At a Regular Meeting of the Paducah Board of Commissioners held on Tuesday, June 23, 2026,
at 5:00 p.m. CDT, (6:00 p.m. EDT), in the Commission Chambers of City Hall located at 300
South 5th Street, Mayor Bray presided. Upon call of the roll by City Clerk, Lindsay Parish, the
following answered to their names: Commissioners Smith, Thomas, Wilson, and Mayor Bray
(4). Commissioner Henderson was unable to attend the meeting.

ORDINANCE ADOPTION
MEMORANDUM OF UNDERSTANDING BETWEEN CITY AND PVA FOR
CALCULATION OF 911 PARCEL FEE
Commissioner Smith offered Motion, seconded by Commissioner Thomas, that the Board of
Commissioners adopt an Ordinance entitled, "AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE A MEMORANDUM OF UNDERSTANDING BETWEEN THE
CITY OF PADUCAH AND THE McCRACKEN COUNTY PROPERTY VALUATION
ADMINISTRATOR FOR SERVICES RELATED TO THE CITY'S 911 PARCEL FEE
PROGRAM." This Ordinance is summarized as follows: This Ordinance authorizes the Mayor
to execute a Memorandum of Understanding between the City of Paducah and the McCracken
County Property Valuation Administrator for services related to the administration of the City's
911 Parcel Fee program. McCracken County Property Valuation Administrator will assist the
City with the assessment, classification, calculation, and administration of the 911 Parcel Fee,
including the preparation and transmission of a database of eligible parcels for inclusion on the
City's annual property tax bills. The City shall compensate the McCracken County Property
Valuation Administrator at the rate of four cents ($0.04) per parcel located within the City of
Paducah, regardless of whether the parcel is assessed a 911 Parcel Fee.

TEXT AMENDMENT SECTIONS 126-69 MOBILE HOME PARKS AND 126-79
QUALIFIED MANUFACTURED HOMES OF THE PADUCAH ZONING ORDINANCE
Commissioner Thomas offered Motion, seconded by Commissioner Wilson, that the Board of
Commissioners introduce an Ordinance entitled, "AN ORDINANCE AMENDING CHAPTER 126-
69 MOBILE HOME PARKS AND 126-79 QUALIFIED MANUFACTURED HOMES OF THE
CODE OF ORDINANCE OF THE CITY OF PADUCAH, KENTUCKY." This Ordinance is
summarized as follows: This Ordinance amends the Paducah Zoning Ordinance to replace
references to mobile home parks with land -lease communities, update applicable development
standards, and revise regulations for qualified manufactured homes to comply with KRS 100.348,
effective July 1, 2026. The amendment allows qualified manufactured homes in residential zones
where single-family homes are permitted, subject to applicable performance and compatibility
standards. The Planning Commission held a hearing on June 1, 2026, and forwarded a favorable
recommendation to the Board of Commissioners.

TEXT AMENDMENT SECTION 126-102 LOW DENSITY RESIDENTIAL ZONE, R-1
OF THE PADUCAH ZONING ORDINANCE
Commissioner Wilson offered Motion, seconded by Commissioner Thomas, that the Board of
Commissioners introduce an Ordinance entitled, "AN ORDINANCE AMENDING CHAPTER 126-
102 LOW DENSITY RESIDENTIAL ZONE, R-1 OF THE CODE OF ORDINANCE OF THE
CITY OF PADUCAH, KENTUCKY." This Ordinance is summarized as follows: This
Ordinance amends the Paducah Zoning Ordinance to update the R-1 Low Density Residential
Zone by requiring all new single -story homes to have a roof pitch of at least 5:12 and a
permanent foundation. The amendment is intended to maintain neighborhood character and
ensure compatibility of qualified manufactured homes, as permitted under KRS 100.348. The
Paducah Planning Commission held a public hearing on June 1, 2026, and subsequently
forwarded a favorable recommendation that the City Commission approve the proposed text
amendment.

CONSENSUAL ANNEXATION OF 435 & 485 BERGER ROAD
Commissioner Thomas offered Motion, seconded by Commissioner Wilson, that the Board of
Commissioners introduce an Ordinance entitled, "AN ORDINANCE EXTENDING THE
BOUNDARY OF THE CITY OF PADUCAH, KENTUCKY, BY ANNEXING CERTAIN
PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF
PADUCAH, AND ACCURATELY DEFINING THE BOUNDARY OF SAID PROPERTY TO
BE INCLUDED WITHIN THE SAID CORPORATE LIMITS." This Ordinance is summarized
as follows: The City of Paducah hereby approves the consensual annexation of certain tracts of
property contiguous to the present city limits, located at 435 and 485 Berger Road, containing
approximately 30.78 acres.
CITY MANAGER COMMENTS
• Reminder that City offices will be closed on Friday, July 3, to observe the Independence
Day Holiday.
• Reminded everyone about rules concerning fireworks within the City limits. It is legal to
purchase them, but it is NOT legal to discharge them.
Commissioner Smith commented that this seems to be an inconsistency in the law.
MAYOR COMMENTS
The City will celebrate the 250a` birthday of America on Saturday, July 4. Bands will begin
playing at 1:00 and will play throughout the day. Fireworks will start around 9:00.

Commissioner Smith offered motion, seconded by Commissioner Wilson, that the Board of
Commissioners go into closed session for discussion of matters pertaining to the following
topics:
➢ Discussions of proposed or pending litigation against or on behalf of the public agency
KRS 61.810(l)(c)
➢ A specific proposal by a business entity where public discussion of
the subject matter would jeopardize the location, retention, expansion
or upgrading of a business entity, as permitted by KRS 61.810(l)(g)
