City of Paducah July 25, 1989
a TRegular 'Meet.i.ng of the Board of Commissioners held in the
Commission Chambers, City Miall, Paducah, Kentucky, at 6:30 p.m. on July 25,
1989, Mayor Montgomery presided and upon call of the roll, the following
answered to their names: Commissioners Coleman, Grumley, Keeling, Leeper and
Mayor Montgomery (5).
Wayne Munier, Director of Paducah --McCracken Riverport Authority,
requested the city of Paducah to waive building and electrical permit fees for
the construction of a spec building in the Coleman Road Industrial Park. Mayor
Montgomery -told Mr. Munier this matter would be taken care of.
Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that the reading of the minutes for July 11, 18 & 24, 1989, be waived and that
the Minutes of said meetings prepared by the City Clerk be approved as written.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling,
Leeper and Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner Coleman,
that the following documents be received and filed:
1. Certificate of Insurance - Southern States Asphalt
42. Executed Contract between City & National Utility Products
Co. - manhole rings
3. Executed Agreement between City & Paducah Riverfest, Inc.
Fourth of July Celebration
4. Bill of Sale from City of Paducah to McCracken County for
Landfill equipment
5. Bill of Sale from City of Paducah to Paducah Airport
Corporation -- 1953 American LaFrance Fire Truck, Serial No.
BM7120471
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling,
Leeper and Mayor Montgomery (5).
Commissioner Keeling offered motion, seconded by Commissioner Leeper,
that upon the recommendation of the City Manager, the Board of Commissioners of
the City of Paducah orders that the personnel changes on the attached list be
approved.

Commissioner Leeper offered motion, seconded by Commissioner Keeling,
ghat the Board. of Commissioners introduce and adapt an ordinance entitled, "AN
ORDINANCE AMENDING ORDINANCE NO. 89-5-4234, ACCEPTING THE BID OF STATEWIDE
CON'T'AINER FOR THE PURCHASE OF S`1'A14DARD FRONT END LOADING REFUSE CONTAINERS, FOR
SALE TO THE CITY FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows:
Amending Ordinance 89.5-3234 to include the purchase of 2 -yard front loading
refuse containers in the amount of $285 each. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE APPROVING THE CLOSING OF AN ALLEY WEST OF SOUTH 16TH STREET AND NORTH
OF 'A' STREET". This ordinance is summarized as follows: authorizing the
Corporation Counsel to institute and prosecute an action in McCracken Circuit
Court for a judgment closing an alley located west of South 16th Street and
north of "All Street.
Commissioner Grumley offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $4f803.00 TO ASPHALT PAVING
INC. FOR MISCELLANEOUS SEWER CONSTRUCTION AND DRAINAGE PROJECTS". This
ordinance was read in full.
Commissioner Keeling offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $3,511.02 TO THE POOL SHOP.,
LTD. FOR GRATES FOR NOBLE PARK SWIMMING POOL". This ordinance was read in full.
Commissioner Leeper offered motion., seconded by Commissioner Keeling,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SECTIONS 10-53, 10-59 AND 10-61, CIVIL SERVICE, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Abolishing the positions of Landfill Foreman and Equipment Operator
"A", increasing the number of Foreman to two, and increasing the number of
Collectors to 19 in the Refuse Dept.; establishing one position for Clerk -typist
in the Parks Dept.; and moving the position of Planning & Zoning Administrator
from the Inspection Dept. to the Planning & Community Development Department.
Commissioner Coleman offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SUBSECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY' OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH,, KENTUCKY". This ordinance is
summarized as follows: Creating one position of Director of Planning &
Community Development.
Commissioner Grumley offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled,, "AN ORDINANCE
AMENDING ORDINANCE NO. 88-6-4087 ENTITLED, 'AN ORDINANCE ADOPTING THE CITY OF
PADUCAH, KENTUCKY ANNUAL BUDGET FOR THE FISCAL YEAR JULY 11 1988, THROUGH JUNE
30, 1989, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE
OPERATION OF CITY GOVERNMENT'". This ordinance is summarized as follows:
Amending the 1988-89 budget totals as follows: General Fund $15,976.292 and
Total Budget -- $16,294.374; Estimated Fund Balance, 6-30-89 $2,392,413, MAP
fund - $419,454, and Total Budget - $2,811,876; Paducah -McCracken County
Emergency Communication Services total budget: $485,646.
Commissioner Keeling offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners adopt an ordinance entitled,, "AN ORDINANCE

AMENDING SECTIONS 12-44 AND 12--48 OF CHAP`T`ER. 12, FIRE PREVENTION AND
PROTEC'T'ION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This
ordinance is summarized as follows: Amending guidelines for
applicant -candidate probationary training period in the Tire Department.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling,
Leeper and Mayor Montgomery (5).
Cornmissioner Leeper offered motion, seconded by Cormnissioner Keeling,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AMENDING CONTRACT BETWEEN THE CITY OF PADUCAH AND SWIFT & STALEY MECHANICAL
CONTRACTORS FOR CITY HALL HVAC SYSTEM". This ordinance .is summarized as
follows: Amending the contract with Swift & Staley Mechanical Contractors for
City Hall HVAC System from $418,730.00 to $422,104.00. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery
(5).
Conwissioner Coleman offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners to into Executive Session for discussions which
might lead to the appointment, discipline or dismissal of an individual
employee, and to discuss litigation. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened in
open session, whereupon the Mayor announced there was no further business.
Upon motion the meeting adjourned.
