AN ORDINANCE AMENDING ORDINANCE NO. 2025-06-8847, ENTITLED, "AN
ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL
OPERATING BUDGET FOR THE FISCAL YEAR JULY 1, 2025, THROUGH JUNE 30,
2026, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS
FOR THE OPERATION OF CITY GOVERNMENT"
WHEREAS, proceeds from the sale of fire trucks in the amount of $98,100 will be
utilized for future fire truck replacement; and
WHEREAS, sponsorships totaling $20,000 were received for the 4th of July; and
WHEREAS, expenses related to the 2013A & 2018B bond redemption/defeasance
exceeded available debt service fund cash balance by $24,573; and
WHEREAS, funds in the amount of $25,000 were appropriated in FY2025 to be set aside
for the Paxton Park succession planning project were not transferred and lapsed at the close of
that fiscal year; and
WHEREAS, transient room tax revenue and related expenditures exceeded original
budget by $158,871; and
WHEREAS, general fund technology appropriations of $144,164 were transferred into a
project because the receipt of the equipment will be after 6/30/26; and
WHEREAS, the 2025 Bulletproof Vest Grant award and required local match was $1,332
less than anticipated; and
WHEREAS, a transfer from the general fund of $7,000 was made to fund the Albert
Jones Park Trail project; and
WHEREAS, fire general fund appropriations of $39,656 were transferred into a project
because the receipt of CPAT equipment will be after 6/30/26; and
WHEREAS, donations totaling $7,353 were received to support the tree and bench
memorial; and
WHEREAS, police general fund appropriations of $5,355 were transferred into a project
because the equipment purchased will be received after 6/30/26; and
WHEREAS, $250,000 was transferred from the general fund operating budget to a
project for an infrastructure incentive to be paid in a future year; and
WHEREAS, 2024 Bulletproof Vest Grant and local match requirement was $1,051 more
than anticipated; and
WHEREAS, $154,000 was transferred from the investment fund into a project for the
FY26 IDA allocation to be paid in a future year; and
WHEREAS, lien recoveries provided an additional $48,262 for reinvestment; and
WHEREAS, FY2026 annual contributions totaling $67,755 were received to support GIS
operations; and
WHEREAS, the City received $72,184.82 from the Commonwealth of KY, which will be
used to pay for underground storage tank cleanup expenses; and
WHEREAS, donations totaling $2,913 were received to support non -grant Warrior
Wednesday and Nextop Veterans event expenditures; and
WHEREAS, expenditures increased by $5,901 in the debt service fund to reflect the cost
of professional services related to the redemption of Bond Series 2013A and the defeasance of
Bond Series 2018B approved by Municipal Order No. 3212; and
WHEREAS, additional budget is required to reflect increased health insurance activity,
with both revenues and expenditures rising by $421,154.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF PADUCAH,
KENTUCKY:
SECTION 1. That the annual budget for the fiscal year beginning July 1, 2025, and
ending June 30, 2026, as adopted by Ordinance No. 2026-06-8847, be amended by the following
re -appropriations:
• Increase revenue and expenditures for the General Fund by $20,000 and $118,100,
respectively
• Increase expenditures for the Investment Fund by $49,573
• Increase revenue and expenditures for the Room Tax Fund by $158,871
• Increase revenue and expenditures for the Capital Projects Fund by $820,449
• Increase revenue and expenditures for the Grant Fund by $2,913
• Increase expenditures for the Debt Service Fund by $7,127
• Increase revenue for the Fleet Lease Trust Fund by $98,100
• Increase revenue and expenditures for the Health Insurance Fund by $421,154
SECTION 2. This ordinance shall be read on two separate days and will become effective
upon summary publication pursuant to KRS Chapter 424
