MUNICIPAL ORDER NO. 410
A MUNICIPAL ORDER AMENDING THE DESIGNATED AREA OF PADUCAH OF
ECONOMIC DEPRESSION AND THE RECOGNITION OF AN EXPANDED NEED FOR
ENTERPRISE ZONE AUTHORITY
WHEREAS, it is general knowledge that not all areas of the
City of Paducah share the same advantages of economic growth and
prosperity; and
WHEREAS, areas of economic retardation inherently exhibit
high unemployment rates, declining tax rates, and trends toward
abandonment; and
WHEREAS, Paducah's inner city is a contiguous area and is an
area of pervasive poverty, unemployment, and economic distress in that:
A. The average rate of unemployment in the designated area
for the most recent 18 -month period for which data is
available was at least 12 times .the average national
rate of unemployment for said 18 -month -period; and
B. At least 70% of the residents living in this area have
incomes below 80% of the median income of:the residents
of the City of Paducah.
WHEREAS, such findings resulted in the establishment of an
Enterprise Zone in Paducah on November 14, 1986; and
WHEREAS, it is necessary and in the public interest that the
Paducah City Commission amend its initial action and increase the
formerly designated area of impact.
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the following described area is hereby
designated to be an economically depressed area:
Beginning at a point at North Ellis Street extended and the
thread of the Ohio River, that same point being the northwest
corner of the Paducah City boundary; thence in an easterly
direction along the thread of the Ohio and Tennessee Rivers
to a point on the centerline of the extension of the
right-of-way of Tully Street; thence in a southerly direction
along Tully Street to the earthen levee floodwall; thence in
an easterly direction along the earthen levee to the Paducah
and Louisville Railway; thence in a northwesterly direction
along the railway to a point on Island Creek; thence in a
southerly and westerly direction with the Paducah Corporate
Limits to the Paducah and Louisville Railway; thence in a
northerly direction along the railroad to a point of
intersection with the right-of-way of Division Street; thence
westerly along Division Street to the Old Mayfield Road;
thence northward to the intersection of Guthrie Avenue;
thence in a westerly direction along Guthrie Avenue to the
intersection of 19th Street; thence with 19th Street to
Kentucky Avenue; thence in a northeasterly direction along
Kentucky Avenue to 13th Street; thence northwest to Broadway;
thence southwest along Broadway to 14th Street; thence
northwest along .14th Street to Park Avenue; thence in a
northeasterly direction along Park Avenue to 10th Street;
thence in a westerly direction along 10th Street to the point
of juncture with the earthen levee floodwall, that same point
being the west limit of the City of Paducah; thence in a
northerly and easterly direction along the boundary of the
City of Paducah to the point of .beginning.
SECTION 2. The Community Development Director of the City of
Paducah, the Mayor of the City of Paducah, and all other officials of
the City of Paducah are hereby authorized and directed to execute any

and all papers necessary to file an amended application to the
Enterprise Zone Authority of Kentucky to have said area declared to be
an Enterprise Zone and receive the benefits of such designations as set
forth in KRS 154.650 through 154.705.
SECTION 3. This Order shall be effective upon adoption as
according to law.
