HomeMy WebLinkAboutMO # 363568 MUNICIPAL ORDER NO. 363 A MUNICIPAL ORDER DESIGNATING AN AREA OF PADUCAH AS AN AREA OF ECONOMIC DEPRESSION AND THE RECOGNITION OF TAE NEED FOR ESTABLISHING AN ENTERPRISE ZONE WHEREAS, it is general knowledge that not all areas of the City of Paducah share the same advantages of economic growth and prosperity; and WHEREAS, areas of economic retardation inherently exhibit high unemployment rates, declining tax rates and trends toward abandonment; and WHEREAS, such conditions typically are ubiquitous with the older sections of the community; and WHEREAS, Paducah's inner city contains many blocks that have high vacancy rates, blighting, and are in a general state of decline; and WHEREAS, Paducah's inner city is a continuous area and is an area of pervasive poverty, unemployment, and economic distress in that: A. The average rate of unemployment in the designated area for the most recent 18 -month period for which data is available was at least llz times the average national rate of unemployment for said 18 -month period; and B. At least 70% of the residents living in this area have incomes below 80% of the median,income of the residents of the City of Paducah. WHEREAS, it is necessary and in the public interest that the Paducah City Commission formally recognize such areas within its jurisdiction that are economically suppressed. BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY, AS FOLLOWS: SECTION 1. That the following described area is hereby designated to be an economically depressed area: Beginning at a point at Terrell Street and the Ohio River; thence in an easterly direction along the Ohio and Tennessee Rivers to a point on the centerline of the right-of-way of Tully Street; thence in a southerly direction along Tully Street to the earth levee floodwall; thence in an easterly direction along the earth levee to the Illinois Central and Gulf Railroad; thence in a northwesterly direction along the railroad to a point on Island Creek; thence in a southerly and westerly direction with the Paducah Corporate Limits to the Illinois Central and Gulf Railroad; thence in a northerly direction along the railroad to a point of intersection with the right-of-way of Division Street; thence westerly along Division Street to the Old Mayfield Road; thence northward to the intersection of Guthrie Avenue; thence in a westerly direction along Guthrie Avenue to the intersection of 19th Street; thence with 19th Street to Kentucky Avenue; thenca in a northeasterly direction along Kentucky Avenue to 13th Street; thence northwest to Broadway; thence southwest along Broadway to 14th Street; thence along 14th Street to Park Avenue; thence in a northeasterly direction along Park Avenue to 10th Street; thence is a westerly direction along 10th Street to Northview Street; thence in a northerly direction to Terrell Street and the point of beginning. SECTION 2. The Community Development Director of the City of Paducah, the Mayor of the City of Paducah, and all other officials of the City of Paducah are hereby authorized and directed to execute any and all papers necessary to file an application to the Enterprise Zone Authority of Kentucky to have said areas declared to be an Enterprise Zone and receive the benefits of such designations as set forth in KRS 154.650 through 154.705. SECTION 3. This order shall be effective upon adoption as according to law.
