A7_. a Called Meeting of the Board. of Commissioners held in the Commission
Chambers at City Hall at 7:00 p.m., Tuesday, August 1, 1989, Mayor Montgomery
presided, and upon call of the roll, the following answered to their names: Com-
missioners Grumley, Keeling, Leeper, and Mayor Montgomery (4). Commissioner Coleman
was absent (1).
Commissioner Grumley offered motion, seconded by Commissioner Leeper, that
the executed copies of the Notice of Called Meeting to be held at 7:00 p.m.,
Tuesday, August 1, 1989, be received and filed. Adopted on call of the roll, yeas
Commissioners Grumley, Keeling, Leeper and Mayor Montgomery (4).
Fred Paxton and a group of board members from GPEDC gave a presentation
and discussed the activities of the agency during the past year and explained their
plans for the future. In addition, the group made a request for a $50,000
contribution from the City in support of their work for the each of the next two
years.
Encroachment requests were heard from Wagner Moving & Storage, Inc. and
Jack Whaley. Mick Straub, representing Clayton Wagner of Wagner Moving & Storage,
Inc., made a brief presentation to the Board asking that the Board grant an
encroacriment request to Wagner Moving & Storage for the use of an alley between
Olive Street and Ellis Street, beside his property. Fie stated the primary use of
the alley would be for an underground drainage line to carry water from the roof of
the new building that is going to be constructed just north of the alley. Mr.
Worley presented a staff .report which explained the history of the encroachment
request and the fact that Wagner Moving & Storage will probably in the future be
asking for an encroachment on Fern Street. Mr. Worley explained that the staff
recommended that both encroachments be denied, but it would support the closing of
the alley and Fern Street. Fie stated the staff's main concern was the preservation
of the residential neighborhood north of Tenth Street. Clayton Wagner of Wagner
Moving & Storage at the meeting decided to withdraw the encroachment request, which
was done.
Commissioner Grumley offered motion, seconded by Commissioner Leeper, that
the Hoard of Coimnissioners add to the agenda a request from PCC for $25,000 to
support the Allied Health Building. Adopted on call of the roll, yeas,
Commissioners Grumley, Keeling, Leeper and Mayor Montgomery (4).

Commissioner Keeling offered motion, seconded by Commissioner Leeper,/the
Board approve payment of $25,000 to support the Allied Health Building. Adopted on
call of the roll, yeas, Commissioners Grumley, Keeling, Leeper and Mayor Montgomery
Commissioner Deeper offered motion, seconded by Commissioner Keeling, that
the Board of Commissioners go into Executive Session for discussions which might
lead to the appointment, discipline or dismissal of an individual employee, and to
discuss labor negotiations. Adopted on call of the roll, yeas, Commissioners
Grumley, Keeling, Leeper and Mayor Montgomery (4).
