUNT OF $389796.00 FOR ONE
FRONT END LOADER REFUSE BODY; AND ACCEPTING THE BID OF PADUCAH FORD, INC. IN THE AMOUNT OF $879102.00
FOR TWO CABS AND CHASSIS, FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE
CONTRACTS FOR SAME". This ordinance is summarized as follows: Accepting the bid of Municipal
Equipment in the amount of $26,115.00 for sale to the City of one rear end loader refuse body with two
raulic dump units; accepting the bid of Stringfellow, Inc. in the amount of $38,796.00 for one
front end loader refuse body; and accepting the bid of Paducah Ford in the amount of $87,102.00 for
two cabs and chassis to be used by the Refuse Department, and authorizing the Mayor to execute

Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of
ommissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a), OF SECTION
-4791NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
rdinance is summarized as follows: Increasing monthly salaries as follows: Chief, Vehicle
aintenance from $2,121 to $2,329; Executive Secretary from $1,507 to $1,567; Secretary to the Mayor

Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT
WITH THE COMMONWEALTH OF KENTUCKY, DEPARTMENT OF HOUSING, BUILDINGS AND CONSTRUCTION". This ordinance
is summarized as follows: Authorizing the Mayor to execute a contract with the Commonwealth of
Kentucky, Department of Housing, Buildings and Construction. Adopted on call of the roll, yeas,

Mayor Viterisi offered motion, seconded by Commissioner Coleman, that that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BIDS OF VANGUARD
CONTRACTORS, INC. IN THE AMOUNTS OF $241,750.00 and $20,995.00, AND MIDSTATES CONSTRUCTION, INC. IN
THE AMOUNT OF $489338.00, FOR MISCELLANEOUS RENOVATIONS TO CITY HALL, AND AUTHORIZING THE MAYOR
TO EXECUTE CONTRACTS FOR SAME". This ordinance is summarized as follows: Accepting the bids
of Vanguard Contractors, Inc. in the amounts of $241,750.00 and $20,995.00, and Midstates
Construction, Inc. in the amount of $48,338.00, for miscellaneous renovations to City Hall, and
authorizing the Mayor to execute contracts for same. Adopted on call of the roll, yeas,
Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of
Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47.5, 'NONCIVIL SERVICE
GENERALLY', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Increasing the maximum monthly salary of Emergency Communications Supervisor from $2,000
to $2,300. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor
Viterisi (5).
