MINUTES OF THE PADUCAH BOARD OF ADJUSTMENT
AUGUST 6, 2026 5:30 P.M.
Attendees: Lisa Humphrey, Mark McGregor, Vice Chair Patrick Perry, Chairwoman Carol Young
Absent: Brandi Harless
Staff: Joshua P. Fowler-Sommer, Assistant Director
Guests: Tara Kolb
Chairwoman Young called the called meeting of the Paducah Board of Adjustment to order at 5:30 pm.
The Pledge of Allegiance was recited and the roll was taken. Meeting was in the Paducah City Hall
Commission Chambers.
Mr. McGregor offered:
I move that the reading of the minutes for June 2, 2026 be waived and that the minutes of said meeting,
as prepared by staff, be approved as written.
Vice-Chair Perry seconded.
No changes were requested. Chairwoman Young called for the vote.

New Petitions
Case# VAR2026-0009 5151 Hinkleville Road
Assistant Director Josh Fowler-Sommer presented the staff report. He stated the request was for an
additional sign. The existing sign for the former Pasta House is a nonconforming sign and the Petitioner
wishes to utilize the sign for a new business on the back of Kentucky Oaks Mall. He further stated
normally requests such as this would have a recommendation of denial, but more consideration is needed
in this situation due to the location of the business and the condition of the nonconforming sign.
Vice-Chair Perry offered:
I move that this Board open the Public Hearing for case VAR2026-0009 pertaining to 5151 Hinkleville
Road.
Mr. McGregor seconded.
Chairwoman Young asked all in favor?

Chairwoman Young invited the public to speak.
Ms. Tara Kolb, Professional Resprentative for the Petitioner, spoke. She stated the owner, Randy
Whitledge, wishes to open a bar and grill on the back side of Kentucky Oaks Mall. The owner would like
the opportunity to advertise on the main street (Hinkleville Road).
Several Board members expressed enthusiasm for the new sign.

Hearing no further public comment, Chairwoman Young asked the public hearing to be closed.
Vice-Chair Perry offered:
I move that this Board close the Public Hearing for case VAR2026-0009 pertaining to 5151 Hinkleville
Road.
Mr. McGregor seconded.
Chairwoman Young asked all in favor?

Mrs. Humphrey offered:
I move that this Board approve the petition of Tara Kolb for a variance of approximately 64.4 square feet
for a 70.4 square foot freestanding sign to be installed at 5151 Hinkleville Road.
I further move that the variance be approved based on the following findings of fact:
1. The City of Paducah/ McCracken County Comprehensive Plan sets forth Goals which speak to
the redevelopment of the signage and the economic benefits thereof, incorporated by reference
herein.
2. The associated business will be located on the back side of the mall. The principal entrance
cannot be seen from Hinkleville Road, the primary spine of the Regional Trade Center.
3. The proposed sign otherwise complies with the Paducah Zoning Ordinance regarding height.
4. The proposed sign would replace a nonconforming sign; therefore, the number of signs would
not increase.
5. The proposed sign would replace a sign in disrepair.
Mr. McGregor seconded.
Hearing no further questions or comments from the Board members, Chairwoman Young called for the
vote.
