April 2, 2026, Meeting Minutes
Board Members Present: Commissioners Latoya Burton, Jana Dawson (Chair),
Charles Gurley, Irhonda Lovelace, Anthony Walton, and Kimberly Yates

Meeting called to order by Chair Commissioner Dawson at 4:51 p.m.

March 2026, Meeting Minutes reviewed with Motion for Approval by
Commissioner Yates with second approval by Commissioner Lovelace and
unanimously approved.
Fair Housing Event (Commissioner Gurley) —4/2/26— PHRC Commission was told
that the City Commissioners wanted to go in another direction with a speaker.
Commissioner Yates and Commissioner Gurley were notified that they would
need to reach out to already confirmed speakers (Lacey Boling and a realtor from
the Paducah Board of Realtors) and tell them that they were not needed as
speakers. The PHRC commissioners voted on and unanimously approved to set
up the venue and get all decor. PHRC Commission was told that the City
Commissioners wanted to go in a different direction and that PHRC would not be
decorating. It was discussed that the Commission would purchase three gift cards
in the amount of $50.00 and a Paducah themed basket from Wagner's valued at
$100.00. Commissioner Lovelace will secure these items. 3/12/26 -Artisan
Kitchen will provide food. We will need to reach out to them with how many
plates are needed. It was discussed that Palmer Stroup from the City of Paducah
would be a speaker. Lacey Boling has been confirmed as a speaker. A
representative from the Paducah Board of Realtors was also confirmed as a
speaker. Commissioner Robinson will get quotes for renting tablecloths for this
event. Board voted on/agreed that PHRC members would decorate since they
already have a banner and event decor.
Paducah Pride Event (Commissioner Lovelace) —4/2/26 Paducah Pride agreed to
the $500.00 cost listed below. Paducah Pride Event is June 6, 2026, at Paducah
Convention Center. The Commission discussed presenting a slide show at the
event — Commissioner Lovelace agreed to reach outto the event coordinators to
get a vendor spot and playing our Human Rights video four times during the event
for a cost of $500.00.

Juneteenth Event - Chair (Commissioner Dawson) — 4/2/26 Chair Commissioner
Dawson reached out George Wilson to set up a meeting to discuss. PHRC
Commission agreed that we would be willing to support by providing water at the
event. Commissioner Yates agreed to reach out to Action Sports to get a quote for
cooling rags with PHRC logo on them to use for marketing purposes. Standing by
for response.
Lunch & Learn - Commission discussed another Lunch & Learn on June 27, 2026,
from 11:00 a.m. to 1:00 p.m. Commissioner Walton agreed to reach out to Big Ed's
for a food quote. The event will be held at the Christ Temple Annex.
Budget Report — The PHRC has a budget of $13,543.87 until June 30, 2026.
4/2/26 PHRC Commissioners voted and agreed to use the photo taken at the
Lunch and Learn event for their new informational pamphlet. 3/12/26
Commissioners discussed the need for a new informational pamphlet. There has
been no vote on supplier or layout of pamphlet yet.
4/2/26 No update on the digital inventory request- Commissioner Burton
suggested that there be a digital inventory of PHRC education material/items so
that the Board can keep track of what they have available. The Board discussed
their own storage/access to these materials.
4/2/26 Commissioner Burton is going to provide a list of marketing materials, and
we will get a quote from Action Sports. The Board discussed purchasing new
items to distribute at community events. Items to purchase will be
discussed/voted on at the next meeting.
Daisha Johnson, Human Relations Coordinator, confirmed that Commissioners
received quarterly payment for service on commission. No monthly complaint
report provided.
Meeting was adjourned at 5:58 p.m. with approval by Commissioner Yates, a
second approval by Commissioner Burton and unanimously approved.
