HomeMy WebLinkAboutMO # 132203 MUNICIPAL ORDER NO. 132 A :MUNICIPAL ORDER DEFINING THE D0WNTOWN BUSINESS DISTRICT FOR ELIGIBILITY OF INDUSTRIAL REVENUE BONDS WHEREAS, Section 1, sub -section 14 of HB 493 (1982 Legislative Session) states that 1PAny activity including new construction designated for revitalization or redevelopment of downtown business district as designated by the issuer" are eligible for industrial revenue bond financing, and WHEREAS, it is the intent of the City of Paducah to define the downtown business district as permitted by -HB 493. NOW, THEREFORE, BE IT ORDERED BY THE CITY OF PADUCAH,_AS FOLLOWS: SECTION 1. The Board of Commissioners of the City of Paducah hereby defines the downtown business district for eligibility of industrial revenue bond financing to the following area, to -wit: Beginning at the intersection of the centerline of Washing- ton Street and the centerline of the City of Paducah flood - wall; thence in a westerly direction along the centerline of Washington Street to the centerline of 5th Street; thence in a northerly direction along the centerline of 5th Street to the centerline of Kentucky Ave.; thence in a westerly di- rection along the centerline of Kentucky Ave. to the center- line of 6th Street; thence in a southerly direction along the centerline -of 6th.Street to the centerline of Washington Street; thence in a westerly direction along the centerline of Washington Street to the centerline of a closed alley (bounded by 7th Street, 8th Street, Washington Street and Clark Street); thence in a southerly direction along the centerline of said closed alley to the centerline .of Clark Street; thence in a westerly direction along the of of Clark Street to the centerline of Walter Jetton Blvd.; thence in a southerly direction along the centerline of Walter Jetton Blvd. to the centerline of Adams Street; thence in a westerly direction along the centerline of Adams Street to the centerline of 11th Street; thence in a north- erly direction along the centerline of 11th Street projected across to the centerline of Kentucky Ave.; thence in a westerly direction along the centerline of Kentucky Ave. to the centerline of 16th Street; thence in a southerly di- rection along the centerline of 16th Street to the center- line of Goebel Ave.; thence in a southerly direction along the centerline of Goebel Ave. to the centerline of Baumer Ave.; thence in an easterly direction along the centerline of Baumer Ave. to the centerline of Guthrie Ave.; thence in a westerly direction along the centerline of Guthrie Ave. to the centerline of Old Mayfield Road; thence in a northerly direction along the centerline of Old Mayfield Road to the centerline of Guthrie Ave.; thence in a westerly direction along the centerline of Guthrie Ave. to the centerline of Joe Bryan Drive; thence in a northerly direction along the centerline of Joe Bryan Drive to the centerline of a 16 foot alley; thence in a westerly direction along the centerline of said alley to the centerline of "B" Street; thence in a northerly direction along the centerline of "Bt4 Street to the centerline of 17th Street; thence in a westerly and northerly direction along the centerline of 17th Street and the centerline of 16th Street to the centerline of Short 16th Street; thence in a northerly direction along the centerline of Short 16th Street projected to the centerline of Washington Street; thence in a westerly direction along the centerline of Washington Street to the centerline of a 30 foot alley; thence in a northerly direction along said 30 foot alley to the centerline of a 16 foot utility easement (Old Clinton Road); thence in a southerly direction along said easement to the centerline of a 20 .foot alley; thence in a westerly direction along the centerline of said 20 foot alley to the centerline of 19th Street; thence in a north- erly direction along the centerline of 19th Street to the existing B3 zone boundary between Broadway and Jefferson; thence in an eatterly direction along the existing B3 zone 204 boundary to a point between 13th Street and 14th Street; thence in a northerly direction along the same B3 zone boundary line to the centerline of Madison Street; thence in an easterly direction along the centerline of Madison Street to the centerline of 13th Street; thence in a northerly direction along the centerline of 13th Street to the center- line of Clay Street (Riverfront Access Road); thence in a westerly direction along.the centerline of Clay Street to the centerline of 14th Street; thence in a northerly di- rection along the centerline of 14th Street to the center- line of Park Ave. (Riverfront Access Road); thence in an easterly direction along the centerline of Park Ave. to the existing B3 zone boundary; thence in a northerly, easterly and southerly.direction along the existing B3 zone bounda- ries, which includes portions of 13th Street and Burnett Street, to the centerline of Park Ave.; thence in an east- erly direction along the centerline of Park Ave. to the centerline of Harris Street; thence in an easterly direction along the centerline of Harris Street to the centerline of 8th Street; thence in a southerly direction along the centerline of 8th Street to the centerline of Campbell Street; thence in an easterly direction along the centerline of Campbell Street projected to the centerline of the City of Paducah floodwall; thence in a southerly direction along the centerline of the floodwall to the point of beginning. The intent of the above described area is to include exist- ing business zones as adopted by the City of Paducah in the downtown business.area. SECTION 2. This municipal order defines the area in which activity will be considered downtown business district but does not approve any specific project for financing under the industrial revenue bond program. SECTION 3. This order shall become effective.immediately upon passage as provided by law. JOHN K.
