AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH
PLANNING COMMISSION ON THE PROPOSED ZONE CHANGE FOR PROPERTY LOCATED AT
5178, 5184 AND 5186 HRMLEVILLE ROAD, AND AMENDING THE PADUCAH ZONING
ORDINANCE SO AS TO EFFECT SUCH REZONING
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That a resolution passed by the Paducah Planning Commission on June 17,
2013, and entitled, "A RESOLUTION CONSTITUTING THE FINAL REPORT OF THE PADUCAH
PLANNING COMMISSION ON THE PROPOSED ZONING CHANGE FROM R-1 (LOW DENSITY
RESIDENTIAL ZONE) AND MU (MIXED USE ZONE) TO HBD (HIGHWAY BUSINESS
DISTRICT) FOR PROPERTY LOCATED AT 5178, 5184, AND 5186 HINKLEVILLE ROAD", be
approved as the final report of said Commission respecting the matters therein -set forth.
SECTION 2. That the zone classification and the map amendment proposed in said
resolution be, and the same are hereby, declared to be in agreement with the comprehensive plan of the
City of Paducah.
SECTION 3. That the zone classification of the following described property be, and it
is hereby, changed from R-1 (Low Density Residential Zone) and MU (Mixed Use Zone) to HBD
(Highway Business District):
DESCRIPTION OF PROPERTY TO BE REZONED FROM R-1 and MU TO HBD
IL BEGINNING AT A POINT, said point being the northeast property
corner of the Concord United Methodist Church property, then with
the common property line of the Concord United Methodist Church
and the Lowe's Home Improvement Warehouse properties in a
southeasterly direction a distance of 258.31' to a point. Said point
being the beginning , of an arc with a radius of 1,147.76'. Then with
the common property line of the Concord United Methodist Church
and the Lowe's Home Improvement Warehouse properties along the
arc in a southeasterly direction a distance of 219.69' and then extended
a distance of 22' to a point. Said point being the southeast property
corner of the Concord United Methodist Church property. Then with
the common property line of the Concord United Methodist Church
and the Lowe's Home Improvement Warehouse properties in a west -
southwesterly direction a distance of 219.18' to a point. Said point
being the northeast corner of the property added to the Concord United
Methodist Church by plat L-979. Then with the common property line
of the Concord United Methodist Church and the Lowe's Home
Improvement Warehouse properties in a southerly direction a distance
of 511.08' to a point. Said point being the junction of the southeast
corner of the Concord United Methodist Church property, the
southwest corner of the Lowe's Home Improvement Warehouse
property and the north property line of Lot #2 of Phase IV of the West
Park Village Subdivision. Then with the commonropertY line of the

Concord United Methodist Church and Lot #2 in a westerly direction a
distance of 98.75' to a point. Said point being the junction of the
southwest corner of the Concord United Methodist Church property,
the northwest corner of Lot #2 and the east property line of the
Concord Elementary School property. Then with the common
property line of the Concord Elementary School and Lot #2 of Phase
IV of the West Park Village Subdivision in a southerly direction a
distance of 300.19' to a point. Said point being the southeast corner of
the Concord Elementary School property, the southwest corner of Lot
#2 and the north ROW of Village Square Drive. Then with the north
ROW line of Village Square Drive in a west -northwesterly direction a
distance of 56.13' to a point. Said point being the junction of the south
property line of the Concord Elementary School property, the north
ROW of Village Square Drive and. the northeast corner of the
Westwind of Paducah, LLC property. Then with the common property
line of the Concord Elementary School and the Westwind of Paducah,
LLC properties in a west -northwesterly direction a distance of 279.29'
to a point. Said point being the junction of ffie south property line of
the Concord Elementary School property, the northwest corner of the
Westwind of Paducah, LLC property and the northeast corner of the
Recreation Parcel #2 of the West Park Village Subdivision. Then with
the common property line of the Concord Elementary School and
Recreation Parcel #2 in a west -southwesterly direction a distance of
166.98' to a point. Said point being the junction of the southwest
corner of the Concord Elementary School property, the southeast
corner of the Olivet Baptist Church property and the north property
line of the Recreation Parcel #2 of the West Park Village Subdivision.
Then with the common property line of the Olivet Baptist Church
property and the Regreation Parcel #2 in a northwesterly direction a
distance of 131.26' to a point. Said point being the northwest corner
of the Recreation Parcel #2 of the West Park Village Subdivision, the
northeast corner of the Kids Kare daycare property and the south
property line of the Olivet Baptist Church property. Then with the
common property line of the Olivet Baptist Church and Kids Kare
daycare properties in a northwesterly direction a distance of 100.93' to
a point. Said point being the junction of the northwest corner of the
Kids Kare daycare property, the northeast corner of the Main Street
Parcel #3 of the West Park Village Subdivision and the south property
line of the Olivet Baptist Church property. Then with the common
property line of the Olivet Baptist Church property and the Main Street
Parcel #3 in a northwesterly direction a distance of 260.27' to a point.
Said point being the southwest corner of the Olivet Baptist Church I
property, the southeast corner of the Main Street Parcel #4 of the West
Park Village Subdivision and the north property line of the Main Street
#3 Parcel of the West Park Village Subdivision. Then with the
common property line of the Olivet Baptist Church property and the
Main Street Parcel #4 in a northeasterly direction a distance of 133.20'
to a point. Said point being the junction of the northeast corner of the
Main Street Parcel #4, the south property corner of the Main Street
Parcel #5 of the West Park Village Subdivision and the west property
line of the Olivet Baptist Church property. Then with the common
property line of the Olivet Baptist Church property and the Main Street
Parcel #5 in a northeasterly direction a distance of 146.82' to a point.
Said point being the beginning of an arc that curves northwest. Then
with the common property line of the Olivet Baptist Church property
and the Main Street Parcel #5 along said arc in a northwest direction a
distance of 119.15' to a point. Said point being the northeast corner of
the Main Street Parcel #5 of the West Park Village Subdivision, the
west property line of the Olivet Baptist Church property and the east
ROW of West Park Drive. Then with the east ROW of West Park
Drive in a northwesterly direction a distance of 200' to the south ROW
of Hinkleville Road and extended 55' further to a point. Said point
being the east ROW of West Park Drive and the centerline of
Hinkleville Road. Then with the centerline of Hinkleville Road in a
northeasterly direction a distance of 1,276' to a point. Said point being
the extended east property line of the Concord United Methodist
Church property and the centerline of Hinkleville Road. Then with the
extended east property line of the Concord United Methodist Church
property in a southeasterly direction a distance of 55' to a point, said
point is the POINT OF BEGINNING.
The following plats were used to determine the meets and bounds of
the above area:
L-979, K-1909, K-1291, K-1167 and K-613
SECTION 4. That if any section, paragraph or provision of this ordinance shall be found
to be inoperative, ineffective or invalid for any cause, the deficiency or invalidity of such section,
r� paragraph or provision shall not affect any other section, paragraph or provision hereof, it being the
purpose and intent of this ordinance to make each and every section, paragraph and provision hereof
separable from all other sections, paragraphs and provisions.
SECTION 5. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
