HomeMy WebLinkAbout10/13/87Proceedings of Board of Commissioners No, City of Paducah October 13, 1987 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:30 p.m. on October 13, 1987, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the reading of the minutes for September 22 and 30, 1987, be waived and that the: minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners, Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): 1. Patricia Caldwell, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 222 W, in the amount of $150.00 (Receipt No. 45187) 2. Elvira E. Ross, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 191 E, in the amount of $150.00 (Receipt No. 45189) v 3. Virgie Coates, Rushing Addition to Oak Grove Cemetery, Section 6, Lot 222 E, in the amount of $150.00 (Receipt No. 45191) Adopted on call of the roll, yeas, Commissioners Cole, Coleman Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER AMENDING THE DESIGNATED AREA OF PADUCAH OF ECONOMIC DEPRESSION AND THE RECOGNITION OF AN EXPANDED NEED FOR ENTERPRISE ZONE AUTHORITY", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF TWO NEW 1988 PICKUP TRUCKS TO BE USED BY THE PARKS DEPARTMENT AND ONE NEW 1988 PICKUP TRUCK TO BE USED BY THE CEMETERY DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion seconded by Commissioner Grumley, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE FRONT END LOADER REFUSE BODY AND CHASSIS AND ONE REAR END LOADER REFUSE BODY AND CHASSIS WITH TWO HYDRAULIC DUMP UNITS, FOR USE BY THE REFUSE DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5)., Mayor Viterisi offered motion, seconded by Commissioner Coleman, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved. b. Mayor Viterisi offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR RIVERFRONT ENTERTAINMENT STAGE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR BACKSTOP AND FENCING FOR JUVENILE AND MIDGET FIELDS IN NOBLE PARK", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE APPROVING SHORT TERM ADVANCES TO PADUCAH-McCRACKEN COUNTY HOUSING RESOURCE BOARD INCORPORATED". This ordinance is summarized as follows: Authorizing the City Treasurer to lend Paducah -McCracken County Housing Resource Board Inc. a sum of money not to exceed $7,000, to be repaid in full to the City prior to June 30 of each year. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF HURST TOOLS, INC. IN THE AMOUNT OF $109065.00 FOR SALE TO THE CITY OF ONE NEW HYDRAULIC RESCUE TOOL SYSTEM FOR USE BY THE FIRE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE. This ordinance is summarized as follows: Accepting the Bid of Hurst Tools, Inc. in the amount of $10,065.00 for sale to the City of one new hydraulic tool system for use by the Fire Department, and authorizing the Mayor to execute a contract for same. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). No. 77 Proceedings of Board of Commissioners City of Paducah October 131, 1987 Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF APPLIED PRODUCTS, INC. IN THE AMOUNT OF $41.50 EACH FOR 360 ROLLOUT CONTAINERS, FOR SALE -T© -THE CITY FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows: Accepting the Bid of Applied Products, Inc. in the amount of $41.50 each for 360 rollout containers, and authorizing the Mayor to execute a contract for same. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE WAIVING THE CITY OF PADUCAH'S APPROVAL OF IMPROVEMENTS TO THE EXECUTIVE INN". This ordinance is summarized as follows: Waiving obligations of Smith Development, Inc. to submit plans to the City as required by Section 4, "Construction of Improvements", of a Lease Agreement entered into on August 1, 1980, between the City of Paducah and MRJ&B Corporation, which Lease has been assigned to Smith Development, Inc. Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF G & L PIPE ENGINEERING, INC. IN THE AMOUNT OF $739176.00 FOR FOREST HILLS SEWER LINE REHABILITATION, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the bid of G & L Pipe in the amount of $73,176.00 for Forest Hills sewer line rehabilitation, and authorizing the Mayor to execute a contract for same. Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO REIMBURSE HOME INSURANCE COMPANY THE AMOUNT OF $39750.00 FOR DEDUCTIBLE CLAIM OF DELLA MUNDY". This ordinance is summarized as follows: Authorizing the City Treasurer to reimburse Home Insurance Company the amount of $3,750.00 for a claim for personal injury paid to Della Mundy. Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR -'MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM JULY 19 1987, THROUGH JUNE 30, 19889 WITH,THE-PURPOSES OF SAID TAXES THEREUNDER DEFINED". Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF H.H. HOOPER MACHINERY COMPANY, INC. IN .THE AMOUNT OF $13,700 FOR ONE NEW RAMER KNUCKLEBOOM LOADER WITH CONTINUOUS ROTATING BUCKET, AND IN THE AMOUNT OF $69400 FOR ONE NEW HYDRAULIC DUMP TRAILER, FOR SALE TO THE CITY FOR USE BY THE STREET DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURPOSE". This ordinance is summarized as follows: Accepting the bid of H. H. Hooper Machinery, Inc. in the amount of $13,700 for one new Ramer knuckleboon loader with bucket, and in the amount of $6,400 for one new hydraulic dump trailer, for sale to the City for use by the Street Department, and authorizing the Mayor to execute a contract for same. Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of � Contract for Microfilming Engineering ,� Commissioners introduce an ordinance entitled, AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT Records in Lexington 11 WITH LEXINGTON RECORDS TO TRANSPORT AND MICROFILM CITY ENGINEERING RECORDS". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with Lexington Records to transport Engineering drawings to Lexington, Ky. for microfilming. Commissioner Grumley offered motion, seconded by Commissioner Ford, that the -Board of Sewer Main Repair at 28th & Burnett Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF $8,000 TO ASPHALT PAVING COMPANY FOR EMERGENCY REPAIRS TO SEWER MAIN AT 28TH AND BURNETT STREETS". This Proceedings of Board of Commissioners No. City of Paducah October 13, 1987 ordinance is summarized as follows: Authorizing the City Treasurer to pay the sum of $8,000 to Asphalt Paving Company for emergency repairs to sewer main at 28th and Burnett Streets. IN THE AMOUNT OF $17,624.00 FOR RE -ROOFING AT THE CITY'S WASTEWATER TREATMENT PLANT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the Bid of Hannin Roofing & Sheet Metal Co., Inc. in the amount of $17,624.00 for re -roofing at the City's Wastwater Treatment Plant, and authorizing the Mayor to execute a contract for same. Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY UARCO, INC. THE SUM OF $2,852.29 FOR CITY TAX BILLS". This ordinance is summarized as follows: Authorizing the City Treasurer to pay UARCO, Inc. the sum of $2,852.29 for its supply of six -ply city tax bills. Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF $39947.40 TO PADUCAH COMMUNITY COLLEGE FOR TUITION FOR JOB TRAINING PARTICIPANT ACT TRAINEES". This ordinance is summarized as follows: Authorizing the City Treasurer to pay the amount of $3,947.40 to Paducah Community College for tuition for Job Training Participant Act trainees. Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Adopted on call of the roll, yeas, Commissioners Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners to into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss proposed or pending litigation. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). At the conclusion of the Executive Session the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
