A MUNICIPAL ORDER AUTHORIZING THE MAYOR TO EXECUTE A MEMORANDUM
OF AGREEMENT WITH THE COMMONWEALTH OF KENTUCKY, DEPARTMENT OF
MILITARY AFFAIRS, KENTUCKY DIVISION OF EMERGENCY MANAGEMENT, FOR
PARTICIPATION IN THE KENTUCKY URBAN SEARCH AND RESCUE PROGRAM
WHEREAS, the Kentucky Urban Search and Rescue Program was established pursuant
to KRS 39A.245 to provide all -hazards response teams capable of performing life-saving
operations during disasters and emergencies; and
WHEREAS, the Commonwealth of Kentucky, Department of Military Affairs, Kentucky
Division of Emergency Management ("KYEM"), has developed a Memorandum of Agreement
establishing the responsibilities of KYEM and participating agencies for personnel participation,
deployment, training, reimbursement, and operational requirements within the Kentucky Urban
Search and Rescue Program; and
WHEREAS, the City of Paducah has been identified as a participating governmental
agency under the agreement, which covers the period of July 1, 2026, through June 30, 2028.
NOW, THEREFORE, IT IS ORDERED BY THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. The Mayor is hereby authorized to execute a Memorandum of Agreement
with the Commonwealth of Kentucky, Department of Military Affairs, Kentucky Division of
Emergency Management, for the City of Paducah's participation in the Kentucky Urban Search
and Rescue Program for the period of July 1, 2026, through June 30, 2028, in substantially the
form presented to the Board of Commissioners. The agreement provides for City personnel
participation in the program and establishes requirements related to training, deployment,
reimbursement, and program operations.
SECTION 2. This Order shall be in full force and effect from and after the date of its
adoption. 7
