Code Board of Appeals Reappoint: Curt Flannery Bill Hudson Bob Gresham Donnie McKinney Bill Marcum At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:30 p.m, on November 10, 1987, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the reading of the minutes for October 27, 1987, be waived and that the minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners, Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the following terms of members of the Electrical Contractor & Electricians' Examining Board expired as follows: George Lankton, Don Fuller and Ray Ruley - August 31, 1986; Erle Tremper, James Lockett, James Leneave and Myron Collier - August 31, 1987; I hereby, subject to the approval of the Board of Commissioners, reappoint these members to additional terms of two years, which terms will expire as follows: George Lankton, Don Fuller and Ray Ruley - August 31, 1988; Erle Tremper, James Lockett, James Leneave and Myron Collier - August 31, 1989." Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing George Lankton, Don Fuller, Ray Ruley, Erle Tremper, James Lockett, James Leneave and Myron Collier as members of the Electrical Contractor & Electricians' Examining Board. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the term of Melvin W. Taylor as a member of the Civil Service Commission will expire on December 9, 1987, I hereby, subject to the approval of the Board of Commissioners, reappoint Mr. Taylor to an additional term of three years, which term will expire December 9, 1990." Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing Melvin W. Taylor as a member of the Civil Service Commission. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the term of Dr. Wally 0. Montgomery as a member of the Urban Renewal & Community Development Agency expired on February 23, 1987, I hereby, subject to the approval of the Board of Commissioners, appoint Wesley McBride as a member of said board for a term of four years, which term will expire February 23, 1991." Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners approve the action of Mayor Viterisi in appointing Wesley McBride as a member of the Urban Renewal & Community Development Agency. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the following terms of members of the Building Code of Appeals expired as follows: Curt Flannery, Bill Hudson and Bob Gresham - Sept. 14, 1986; Donnie McKinney and Bill Marcum - Sept. 14, 1987; Proceedings of Board of Commissioners No. City of Paducah 83 November 10, 1987 I hereby, subject to the approval of the Board of Commissioners, reappoint these members to additional terms of three years, which terms will expire as f_allows: Curt Flannery, Bill Hudson and Bob Gresham - Sept. 14, 1989; Donnie McKinney and Bill Marcum - Sept. 14,.1990." Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing Curt Flannery, Bill Hudson, Bob Gresham, Donnie McKinney and Bill Marcum as members of the Building Code of Appeals. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint Fred Kettler as a member of the Paducah Golf Commission, which term will expire March 26, 1989." Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the action of Mayor Viterisi in appointing Fred Kettler as a member of the Paducah Golf Commission. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the term of Clifford A. Brumley as a member of the Municipal Housing Commission expired July 22, 1987, I hereby, subject to the approval of the Board of Commissioners, reappoint Mr. Brumley to an additional term of four years, which term will expire July 22, 1991." Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing Clifford A. Brumley as a member of the Municipal Housing Commission. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the following terms of members of the Paducah Cable Communications Authority expired as follows: Hardy Roberts, Jr. - October 15, 1986; George Sirk, Sr. and Melvin Taylor - October 15, 1987; I hereby, subject to the approval of the Board of Commissioners, reappoint these members to additional terms of four years, which terms will expire as follows: Hardy Roberts, Jr. - October 15, 1990; George Sirk, Sr. and Melvin Taylor - October 15, 1991." Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing Hardy Roberts, Jr., George Sirk, Sr. and Melvin Taylor as members of the Paducah Cable Communications Authority. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi made the following appointment: "WHEREAS, the term of Jack Tick as a member of the Forest Hills Public Project Corporation will expire November 22, 1987, I hereby, subject to the approval of the Board of Commissioners, reappoint Mr. Tick to an additional term of four years, which term will expire November 22, 1991." Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the action of Mayor Viterisi in reappointing Jack Tick as a member of the Forest Hills Public Project Corporation. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Appoint Fred Kettler to Paducah Golf Commission Reappoint Clifford A. Personnel Changes Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the sale of the following cemetery lot,(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): 1. Richie B Grace, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 214 W, in the amount of $150.00 (Receipt No. 49402) 2. Charlie Beasley, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 216 E, in the amount of $150.00 (Receipt No. 49405) 3. Ida M. Lewis, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 185 E, in the amount of $150.00 (Receipt No. 40409) 4. Commissioner Ford offered motion, seconded by Commissioner Grumley, that the following bids be received and filed: For Pickup Trucks for Parks & Cemetery Departments: 1. Paducah Ford, Inc. 2. Allan Rhodes, Inc. 3. Wilson Chevrolet, Inc. Adopted on call of the roll, yeas, Commissioners, Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the following documents be received and filed: 1. Certificate of Insurance - Noble Park Funland, Inc. 2. Resolution appointing Allen, Rundle & Golightly Auditor for Electric Plant Board Records 3. Executed Contract between City and Applied Products, Inc. - Mobile Toters for Refuse Dept. 4. City of Paducah Financial Report dated June 30, 1987 5. Appointive Employees' Pension Fund Financial Report dated June 30, 1987 Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF FIVE 1988 FOUR DOOR AUTOMOBILES TO BE USED BY THE POLICE DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that a Municipal Order entitled, "A MUNICIPAL ORDER APPROVING THE APPLICATION FOR STATE ASSISTANCE UNDER THE KENTUCKY EMERGENCY SHELTER GRANTS PROGRAM THROUGH DEPARTMENT OF LOCAL GOVERNMENT, COMMONWEALTH OF KENTUCKY, AND AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENTS", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE 1988 RUBBER TIRED TRACTOR TO BE USED BY THE PARKS AND RECREATION DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders the personnel changes on the attached list be approved: Proceedings of Board of Commissioners (SEE MUNICIPAL ORDER BOOK) M City of Paducah November 10, 1987 Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) of SECTION 25-1, 'NUMBER, RANK AND SALARIES OF MEMBERS OF THE POLICE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the number of Sergeants from 5 to 6. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. IN THE AMOUNT OF $29,996.00 FOR SALE TO THE CITY OF TWO NEW 1988 PICKUP TRUCKS TO BE USED BY THE PARKS DEPARTMENT, AND FOR ONE NEW 1988 PICKUP TRUCK TO BE USED BY THE CEMETERY DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE." This ordinance is summarized as follows: Accepting the bid of Allan Rhodes, Inc. in the amount of $29,996.00 for sale to the City of two 1988 pickup trucks to be used by the Parks Department, and for one 1988 pickup truck to be used by the Cemetery Department, and authorizing the Mayor to execute a contract for such purchase. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $139410.49 TO WYATT, TARRANT & COMBS FOR LEGAL SERVICES RENDERED TO THE CITY OF PADUCAH". This ordinance is summarized as follows: Authorizing the City Treasurer to pay Wyatt, Tarrant & Combs the sum of $13,410.49 for legal services in the case of -Paul Moore v. City of Paducah. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi,(5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that -the Board of ; Commissioners to into Executive Session for discussions which might lead to the appointment, disci- pline or dismissal of an individual employee, and to discuss proposed or pending litigation. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). At the conclusion of the Executive Session the Board reconvened in the Commission -Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
