At a Regular Meeting of the Board of Commissioners held in the
Cortunission Chambers, City Hall, Paducah, Kentucky, at 6:30 p.m. on June 27,
1989, Mayor Montgomery presided and upon call of the roll, the following
answered to their names: Commissioners Coleman, Grumley, Leeper and Mayor
Montgomery (4).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the minutes for June 13 and 22, 1989, be waived
and that the Minutes of said meetings prepared by the City Clerk be approved as
written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper and Mayor Montgomery (4).
Commissioner Grwnley offered motion, seconded by Commissioner
Coleman, that exonerations prepared and delivered by the City 'treasurer
(covering) period July 1, 1988 -L June 30, 1989, numbered 25207-25242 (City and
2538-3636 (County) be received and filed and that the amounts of same totaling
$149,346.65 be exonerated can tax bills shown and designated by said exonera-
tion. I further move that all tax bills for fiscal year 1980/81, being un-
collectible through the Statute of Limitations as set forth in KRS Chapter 134,
the amounts of same totaling $54,457.51, be exonerated and removed from the tax
rolls. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the following petitions be received and filed:
1. Petition of Downtown Merchants of Paducah requesting more
customer parking;
2. Petition of Downtown shoppers requesting improved customer
parking.

Mayor Montgomery (4).

Grumley, that upon the recommendation of the City Manager, the Board of
Commissioners of the City of Paducah orders that the personnel changes on the
attached list be approved.

Commissioner Coleman offered motion, seconded by Commissioner

Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER APPROVING THE
APPLICATION FOR STATE ASSISTANCE UNDER THE KENTUCKY COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM, TO THE DEPARTMENT OF FOCAL GOVERNMENT, OFFICE OF COMMUNITY
PROGRAMS, COMMONWEALTH OF KENTUCKY, AND AUTHORIZING THE MAYOR TO EXECUTE SAID
DOCUMENTS"? be adopted.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and
Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that a Municipal Order entitled, "A MUNICIPAL ORDER CONFIRMING THAT THE CITY OF
PADUCAH WILL PERFORM DEMOLITION AND CODE ENFORCEMENT", be adopted. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and Mayor
Montgomery (4).
Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that a. Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER
TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE NEW 1989 FRONT LOADING PACKING
BODY WITH CAB AND CHASSIS TO BE USED BY THE REFUSE DEPARTMENT, AND PRESCRIBING
THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and Mayor
Montgomery (4).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that that the Board of Commissioners .introduce and adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY ASPHALT PAVING,
INC. THE AMOUNT OF $7,708.25 FOR EMERGENCY SEWER REPAIRS". This ordinance was
read in full. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper and Mayor Montgomery (4).

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce and adopt an ordinance
entitled,, "All ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY WHAYNE SUPPLY
COMPANY AN AMOUNT NOT TO EXCEED $5,,800.00 FOR ENGINE REPAIRS TO END LOADER FOR
THE REFUSE DEPARTMENT". This ordinance was read in full. Adopted on call of
the roll, yeas, Commissioners Coleman, Griunley, Leeper and Mayor Montgomery
(4).
Mayor Montgomery offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce and adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY RUDD EQUIPMENT COMPANY AN
AMOUNT NOT TO EXCEED $6,500.00 FOR REPAIRS TO TEREX SCRAPER FOR LANDFILL".
This ordinance was read in full. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
Commissioner Leeper offered motion that the Board of Commissioners
introduce and adopt an ordinance entitled.. "AN ORDINANCE AUTHORIZING THE CITY
TREASURER TO PAY RADIO SHACK FRANCHISE THE SUM OF $3,267.70 FOR COMPUTER
EQUIPMENT FOR THE EMERGENCY COMMUNICATIONS DEPARTMENT". This ordinance died
for lack of a second.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt an ordinance
entitled,, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE
ORDER NO. 4 IN THE AMOUNT OF $16,265.90 WITH WESTEND GARDEN CENTER FOR LANDFILL
SEEDING". This ordinance is summarized as follows: Authorizing -the directing
the Mayor to execute Change Order No. 4 in the amount of $16,265.90 with
Westend Garden Center for landfill seeding. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN
THE A14OUNT OF $1,400 WITH WYATT CONSTRUCTION COMPANY FOR LANDFILL SCALE
SYSTEM". This ordinance is summarized as follows: Authorizing the Mayor to
execute Change Order No. 1 in the amount of $1,400 for additional guard posts
around landfill scale office trailer.
Mayor Montgomery offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners introduce an ordinance entitled,, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT
OF $9.,023.15 WITH JONES FENCE COMPANY FOR LANDFILL FENCE". This ordinance is
summarized as follows: Authorizing and directing the Mayor to execute Change
Order No. 1 in the amount of $9,013.15 with Jones Fence Company to reduce the
amount of the original contract for the landfill fence.
Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE CITY TREASURER TO PAY MORRISON CONTRACTORS THE SUM OF $1t905.00

FOR DIRT FOR THE PADUCAH-McCRACKEN COUNTY LANDFILL". This ordinance is
summarized as follows: Authorizing the City Treasurer to pay Morrison
Contractors the sum of $1,905.00 for dirt for the Paducah -McCracken County
Landf ill.
Coiranissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 10-56, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending Sec. 10-56., Wastewater 'Treatment Department, by increasing the number
of trainee operators from 3 to 6.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTIONS 10-49, 10-51t 10-52r 10-53y 10-54, 10-55F 10-56,
10-58, 10-59f 10-60, 10-61f 10-63 AND 10-65, 'CIVIL SERVICE' OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Amending the salaries of civil service employees of the City of
Paducah.
Mayor Montgomery offered motion., seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SUB -SECTION (A) OF SECTION 2-47, tNONCIVIL SERVICE GENERALLY' OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
swru-narized as follows: Amending the salaries of noncivil service employees of
the City of Paducah.
Conunissioner Leeper offered motion, seconded by Commissioner Coleman
that the Board of Commissioners introduce an ordinance entitled,. "AN ORDINANCE
AMENDING SECTION 2-47.5, INONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES
OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending the salaries of noncivil service employees of the Emergency Communica-
tions Department of the City of Paducah.
Commissioner Griunley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 2-52 'ALCOHOLIC BEVERAGE ADMINISTRATOR' OF THE CODE
OF ORDINANCES OF 'THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Amending the salary of the Alcoholic Beverage Administrator for
the City of Paducah.
Mayor Montgomery offered motion, seconded by Commissioner Leeper.,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SUBSECTION (A) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES OF
MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is suntmarized as follows: Amending
the salaries of supervisory personnel in the Fire Department.
Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners adopt an ordinance entitled,, "AN ORDINANCE

ACCEPTING THE BID OF NATIONAL U'T'ILITY PRODUCTS COMPANY FOR SALE TO THE CITY OF
1.00 ADJUS-TOa-GRADE CASTINGS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR SUCH PURCHASE". This ordinance is summarized as follows: Accepting the
bid of National Utility Products Company for sale to the city of 100
Adjus-to-Grade castings, and authorizing the Mayor to execute a
contract for ,such purchase. Adopted on call of the roll, yeas, Commissioners

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $21750.11 TO
PURCHASE PAPER, INC. FOR THE PURCHASE OF EMPLOYER'S QUARTERLY RETURNS TO BE
USED BY THE FINANCE DEPARTMENT". This ordinance is summarized as follows:
Authorizing the City Treasurer to pay the sum of $2,750.11 to Purchase Paper,
Inc. for the purchase of Employer's Quarterly Returns to be used by the Finance

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 10-58, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF
THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending Sec. 10--58, Police. Department, by creating the position of records
clerk at a beginning salary of $1,098 per month. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AMENDING SECTION 10-59, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CI'T'Y OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Sec.
10-59, Parks Department, by establishing the position of clerk --typist. Adopted
on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and. Mayor
Montgomery (4).
Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AMENDING SUBSECTION (a) OF SECTION 2--47, `NONCIVIL SERVICE GENERALLY' OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Amending Section 2-47(a), Noncivil Service Employees
Generally, to include Refuse Department Director at a salary of $2,000 per
month, deleting the position of Clerk -typist, Parks Department, increasing the
hourly wage of administrative intern to $6.50, and adding a 1 -year step
increase to Clerk -typist, General Government. Adopted on cal]_ of the roll,

& KEULER FOR LEGAL SERVICES RENDERED TO THE CITY OF PADUCAH". This ordinance
is summarized as follows: Authorizing the City Treasurer to pay the sum of
$1,025.65 to Denton & Keuler for legal services rendered in a suit filed by
AFSCME Local 1586. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper and Mayor Montgomery (4).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman,, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL
YEAR JULY 11 1989, THROUGH JUNE 30, 1990, BY ESTIMATING REVENUES AND RESOURCES
AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT". This ordinance
shall be effective upon publication in full. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners adopt an ordinance entitled,, "AN ORDINANCE
AUTHORIZING THE PURCHASE OF 500 ROLLOUT REFUSE CONTAINERS FROM TOTER
INCORPORATED IN THE AMOUNT OF $23,336.00 FOR USE BY THE REFUSE DEPARTMENT, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is
summarized as follows: Authorizing the purchase of 500 rollout refuse
containers from Toter, Inc. for use by the Refuse Department, and authorizing
the Mayor to execute a contract for same. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
Commissioner Leeper offered motion, seconded by Commissioner Coleman
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE CITY TREASURER TO PAY QUALITY ELECTRIC SERVICE, INC. THE SUM OF
$4,141.00 FOR REPAIRS TO NOBLE PARK SWIMMING POOL PUMP". This ordinance was
read in full. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper and Mayor Montgomery (4).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY ASPHALT PAVING, INC. THE SUM OF
$7,830.00 FOR CLEAN-UP WORK AT NOBLE PARK FUNLAND". This ordinance was read in
full. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper and Mayor Montgomery (4).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE CITY TREASURER TO ADVANCE THE SUM OF $4,861.51 TO R.
T. DITTMER FOR MOVING EXPENSES". This ordinance was read in full. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and Mayor
Montgomery (4).
Mayor Montgomery offered motion., seconded by Commissioner Coleman,
that the Board of Conunissioners to into Executive Session for discussions which
might lead to the appointment, discipline or dismissal of an individual

employee, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper and iMayor Montgomery (4).
At the conclusion of the Executive Session the Board reconvened in open session, where-
upon the ��layor called the meeting back to order.
Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Mayor
be authorized to negotiate and execute a contract with Paducah Riverfest on behalf of the City
of Paducah for a July 4 fireworks show and accompanying events. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
The Board then held a Workshop.
Upon motion the meeting adjourned.
