A MUNICIPAL ORDER DIRECTING THE CITY MANAGER AND STAFF
TO INCLUDE THE STATE INCENTIVE PAY IN THE BASE HOURLY RATE OF
PADUCAH FIREFIGHTERS FOR THE PURPOSE OF CALCULATING SCHEDULED
OVERTIME PAYMENT AND BY DOING SO TO GENERATE FOR EACH PADUCAH
FIREFIGHTER A $1,860 PER YEAR PAY INCREASE EFFECTIVE WITH THE
DECEMBER 29, 2006 PAYDAY
WHEREAS, the Paducah City Commission desires to grant to the city firefighters
a pay increase comparable to the increase granted other city employees; and
WHEREAS, the Kentucky provides $3,100 per year per firefighter state incentive
pay to firefighters who complete on -duty training; and
WHEREAS, the question of whether this $3,100 should be counted as part of a
firefighter's base hourly pay rate for the purpose of calculating scheduled overtime is currently
being litigated; and
WHEREAS, using 2,080 hours per year as a divisor so that $3,100 _ 2,080 =
$1.49 to calculate the amount to add to each firefighter's base rate for the purpose of overtime
calculation produces the largest amount of increased overtime pay that any court decision might
call for; and
WHEREAS, using this $1.49 per hour factor in overtime calculation will increase
the annual pay of each firefighter by $1,860 per year; and
WHEREAS, an increase of $1,860 per year is the equivalent to a 4.1% to 5.2%
increase in the annual pay of each Paducah firefighter;
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The City Manager and staff are hereby directed by the Board of
Commissioners to include the State incentive pay in the base hourly rate of Paducah firefighters
for the purpose of calculating scheduled overtime payment and by doing so to generate for each
Paducah firefighter a $1,860 per year pay increase effective with the December 29, 2006 payday.
SECTION 2. This expenditure will be funded through un -appropriated reserves.
SECTION 3. This Municipal Order shall be effective from and after the date of
its adoption.
