A MUNICIPAL ORDER DIRECTING THE CITY MANAGER AND FIRE CHIEF
TO IMPLEMENT RECOMMENDATIONS OF THE FIRE TASK FORCE
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City Manager and Fire Chief of the City of Paducah are hereby
directed by the Board of Commissioners to suspend the employment of fire Department fire
suppression employees until suppression staff manning level reaches 62 through retirement or
resignation.
SECTION 2. The Board of Commissioners hereby directs the City Manager and Fire
Chief to implement the following:
• Prepare Municipal Orders to remove positions from Table 2,
Classifications/Pay Schedule for Civil Service, Non -civil Service, Police and
Fire and Table 3—Grade, Classification and Salary Range for City of
Paducah Employees, as vacancies occur.
• Operate Fire Department with Minimum Manning of 17, calling in off-duty
staff only when fewer than 17 firefighters report for duty.
• Prepare monthly reports as outlined in Fire Task Force Report
• Implement a program using the City's new ordinance to reduce false alarm
calls.
• Prepare plan detailing, How City should best deploy its fire manpower and
trucks and utilize its fire stations as Fire Suppression Staff is reduced by
attrition to 62. (Have draft of Plan ready for Commission Review in 60
days.)
• Prepare a Supplemental Manpower Plan as described in the Fire Task Force
Report (Have draft of plan ready for Commission Review in 90 days).
• Prepare a Capital Plan for renovation and/or relocation of fire stations. (Have
draft plan ready for Commission review in 120 days.)
• In conjunction with 911 and Mercy Medical, consolidate emergency medical
services dispatching with all other emergency services dispatching at 911.
• Recommend steps Fire Department should take to strengthen its Fire
Prevention program.
SECTION 2. This Municipal Order shall be effective from and after the date of its
adoption.
