AN ORDINANCE ACCEPTING THE BID OF RAY BLACK & SON, INC.,
FOR THE PHASE II RENOVATION PROJECT AT THE JULIAN CARROLL CONVENTION
CENTER, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah accepts the bid of Ray Black & Son, Inc.,
in an amount not to exceed $4,292,000, for the Phase II Renovation Project at the Julian Carroll
Convention Center, said bid being in substantial compliance with the bid specifications, and as
contained in the bid of Ray Black & Son, Inc., dated January 6, 2009.
SECTION 2. That the Mayor be authorized to execute a contract with Ray Black
& Son, Inc., for the Phase H Renovation Project at the Julian Carroll Convention Center,
authorized in Section 1 above, according to the specifications, bid proposal and all contract
documents heretofore approved and incorporated in the bid.
SECTION 3. Expenditures for this project will be processed through the
McCracken County Fiscal Court per the Interlocal Agreement adopted by City Ordinance No.
and County Ordinance No.
SECTION 4. Pursuant to KRS 83A.060, the City Commission suspends the
requirement of a second reading and publication of this Ordinance. As grounds therefore, the
City Commission does hereby declare an emergency to exist due to the necessity to proceed with
Phase 11 Renovations to the convention center to be completed for use in the 2009 visitor season.
SECTION 5. This Ordinance shall become effective upon the first reading of this
Ordinance.
