At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers, City Hall, Paducah, Kentucky, at 7:30 p.m. on April 24,
1990, Mayor Montgomery presided and upon call of the roll, the following
answered to their names: Commissioners Coleman, Grumley, "Leeper, Taylor and
Mayor Montgomery (5).
Rhonda James reported on PARD activities.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for April 10 and 17, 1990, be waived
and that the Minutes prepared by the City Clerk be approved as written.
Adopted on call of the roll, Commissioners Coleman, Grumley, Leeper, Taylor and
Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the following bids be received and filed:

Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that upon the recommendation of the City Manager, the Board of Commissioners of
the City of Paducah orders that the following personnel changes be approved:

Commissioner Coleman offered motion, seconded by Commissioner

MAYOR TO EXECUTE DOCUMEN'T'S NECESSARY TO SECURE A COMMUNITY DEVELOPMENT BLOCK
GRANT FOR THE WEST KENTUCKY EASTER SEAL RECYCLING PROJECT", be adopted.

Commissioner Grumley offered motion, seconded by Commissioner
Coleman,, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY TO COMMONWEALTH UNIFORMS THE
SUM OF $3r809.35 FOR THE PURCHASE OF SIX BALLISTIC JACKETS AND THE SUM OF
$4f809.00 FOR THE PURCHASE OF VEHICULAR LIGHT BARS AND SIRENS, FOR USE BY THE
POLICE DEPARTMENT". This ordinance is summarized as follows: Authorizing the
City Treasurer to pay to Commonwealth Uniforms the sum of $3,809.35 for the
purchase of six ballistic jackets and the sum of $4,809.00 for the purchase of
vehicular light bars and sirens for the Police Department. Adopted on call of
the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and Mayor
Montgomery (5).
Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF JAMES SANDERS NURSERY IN THE AMOUNT OF $42,650.00 FOR THE
PURCHASE OF ONE TRACTOR AND FOUR MOWERS, FOR SALE TO THE CITY FOR USE BY THE
PARKS AND WASTEWATER TREATMENT DEPARTMENTS, AND AUTHORIZING THE MAYOR TO
EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows:
Accepting the bid of James Sanders Nursery in the amount of $42,650 for the
purchase of one tractor and four mowers for the Parks and Wastewater Treatment
Departments.
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF PADUCAH FORD, INC. IN THE AMOUNT OF $25r000.00 FOR SALE TO
THE CITY OF TWO NEW 1990 FORD TAURUS L AUTOMOBILES, FOR USE BY THE INSPECTION
AND FIRE DEPARTMENTS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME". This ordinance is summarized as follows: Accepting the bid of Paducah
Ford, Inc. in the amount of $25,000 for the purchase of two new 1990 Ford
Taurus automobiles for use by the Inspection and Fire Departments,, and
authorizing the Mayor to execute a contract for same.
Commissioner Coleman offered motion, seconded by Commissioner
I Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTIONS 10-52, 10-53r 10-54r 10-55, 10--56r 10-59t 10-60 AND
10-61, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Amending AFSCME salaries
in Sections 10-52, 10-53, 10-54, 10-55, 10-56, 10-59, 10-60 AND 10-61,
of the Code of ordinances of the City of Paducah.
Cofranissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BID OF AGRI COM EXCAVATING, INC. IN THE AMOUNT OF
$15,934.98 FOR WINSLOW WAY EXTENSION IN THE PINES SUBDIVISION, AND AUTHORIZING
THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as

follows: Accepting the bid of Agri Com Excavating, Inc. in the amount of
$15,934.98 for extension of Winslow Way in the Pines Subdivision.
Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
APPROVING THE CLOSING OF A PORTION OF CHAMBLIN AVENUE LYING WEST OF IRVIN COBB
DRIVE". This ordinance is summarized as follows: authorizing the Corporation
Counsel to institute and prosecute an action in McCracken Circuit Court for a
judgment closing a portion of Chamblin Avenue lying west of Irvin Cobb Drive.

Taylor and Mayor Montgomery (5).
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BIDS OF PADUCAH FORD, INC. IN THE AMOUNT OF $88,620.00 FOR SIX
(6) NEW 1990 CABS AND CHASSIS, AND STEWART'S TRUCK EQUIPMENT IN THE AMOUNT OF
$24,468.00 FOR SIX (6) DUMP BODIES, FOR SALE TO THE CI'T'Y FOR USE BY VARIOUS
DEPARTMENTS, AND AUTHORIZING THE MAYOR TO EXECUTE CONTRACTS FOR SUCH PURCHASE".
This ordinance is summarized as follows: Accepting bids of Paducah Ford in the
amount of $88,620 for six 1990 cabs and chassis, and Stewart's Truck Equipment
in the amount of $24,468 for six dump bodies, and authorizing the Mayor to
execute a contract for same. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BID OF PADUCAH FORD, INC. IN THE AMOUNT OF $18,780.00
FOR ONE (1) NEW 1990 FOUR-WHEEL DRIVE FORD BRONCO, FOR SALE TO THE CITY FOR USE
BY THE FLOODWALL DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR SUCH PURCHASE". This ordinance is summarized as follows: Accepting the
bid of Paducah Ford in the amount of $18,780 for one new 1990 4 --wheel drive
Bronco for use by the Floodwall Department, and authorizing the Mayor to
execute a contract for same. Adopted on call of the roll, yeas, Commissioners

Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR INTERIM MANAGEMENT
BY AND BETWEEN PRIME MANAGERS, INC., A MASSACHUSETTS CORPORATION, AND THE CITY
OF PADUCAH, KENTUCKY." This ordinance was read in full. Adopted on call of
the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and Mayor
Montgomery (5).
Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AMENDING SECTION 32.82 OF CHAPTER 32, WATER AND SEWERS, OF THE CODE OF
ORDINANCES OF THE CI'T'Y OF PADUCAH, KENTUCKY". This ordinance was read in full.

Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners adopt an ordinance entitled. "AN ORDINANCE
ACCEPTING THE BID OF BLUEGRASS FIRE EQUIPMENT COMPANY, INC. IN THE AMOUNT OF
$5,211.00 FOR FOUR NEW SELF CONTAINED BREATHING APPARATUS SYSTEMS, FOR SALE TO
THE CITY FOR USE BY THE FIRE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows:
Accepting the bid of Bluegrass Fire Equipment Company in the amount of $5,211
for the purchase of four new self contained breathing apparatus systems for use
by the Fire Department, and authorizing the Mayor to execute a contract for
same. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper, Taylor and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BIDS OF PADUCAH FORD, INC. IN THE AMOUNT OF $14,770.00
FOR ONE NEW 1990 CAB AND CHASSIS, AND STEWART'S TRUCK EQUIPMENT IN THE AMOUNT
OF $3,758.00 FOR ONE KHAPHEIDE SERVICE BODY, FOR SALE TO THE CITY FOR USE BY
THE VEHICLE MAINTENANCE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows:
Accepting the bids of Paducah Ford in the amount of $14,770 for one new 1990
cab and chassis, and Stewart's Truck Equipment in the amount of $3,758 for one
service body to be used by the Vehicle Maintenance Department, and authorizing
the Mayor to execute contracts for same. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners go into Executive Session for
discussions which might lead to the appointment, discipline or dismissal of an
individual employee, and to discuss litigation. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board held a Workshop.
The Appeals of the Clemans-Nelson study were presented for
discussion. The appeals were from the following employees: Emma Whiteside,,
Gary VanderBoegh, Lenita Smith, Joe Wyatt, George Coleman, Ann Houston, and
Terry Joe Keeling. The Board asked the City Manager for his recomnendation.
The City Manager stated that he felt the Board should abide by the
recommendations of Clemans-Nelson. The process for determining the salaries
was so difficult and varied that only Clemans-Nelson will be able to fairly
establish them. The Board deliberated over this recommendation and reviewed
each appeal, discussing the merits of each. After considerable discussion, on
motion of Commissioner Leeper, seconded by Commissioner Grumley, the Board
voted to deny the appeals and accept the recommendation of Clemans-Nelson on a
vote of four yeas and an abstention by Commissioner Coleman.
