At a Regular Meeting of the Board of Commissioners held in the
Commission Chambers, City Hall, Paducah, Kentucky, at 6:30 p.m. on October 23,
1990, Mayor Montgomery presided and upon call of the roll, the following
answered to their names: Commissioners Coleman, Grumley, Leeper, Taylor and
Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the executed copies of the Notice of Called (Early) Meeting to be
held at 6:30 p.m., Tuesday, October 23, 1990, be received and filed. Adopted
on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and
Mayor Montgomery (5).
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners go into Executive Session for
discussions which might lead to the appointment, discipline or dismissal of an
individual employee. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper, Taylor and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board reconvened in
the Commission Chambers, whereupon the Mayor called the meeting back in open
session.
Commissioner Leeper offered motion, seconded by Commissioner
Taylor, that the reading of the Minutes for October 9 and 16, 1990, be waived
and that the Minutes of said meetings prepared by the City Clerk be approved as
written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper, Taylor and Mayor Montgomery (5).
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the following petition be received and filed:
Residents of Jackson House requesting PATS bus stop to
remain at 4th & Broadway, and bus schedule to remain
same.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper,
Taylor and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner Grumley
that the following documents be received and filed:

Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the following application for Private Collector Permit be approved as
f ollows :
1. Rebel Disposal Service Jan. 1 to Dec. 31, 1990 (Ray Robey).

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that upon the recommendation of the City Manager, the Board of
Commissioners of the City of Paducah orders that the personnel changes on the
attached list be approved.

Commissioner Leeper offered motion, seconded by Commissioner Taylor
that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO
EXECUTE AN INTERLOCAL COOPERATION AGREEMENT FOR ADMINISTRATION OF SECTION 8
EXISTING HOUSING PROGRAM BETWEEN THE CITY OF PADUCAH AND McCRACKEN COUNTY,
KENTUCKY", be adopted. Adopted on call of the roll, yeas, Commissioners
Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
Mayor Montgomery offered motion, seconded by Commissioner
Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE
CITY MANAGER TO EXECUTE A DONEE AUTHORIZATION TO ENABLE THE CITY OF PADUCAH TO
UTILIZE THE RESOURCES OF THE KENTUCKY DEPARTMENT OF FINANCE, DIVISION OF
SURPLUS PROPERTY", be adopted. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce and adopt an ordinance entitled, "AN
ORDINANCE AMENDING ORDINANCE NO. 90-7-4471, AUTHORIZING THE PURCHASE OF
POLYMERS FROM BETZ INDUSTRIAL, FOR USE AT THE WASTEWATER TREATMENT PLANT".
This ordinance was read in full. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce and adopt an ordinance
entitled, "AN ORDINANCE ACCEPTING THE BID OF LOVELACEVILLE NURSERY IN THE
AMOUNT OF $2.75 PER CUBIC YARD TO SPREAD COMPOST AT THE FORMER LANDFILL.SITE
FOR CLOSURE PROCEDURES, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR
SAME". This ordinance is summarized as follows: Accepting the bid of

Lovelaceville Nursery in the amount of $2.75 per cubic yard to spread compost
at the landfill in preparation for closure, and authorizing the Mayor to
execute a contract for same. Adopted on call of the roll, yeas, Commissioners

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING ORDINANCE NO. 90-6-4452 ENTITLED, 'AN ORDINANCE ADOPTING THE
CITY OF PADUCAH, KENTUCKY ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 1990,
THROUGH JUNE 30, 1991? BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING
FUNDS FOR THE OPERATION OF CITY GOVERNMENT,". This ordinance is summarized as
follows: RESOURCES AVAILABLE: Increasing Carry Forward Balance to $191,503;
REVENUES: Increasing Intergovernmental Sanitation Fund to $729,793, Total
General Fund to $15,499,967 and Total Sanitation Fund to $2,464,793;
APPROPRIATIONS: Increasing Intergovernmental General Fund to $1,674,532, Total
General Fund to $15,499,967 and Total Sanitation Fund to $2,464,793;
Increasing Total Revenue All Fund to $22,251,984, and Total Expenditures All
Funds to $22,251,984.
Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners introduce an ordinance entitled: "AN ORDINANCE
AMENDING SECTIONS 10-49, 10-52 AND 10-61, AND AMENDING AND COMBINING SECTIONS
10-55 AND 10-56, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF
PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending various
salaries and combining the Floodwall, Wastewater Treatment and Wastewater/-
Stormwater Collection Divisions to comprise the Sewer Works Department.
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE
AMENDING SUBSECTION (A) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY', OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is
summarized as follows: Creating the positions of Sewer Maintenance Supervisor,
Refuse Supervisor and Part-time Animal Warden, and abolishing the position of
Deputy Electrical Inspector Trainee.
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 2-47.5, 'NONCIVIL SERVICE GENERALLY', OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as
follows: Combining the positions of Dispatcher Trainee and Dispatcher -
Part -time.
Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AMENDING SECTION 26-2 OF CHAPTER 26 OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending
Sec. 26-2 of Chapter 26, Procurement, of the Code of Ordinances of the City of
Paducah by outlining the procurement responsiblities and authority of the City
Manager, and increasing the aggregate amount to be contracted by the City

Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners adopt an ordinance entitled: "AN ORDINANCE
AUTHORIZING THE PURCHASE OF EIGHT MINE SAFETY APPLIANCES ULTRALITE
SELF-CONTAINED BREATHING MASKS MODEL 484931 IN THE AMOUNT OF $11,136.00, FROM
BLUEGRASS FIRE EQUIPMENT COMPANY, FOR USE BY THE FIRE DEPARTMENT, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is
summarized as follows: Authorizing the purchase of eight Mine Safety
Appliances Ultralite Self -Contained Breathing Masks Model 484931 in the amount
of $11,136 from Bluegrass Fire Equipment Company for use by the Fire
Department, and authorizing the Mayor to execute a contract for such
purchase. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley,
Leeper, Taylor and Mayor Montgomery (5).
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
REPEALING SECTION 17-74 AND AMENDING SECTION 17-79 OF CHAPTER 17, LICENSES AND
OCCUPATIONAL REGULATIONS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH,
KENTUCKY". This ordinance is summarized as follows: Repealing Sec. 17-74,
Building Trades, in its entirety, and amending Sec. 17-79, Contractors and
Builders, to include builders, contractors and tradesmen, and establishing
guidelines for same. Adopted on call of the roll, yeas, Commissioners Coleman,
Grumley, Leeper, Taylor and.Mayor Montgomery (5).
Commissioner Coleman offered motion, seconded by Commissioner
Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE AUTHORIZING THE PURCHASE OF 500 FLUORESCENT/LOGGED SPECIAL RESPONSE
VESTS FROM TROUTMAN SIGNS IN THE AMOUNT OF $2,650.001, FOR USE BY EMERGENCY
RESPONSE PERSONNEL, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME.
This ordinance is summarized as follows: Authorizing the purchase of 500
f lourescent/logoed special response vests from Troutman Signs in the amount of
$2,650.00, for use by emergency response personnel, and authorizing the Mayor
to execute a contract for same. Adopted on call of the roll, yeas,

Commissioner Grumley offered motion, seconded by Commissioner
Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN
ORDINANCE ACCEPTING THE BID OF AAA HEATING & AIR CONDITIONING COMPANY IN THE
AMOUNT OF $5,125.00 FOR STREET DEPARTMENT HVAC SYSTEM, AND AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as
follows: Accepting the bid of AAA Heating & Air Conditioning Co. in the amount
of $5,125 for Street Department HVAC system, and authorizing the Mayor to
execute a contract for same. Adopted on call of the roll, yeas, Commissioners

Sewers

Commissioner Leeper offered motion, seconded by Commissioner Taylor,
that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE
AMENDING SECTIONS 32-6.5 AND 32-17 OF CHAPTER 321, WATER AND SEWERS, OF THE CODE
OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized
as follows: Amending Sec. 32-6.5, Prohibited Sewer Deposits, to include
various petroleum and mineral oils and setting the limits for same; and
amending Sec. 3-17, Definitions, regulating the quantities of pollutants
discharged through the POTW into navigable waters by industrial users.
Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper,
Taylor and Mayor Montgomery (5).
Commissioner Taylor offered motion, seconded by Commissioner Leeper,
that the Board of Commissioners go into Executive Session for discussions which
might lead to the appointment, discipline or dismissal of an individual
employee, and to discuss litigation. Adopted on call of the roll, yeas,
Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5).
At the conclusion of the Executive Session the Board held a Workshop.
Upon motion the meeting adjourned.
