A MUNICIPAL ORDER ADOPTING THE FY2013-2014 POSITION AND PAY
SCHEDULE FOR THE FULL-TIME EMPLOYEES OF THE CITY OF PADUCAH, KENTUCKY
WHEREAS, the City of Paducah desires to implement annual wage adjustments as listed
below for full-time employees, effective June 27, 2013 for the July 19, 2013 pay date; and
• FOP — 2.5%
• IAFF — 2.5%
• AFSCME — 1.5 %
• Non -Bargaining Employees — 2.5%
WHEREAS, other changes are listed below:
• Fire and Police step increases
• Minor alignment and title changes in Engineering Public Works. This
moves the Floodwall Superintendent role to be listed with other EPW
Superintendents and moves the Operations Manager to be listed with
the Engineering group.
• This amendment also includes clean-up and audit necessary to reflect
the correct, current number of vacant and filled positions.
The following positions have been vacated and are recommended for removal
• Remove from budget total Assistant City Clerk position from General
Government
• Remove from budget total Network Technician in the IT Department
• Remove from budget total Events and Promotion Specialist in the
Paducah Renaissance Alliance _
Amendments were also made to reflect items recommended as carryover to
2014 by Dr. Victoria McGrath in the Compensation Study that are
specifically addressed on Personnel Actions including:
• Recommended pay increases from Dr. Victoria McGrath on positions
within the pay grade based on time in position and market analysis,
performance and available funds.
• Change Step progression for Fire Department Assistant Chiefs.
Compression was cited as an issue in the Assistant Chief position,
however, was not part of the changes implemented in 2012. The 9 Step
progression recommended here aligns with the consultant's
compensation theory and moves the Assistant Chief position from P to
Q; and
WHEREAS, in order to implement the changes it is necessary to adopt the FY2013-2014
Position and Pay Schedule.
BE IT ORDERED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That the City of Paducah hereby approves and adopts the FY2013-2014
Position and Pay Schedule for the employees of the City of Paducah as attached hereto.
SECTION 2. That the FY2013-2014 Position and Pay Schedule wage adjustments approved
in Section 1 above shall become effective June 27, 2013 for the July 19, 2013 pay date.
SECTION 3. This Order will be in full force and effect from and after the date of its
adoption.
