A MUNICIPAL ORDER DENYING THE GRIEVANCE OF PAUL MOORE, DATED
SEPTEMBER 17, 1980
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the Board of Commissioners having considered the
written grievance of Paul E. Moore, dated September 17, 1980 and the oral presentation
of Paul E. Moore to the Board of Commissioners on October 14, 1980, makes the
following findings:
(a) Paul E. Moore was hired as Chief Inspector for the City of Paducah
effective December 15, 1971.
(b) Certain verbal commitments were made to Paul E. Moore by the then
City Manager, Larry Thomas:
1. Paul E. Moore was permitted to drive a city vehicle to and
from work.
2. Paul E. Moore could use the city vehicle for business re-
lated uses, both within the City of Paducah and outside the
City of Paducah.
(c) The Board of Commissioners of the City of Paducah in 1971 did not take
formal action regarding the
use
of a city vehicle
by Paul
E.
Moore.
(d) Paul E. Moore did drive a
city
vehicle from City
Hall to
his
home
from 1971 through August 12, 1980.
(e) On August 13, 1980, Paul E. Moore received a memorandum from Carl
E.
Holder, Assistant
City
Manager, informing Mr. Moore that he was
not
to drive his city
car
home except on official city business.
(f) The action of the Board of Commissioners on July 29, 1980 was not
taken singularly against Paul E. Moore but a change of policy
adopted to regulate all city owned vehicles, with few enumerated
exceptions.
'SECT'ION 2. The Board of Commissioners concludes that limiting the use
of city
owned
vehicles by Paul E. Moore
is not disciplinary
and is
a
legitimate
control
of city
owned
motor vehicles which does
not entitle Paul E.
Moore
to
additional
com-
pensation.
SECTION "3. The grievance of Paul E. Moore, dated September 17, 1980, is
rejected.

SECTION 4. This Order shall be in full force and effect immediately upon
its adoption.
