Board Members Present: Commissioners Jana Dawson (Chair), Charles Gurley,
Irhonda Lovelace, Rachel Robinson, Anthony Walton, and Kimberly Yates
Board Members Not Present: Commissioner Latoya Burton
Meeting called to order by Commissioner Dawson (Chair) at 4:45 p.m.

June 4, 2026, Meeting Minutes reviewed with Motion to Approve by
Commissioner Lovelace, a second approval by Commissioner Yates, and
unanimously approved. —4:51 p.m.
Paducah Pride Event (Commissioner Lovelace) —Commissioners Gurley, Lovelace,
and Dawson attended this event and reported that it was a success. (Paducah
Pride Event is June 6, 2026, at Paducah Convention Center. Commissioners
Lovelace, Gurley, and Robinson expressed interest in volunteering at the PHRC
table during this event.)
Juneteenth Event (Commissioner Dawson — Chair) — Commissioners Dawson and
Walton reported back to the commissioners that this event was successful with
most of our marketing materials being distributed.
Lunch and Learn (Commissioner Walton) —Board members voted on Saturday,
July 25, 2026, as the date for the next Lunch and Learn Outreach event. This
event will be held at the Christ Temple Annex from 11:00 a.m. —1:00 p.m. Food
will be provided by Big Ed's. Commissioner Robinson agreed to shop at Sam's
Club for items needed (aluminum foil, water, napkins, plasticware, to go boxes,
etc.) for this event with reimbursement from the PHRC budget. Commissioner
Yates and Commissioner Lovelace agreed to distribute flyers in the community.
Board members agreed to reach out to Commissioner Burton to update the
original flyer created for this event. -
New PHRC Pamphlet — Commissioner Burton) — Commissioner Burton was not in
attendance at tonight's meeting. Will follow up on this at the 8/26 meeting.
(6/4/26 Commissioners discussed getting pamphlets printed before June 30,
2026. PH RC voted on 5/14 to use the group photo taken at the March Lunch &
Learn event for their new informational pamphlet. Commissioner Burton is
responsible for providing the layout for the new pamphlet.)

Goodwill Community Partner Day—Commissioners discussed participating in this
event (1601 Broadway) on Friday, July 17, from 10:00 a.m. —12:00 p.m.
Marketing Material (Commissioner Yates) — New quote submitted via email to
Commissioners on 6/5 so that marketing material could be purchased before
budget rolled over (No response was received). Commissioner Yates agreed to
reach out to Action Sports again and get a quote (not to exceed $3000 since new
budget is now in place) for marketing materials to include all original items and
addition of frisbees. (6/4 - Commissioner Yates agreed to reach out to Action
Sports and get an updated quote for marketing materials. She stated that she
would provide the quote this week so that the PHRC can submit an invoice for
new items.) Commissioner Yates will submit another quote via email before the
8/26 PHRC meeting.
8" of August Parade (Commissioner Yates/Lovelace) — Commissioners voted to
participate in the parade. Commissioner Yates will reach out to a local auto
dealer for use of a truck during the event. Commissioners discussed purchasing
candy and decor for the truck. Commissioner Lovelace agreed to head the truck
decorating committee. Motion to approve parade participation/$25 entry fee by
Commissioner Gurley, a second approval by Commissioner Yates, and
unanimously approved.
United Way's Stuff the Bus Project (Commissioner Gurley) —The commission
voted to approve spending $1000 to purchase school supplies for the United Way
Stuff the Bus project on Saturday, July 11. Motion to approve by Commissioner
Gurley, second approval by Commissioner Lovelace, and unanimously approved.
Commissioner Gurley agreed to pick up the school supplies purchased and deliver
them to the event on behalf of the Commission.
NEW EVENTS/BUSINESS
Community Day at Carson Park— Commissioner Burton confirmed event date is
October 9, 2026, and will be hosted by the Housing Authority of Paducah. She
added that this will be a great community outreach opportunity for the
Commission. Commissioner Burton will provide more details as the event
approaches.
Education/Outreach Opportunity (Commissioner Gurley) — Explore opportunities
to sponsor a local play or movie that aligns with the organization's mission.
Discuss the feasibility of inviting local teens to attend as part of a community
engagement and educational initiative, including potential partners, costs,
logistics, and expected impact.

Budget Report —The PHRC has an approved budget of $17,425.00.
Commissioners reviewed the budget report and requested additional information
regarding an expense of $985.00
Daisha Johnson, Human Relations Coordinator, reported that four complaints
were filed.
Meeting was adjourned at 6:05 p.m. with Motion to approve by Commissioner
Lovelace, second approval by Commissioner Robinson and unanimously
approved.
