ORDINANCE NO. 94-3-50F3
AN ORDINANCE ESTABLISHING THE AMOUNT TO BE CHARGED
FOR CONNECTING TO CITY SANITARY SEWERS CONSTRUCTED BY THE CITY
KNOWN AS THE HOLT ROAD SANITARY SEWER EXTENSION PROJECT AND
PROVIDING FOR THE ISSUANCE OF CONNECTION PERMITS, PROVIDING FOR
THE PAYMENT OF CONNECTION CHARGES AND PROVIDING PENALTIES FOR
VIOLATION OF THE PROVISIONS HEREOF
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF
PADUCAH, KENTUCKY:
SECTION 1. The charge for connecting any sewer
constructed in conjunction with the Holt Road Sanitary Sewer
Extension Project completed by the City of Paducah in February
1994, is established as follows:
A. Connection Charges
(1) The charge for connecting an existing single
family residence to any of the sewers constructed in
conjunction with the Holt Road sewer project is established at
$3,000.00. A separate fee shall be paid for each establishment
regardless of whether the connection to the sewer system is by
individual service line or shared service line.
(2) The charge for connecting a new single family
residence or a new or existing church to any sanitary sewer
constructed in conjunction with the Holt Road sewer project is
established at $3,900.00. A separate fee shall be paid for
each establishment regardless of whether the connection to the
sewer system is by individual service line or shared service
line.
(3) The charge for connecting a single commercial
establishment to any sanitary sewer constructed in conjuction
with the Holt Road sewer project is established at $3,900.00
times a factor determined by dividing the total front footage
along a street where a connection may be made by 100 feet,
provided that the minimum factor is one.
(4) The charge for connecting a multi -commercial
establishment or multi -family residence to any sanitary sewer
constructed in conjunction with the Holt Road sewer project is
established at $3,900.00 times a factor determined by dividing
the total front footage along a street where a connection may
be made by 100 feet, provided that the minimum factor is one,
and $300.00 for each additional unit.
(5) The charge for connection of a main (a main is a
sewer line 8 -inches or larger serving several pieces of
property which is dedicated and accepted by the City of
Paducah) is $3,900.00 and:
a. $340.00 per any single family residential unit
or church.
b. $245.00 per residential unit for any
multi -family residence.
C. $120.00 per 1,000 square feet of surface area
for any shopping center or store.
d. $120.00 per room for any hotel or motel without
kitchens.
e. $50.00 per seat for any restaurant open less
than 12 hours per day with an exception of fast
food restaurants.
f. $60.00 per seat for any restaurant open more
than 12 hours per day with an exception of fast
food restaurants.
g. $40.00 per seat for any fast food restaurant.
h. $150.00 per space for any travel trailer park.
i. $20.00 per 1,000 square feet for offices and
warehouses.
j. for any use not included in the above the fee
shall be $340.00 per eqivalent residential unit,
where the equivalent residential unit shall be
determined by dividing the estimated daily flow
from the establishment by 300.
(6) The unit charge as determined by Section 1.5 a
thru j above shall be paid as each unit is connected to the
main.
B. Service Lines
All costs for service lines including but not limited
to boring or trenching (whether on or off of the right-of-way
or easement) shall be paid for by the person connecting to the
sewer system.
SECTION 2. No connection to said sanitary sewer
system shall be made by any property owner or other person,
firm or corporation, except under permit for such connection
issued by the Department of Environmental and Engineering
Services office of the City.
SECTION 3. The Department of Environmental and
Engineering Services office shall not issue a connection permit
set out in Section 2 hereof until the proper connection fee has
been paid.
SECTION 4. It shall be unlawful for any person, firm
or corporation to fail to make the connection required by
Section 33-4 of the Code of Ordinances of the City of Paducah
to the sanitary sewer construction in the above described
territory.
SECTION 5. All ordinances or part of ordinances in
conflict herewith, are to the extent of such conflict, are
hereby repealed.
SECTION 6. This ordinance shall be read on two
separate days and will become effective upon summary
publication pursuant to KRS Chapter 424
