Promdings of Board of Conunissioners City of Paducah
At a regular Meeting of the Board of Commissioners held .in the
Commission Chambers, City Hall, Paducah, Kentucky, called at 5:30 p.m. on
December 26, 1989, Magor Montgomery presided and upon call of the roll, the
following answered to their names: Commissioners Coleman, Grumley, Keeling,
and Mayor Montgomery (4). Commissioner Leeper was absent (1).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the executed copies of the Notice of Time Change for Paducah City
Cortunission Meeting to be held at 5:30 p.m., Tuesday, December 26, 1989, be
received and filed. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Keeling and Mayor Montgomery (4).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners go into Executive Session for
discussions which might lead to the appointment, discipline or dismissal of an
individual employee. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Keeling and Mayor Montgomery (4).
At the conclusion of the Executive Session, the Board reconvened in
the Commission Chambers, whereupon the Mayor called the meeting back to order.
Commissioner Keeling offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for December 12, 1989, be waived and
that the Minutes of said meeting prepared by the City Clerk be approved as
written. Adopted on call of the roll, yeas, Commissioners Coleman, GrLunley,
Keeling, and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Grumley,
that upon the recommendation of the City Manager, the Board of Commissioners of
the City of Paducah orders that the personnel changes on the attached list be
approved.

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE. MAYOR TO EXECUTE A LETTER OF AGREEMENT
TO SEWER SERVICE, AGREEMENT BETWEEN THE CITY OF PADUCAH AND SANITA`.rION DISTRICT
NO. 2 OF McCKACKEN COUNTY". This ordinance is summarized as follows:
Authorizing the Mayor to execute an amendment to Sewer Service Agreement
between the City of Paducah and Sanitation District No. 2 of McCracken County.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling,
and Mayor Montgomery (4).
Commissioner Grumley offered motion, ,seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "All

ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
.follows: Amending Civil Service salaries for the City of Paducah.
Commissioner Keeling offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SUBSECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY'
OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Amending Noncivil Service salaries for the City of
Paducah.
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SECTION 2-47.5, 'NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES
OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows:
Amending Noncivil Service salaries for Emergency Communications Department
employees of the City of Paducah.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SUBSECTION (a) OF SECTION 25-1, 'NUMBER, RANK AND SALARIES
OF MEMBERS OF THE POLICE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending
salaries of members of the Police Department.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SUBSECTION (a) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES
OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending
salaries of members of the Fire Department.
Commissioner Keeling offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 2-52, 'ALCOHOLIC BEVERAGE ADMINISTRATOR' OF THE CODE
OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Amending the salary of the Alcoholic Beverage Administrator for
the City of Paducah.
Mayor Montgomery offered motion, seconded by Commissioner Keeling,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 3 IN THE AMOUNT
OF $126,400.00 WITH EVANSVILLE CEMENT FINISHERS, INC. FOR SEWAGE TREATMENT
PLANT PROJECT". This ordinance is summarized as follows: Authorizing the
Mayor to execute Change Order No. 3 in the amount of $126,400 with Evansville
Cement Finishers, Inc. for sewage treatment plant project.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE SECTIONS 27--48 AND 27-49 OF CHAPTER 27 , REFUSE,, , OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as

follows: Increasing refuse collection rates and establishing monthly landfill
charges.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BID OF ARATEX SERVICES, INC. FOR FURNISHING THE CITY OF
PADUCAH WITH UNIFORMS FOR EMPLOYEES IN VARIOUS DEPARTMENTS, AND AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as
follows: Accepting the bid of Aratex Services, Inc. for furnishing the City of
Paducah with uniforms for employees in various departments, and authorizing the
Mayor to execute a contract for same. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Keeling, and Mayor Montgomery (4).
Commissioner Keeling offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN
THE AMOUNT OF $500.00 WITH ASPHALT PAVING, INC. FOR ALLEN LANE SEWER
EXTENSION". This ordinance is summarized as follows: Authorizing and
directing the Mayor to execute Change order No. 1 in the amount of $500 with
Asphalt Paving, Inc. for Allen Lane sewer extension. Adopted on call of the
roll, yeas, Commissioners Coleman, Grumley, Keeling and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Keeling,
that the Board of Commissioners adopt an ordinance entitled., "AN ORDINANCE
ACCEPTING THE BID OF SILLS CYCLE CENTER IN THE AMOUNT OF $4,605.00 FOR ONE NEW
YAMAHA TERRAPRO VEHICLE WITH ONE FM 48 INCH MOWER, FOR SALE TO THE CITY FOR USE
BY THE PARKS DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME". This ordinance is summarized as follows: Accepting the bid of Sills
Cycle Center in the amount of $4,605 for one new Yamaha Terrapro vehicle for
use by the Parks Department, and authorizing the Mayor to execute a contract
for such purchase. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Keeling and Mayor Montgomery (4).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley,, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ESTABLISHING THE AMOUNT TO BE CHARGED FOR CONNECTING TO CITY SANITARY
SEWERS CONSTRUCTED BY THE CITY KNOWN AS PARK PLAZA SUBDIVISION AND ALLEN LANE
SEWER EXTENSION, AND PROVIDING FOR THE ISSUANCE OF CONNECTION PERMITS,
PROVIDING FOR THE PAYMENT OF CONNECTION CHARGES, AND PROVIDING PENALTIES FOR
VIOLATION OF THE PROVISIONS HEREOF". This ordinance is summarized as follows:
Establishing the amount to be charged for connecting to City sanitary sewers
known as Park Plaza Subdivision and Allen Lane Sewer Extension, providing for
the issuarice of connection permits, payment of connection charges, and
providing penalties for violation of same. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Keeling and Mayor Montgomery (4).

The Board then held a WORKSHOP.
Upon motion the meeting adjourned.
