A MUNICIPAL ORDER TO CREATE NOBLE PARK
BASEBALL/SOFTBALL STEERING COMMITTEE, APPOINT MEMBERS, AND
GIVE THE COMMITTEE A CHARGE FOR ACTION
WHEREAS, over the last several years the use of the baseball fields at Noble
Park has declined as the structure of recreational baseball leagues in our community has
changed; and
WHEREAS, the Paducah City Commission desires to encourage as many young
people as possible to participate in recreational baseball and softball programs and further desires
that all citizens of the community make the fullest possible use of the taxpayers' investment in
ball fields and other recreational facilities; and
WHEREAS, the Paducah City Commission is proud of long tradition of volunteer
supported youth baseball programs at Noble Park and desires to recognize the committed
volunteers who have maintained the fields and run the programs in the past and to encourage
similar volunteer support in the future; and

SECTION 1. The Noble Park Baseball/Softball Steering Committee is hereby

SECTION 3. The Committee is charged with the following responsibilities:
• Re-establish a baseball/softball program at Noble Park.
• Build recreational baseball/softball participation including participation by
low income and minority young people.
• Establish the eligibility of the teams participating in the baseball/softball
/ program at Noble Park to participate as a league in the West Kentucky
Baseball Association.
• Allocate the use of Noble Park fields between West Kentucky Baseball
Association Programs and other users.
• Build a base of volunteers and take back over maintenance responsibility
for the Noble Park baseball fields.

• Contract with the City to define the responsibility of the Committee versus
responsibility of the City.
• Arbitrate field use and other issues between recreational baseball and
traveling baseball team interests.
If possible, receive and use in the baseball program the funds and
equipment owned by the Khoury League Organization.
SECTION 4. The Paducah City Manager and Staff are instructed to support theT'
Noble Park Baseball/Softball Steering Committee and to help it carry out the above charge.
SECTION 5. No later than six months before the expiration of their two year
terms, the Committee will report back to the City Commission on its accomplishments and will
recommend to the Commission how the City Board or Boards for the management of a
recreational baseball league and the oversight of the Noble Park baseball fields should be
structured in the future.
SECTION 6. This order shall be in full force in effect from and after the date of
its option.
