A MUNICIPAL ORDER AUTHORIZING PARTICIPATION IN THE
MANAGED CARE ORGANIZATION OF THE KENTUCKY LEAGUE OF CITIES
WORKERS' COMPENSATION TRUST
WHEREAS, the Kentucky League of Cities Workers' Compensation Trust
^I established Jul 1 1998 for the purpose of providing required workers'
(KLC Trust) was y pure p g q
compensation coverage to cities, their agencies, and other related entities throughout the
Commonwealth; and
WHEREAS, the primary objectives of the KLC Trust are to formulate,
develop and administer on behalf of the participating members a workers' compensation
program that will prevent injury and death as well as manage costs more effectively when
injuries do occur; and
WHEREAS, the Kentucky General Assembly enacted legislation to permit
employers to adopt a managed care organization to control rising medical costs and
improve the quality of medical service provided injured workers; and
WHEREAS, the KLC Trust has elected Bluegrass Occupational Health
Network (BORN) as its managed care organization to provide managed care services to
members of the KLC Trust which voluntarily elect to receive such services; and
WHEREAS, the KLC Trust recommends that each participating member
voluntarily elect to participate in the KLC Trusts selected managed care organization for
the reasons stated above; and
WHEREAS, each participating member acting to accept the KLC Trust
recommendation to participate in the KLC Trust's managed care program will quality for
an additional five percent (5%) premium discount on the cost of their workers'
compensation coverage for the policy period of July 1, 1998, through June 30, 1999; and
WHEREAS, the City of Paducah is currently a participating member of the
KLC Trust and that by voluntarily electing to participate in its managed care program will
receive an additional five percent (5%) premium discount, plus the additional services and
benefits provided thereunder.
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City of Paducah agrees to voluntarily participate and
cooperate in the managed care program of the KLC Trust that is to be provided by the
Bluegrass Occupational Health Network (BOHN) under contract to the KLC Trust.
SECTION 2. The City of Paducah agrees to voluntarily participate in this
managed care program of the KLC Trust for the period effective July 1, 1998, through
June 30, 1999, and thereafter unless cancelled by action of the City.

SECTION 3. The City of Paducah will not incur additional cost relative to
its participation in the managed care program of the KLC Trust, but will receive an
additional five percent (5%) premium discount on the cost of its workers' compensation
for the period of July 1, 1998, through June 30, 1999.
