At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers, City Hall, Paducah, Kentucky, at 7:30 p.m. on June 26,
1990, Mayor Montgomery presided and upon call of the roll, the following
answered to their names: Commissioners Coleman, Grumley, Leeper, and Mayor
Montgomery (4).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the reading of the Minutes for June 12 & 19, 1990, be waived and
that the Minutes prepared by the City Clerk be approved as written. Adopted on
call of the roll, Commissioners Coleman, Grumley, Leeper, and Mayor Montgomery

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners approve the sale of the following
cemetery lot(s) and that the City Clerk be authorized to execute a Deed of
Conveyance for said cemetery grave(s):
1. Maydell Stevens, Rushing Addition to Oak Grove Cemetery, Sec. 6, Lot
179 NE, in the amount of $150.00 (Receipt No. 67306)
2. Maxine Anderson, Rushing Addition to Oak Grove Cemetery, Sec. 9, Lot
125 NW, in the amount of $150.00 (Receipt No. 67311)

Commissioner Leeper offered motion, seconded by Commissioner Grumley
that the following bids be received and filed:

Mayor Montgomery offered motion, seconded by Commissioner Coleman, that

Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that tax exonerations prepared and delivered by the City Treasurer
(covering) period July 1, 1989 - June 30, 1990 numbered 25243 -25320 (City) and
3637 - 3773 (County) be received and filed and that the amounts of same
totaling $248,916.56 be exonerated on tax bills shown and designated by said
exoneration. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper and Mayor Montgomery (4).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that upon the recommendation of the City Manager, the Board of
Commissioners of the City of Paducah orders that the following personnel
changes be approved:

Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO
EXECUTE DOCUMENTS NECESSARY TO OBTAIN 1990-91 RENTAL REHABILITATION FUNDING
THROUGH THE DEPARTMENT OF LOCAL GOVERNMENT IN AN AMOUNT NOT TO EXCEED
$94,500.0011, be adopted. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Leeper and Mayor Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, BY ANNEXING CERTAIN PROPERTY
LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE
BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN SAID CORPORATE LIMITS". This
ordinance is summarized as follows: Annexing unincorporated territory into the
City of Paducah west of and adjacent to the present city limits, along U.S.
Highway 60.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BID OF PADUCAH FORD INC. IN THE AMOUNT OF $50,460.00
FOR SALE TO THE CITY OF FOUR NEW 1990 FORD TAURUS L AUTOMOBILES, FOR USE BY
VARIOUS DEPARTMENTS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME".
This ordinance is summarized as follows: Accepting the bid of Paducah Ford
Inc. in the amount of $50,460 for the purchase of four new 1990 Ford Taurus L
automobiles for use by the Inspection, Finance, Public Works, and Parks
Departments, and authorizing the Mayor to execute a contract for same.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SUBSECTION (A) OF SECTION 25-1, 'NUMBER, RANK AND SALARIES
OF MEMBERS OF THE POLICE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the
number of personnel in various positions in the Police Department.

Commissioner Leeper offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH FARRIS, HATCHER, TREMPER &
ASSOC., INC. FOR PROFESSIONAL ENGINEERING SERVICES". This ordinance is
summarized as follows: Authorizing the Mayor to execute a contract with
Farris, Hatcher, Tremper & Assoc., Inc. for professional engineering services.
Mayor Montgomery offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
ACCEPTING THE BID OF BLUEGRASS FIRE EQUIPMENT COMPANY IN THE AMOUNT OF
$10,143.00 FOR THE PURCHASE OF 1,300 FEET OF FIRE HOSE, FOR SALE TO THE CITY
FOR USE BY THE FIRE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT
FOR SUCH PURCHASE". This ordinance is summarized as follows: Accepting the
bid of Bluegrass Fire Equipment Co. in the amount of $10,143 for the purchase
of fire hose for the Fire Dept., and authorizing the Mayor to execute a
contract for same.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING ORDINANCE NO. 90-6-4430". This ordinance is summarized as
follows: Increasing the contract amount to $87,073.00 for the purchase of
seven automobiles for the Police Department.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING ORDINANCE NO. 90-6-4431". This ordinance is summarized as
follows: Increasing the contract amount to $37,605.00 for the purchase of
three automobiles for the Inspection and Fire Departments.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE PURCHASE OF 75 GLOCK 9MM SEMI-AUTOMATIC SERVICE
PISTOLS AND ACCESSORIES FROM GLOCK, INC. IN THE AMOUNT OF $26,244.44, FOR USE
BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME". This ordinance is summarized as follows: Authorizing the purchase of
75 Glock 9mm semi-automatic service pistols and accessories from Glock, Inc. in
the amount of $26,244.44 for use by the Police Dept., and authorizing the Mayor
to execute a contract for same.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce and adopt an ordinance
entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF COMMUNICATIONS EQUIPMENT
FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $6,535.57 FROM AT&T AND IN THE
AMOUNT OF $2,716.00 FROM DATA MAXX, AND'AUTHORIZING THE MAYOR TO EXECUTE A
CONTRACT FOR SAME". This ordinance is summarized as follows: Authorizing the
purchase of communications equipment for the Police Department in the amount of
$6,535.57 from AT&T and in the amount of $2,716.00 from Data Maxx, and
authorizing the Mayor to execute a contract for same. Adopted on call of the

Commissioner Leeper offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE
REZONING OF PROPERTY LOCATED AT 2722, 2724, 2732 AND 2736 KENTUCKY AVENUE, AND
AMENDING THE PADUCAH ZONING ORDINANCE - 1976, SO AS TO EFFECT SUCH REZONING".
This ordinance is summarized as follows: Rezoning property located at 2722,
2724, 2732 and 2736 Kentucky, and directing an amendment to the Paducah Zoning
Ordinance -1976, changing the zoning classification from R-2 to R-4. Adopted on
call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and Mayor
Montgomery (4).
Mayor Montgomery offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY
1, 1990, THROUGH JUNE 30, 1991, BY ESTIMATING REVENUES AND RESOURCES AND
APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT". This ordinance
shall become effective upon publication in full. Adopted on call of the roll,
yeas, Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).

Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE CREATING SECTIONS 2-431 THROUGH 2-433, SEWER WORKS DEPARTMENT, OF
CHAPTER 2, ADMINISTRATION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Creating Sections 2-431
through 2-433, Sewer Works Department, of Chapter 2, Administration, of the
Code of Ordinances of the City of Paducah. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).

Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN

ZONING ORDINANCE". This ordinance was read in full.

APPENDIX A - ZONING, OF THE 1976 PADUCAH ZONING ORDINANCE", be TABLED. Tabled

Mayor Montgomery offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY
OF PADUCAH AND THE PADUCAH KHOURY LEAGUE". This ordinance was read in full.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper and
Mayor Montgomery (4).
Trash and debris pickup was discussed.
Commissioner Leeper offered motion, seconded by Commissioner Coleman,
that the Board of Commissioners go into Executive Session for discussions which
might lead to the appointment, discipline or dismissal of an individual
employee, and to discuss litigation. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper and Mayor Montgomery (4).
At the conclusion of the Executive Session the Board reconvened in
open session.
Upon motion the meeting adjourned.
