ORDINANCE NO. 96-5- �190
AN ORDINANCE AMENDING CHAPTER 33, CITY ADMINISTRATIVE
BODIES OF TITLE 3, ADMINISTRATION OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That sections 33.065 through 33.067 of Chapter 33, City
Administrative Bodies of Title 3, Administration of the Code of Ordinances of the City of
Paducah, Kentucky, are hereby amended to read as follows:
"Section 33.065. DEPARTMENT ESTABLISHED. There is hereby created
and established a department to be known as the Department of EqPAFenmental and Engineering
fees.
"Section 33.066. POSITION OF DIRECTOR CREATED; GENERAL
POWERS AND DUTIES. There is hereby created and established the position of Dkeeter- e
City Engineer, the occupant of which
shall be the Director of the Department of Engineering. The Dir- City Engineer shall have
the general responsibility of supervising the various functions of the Department. The DkeEte
shall also be deemed City Engineer shall have the responsibility of providing the general
engineering services for the city. The Direeter City Engineer shall have all general authorities
and powers necessary to carry out these responsibilities. The position of Dir-eete City Engineer
of the Department of Engineering Seniees shall be deemed non civil service.
"Section 33.067. RESPONSIBILITIES AND FUNCTIONS OF
DEPARTMENT. The Department of Engineering Sefiees shall have the
following responsibilities and functions:
(A) To generally administer and enforce the ordinances of the city which relate
to environmental regulation including, but not limited to the discharge, collection, disposal and
treatment of wastewater, storm water and other regulated pollutants and toxic waste.
(B) To generally administer and operate the city's facilities relating to the
collection, disposal and treatment of wastewater, storm water, and the other regulated pollutants
and toxic waste.
(C) To assist any federal or state regulatory agency or department in the
enforcement of environmental protection laws and regulations and to provide any necessary
reporting documentation, studies, or other related documents or services as may be required by
either federal or state law.
(D) To generally administer and operate the city's floodwall works.
(E) To prepare or review and approve all design plans and specifications
relating to the repair, replacement or construction of all public streets, alleys, sewers, sidewalks,
curbs, gutters, bridges, and culverts, and all other similar works which may be in contemplation,
or which may be necessary for the public good and convenience within the city, and also to
construct or maintain the aforesaid public infrastructure as required to ensure that any repair,

replacement or construction of same shall be in compliance with all applicable federal, state or city
law.
�F) To maintain all city records relating to the functions of the department.
including but not limited to city maps plats property sewer and stormwater information.
(Gl Toe nerally administer and enforce the ordinances of the Citv which relate
to traffic control and maintenance and to coordinate with the Traffic Commission as required by
ordinance.
(F)_H To do and perform any other responsibility and function as assigned by the
City Commission or City Manager."
SECTION 2. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
