HomeMy WebLinkAbout05-27-2026JI IL 06 2026 MINUTES OF A REGULAR MEETING OF THE COMMISSIONERS OF WATERWORKS A meeting of the Waterworks Commissioners was held on May 27, 2026, at the Paducah Water office, located at 1800 North 8th Street, Paducah. Dr. Bohle called the meeting to order at 5:03 p.m. CDT / 6:03 p.m. EDT. A quorum was present. Those present were as follows: Commissioners Present — Dr. Chip Bohle, Chair; Dr. Kate Senn, Vice Chair; Benny Heady, David Hutcheson, Paul King; Commissioners Absent — Angela Copeland, Dujuan Thomas, Ex Officio; Counsel Present — Alex Blackwell of Denton Law Firm; Paducah Water Personnel Present—Jason Petersen, Secretary/Treasurer and General Manager; Lea Ann Smith, Director of Finance; Jacob Northington, Director of Field Operations; Sidney Scoville, Administrative Assistant; Paducah Water Personnel Absent—Tee-Tommy Vinson, Plant Superintendent. MINUTES Dr. Bohle asked for a motion to approve the minutes of the April 29, 2026 meeting. Dr. Senn made a motion to approve the meeting minutes as presented. Mr. King seconded the motion, which carried unanimously by a vote of 5 — 0. FINANCIAL STATEMENTS Mrs. Smith reviewed the financial statements for April 2026 and presented the following highlights: Water sales for the month finished approximately 2.11% over budget. Total operating revenue also finished slightly over budget, while operating expenses ended 4.69% over budget. On Page 3 of the Income Statement, Net Revenue and Capital Contributions finished substantially over budget, due in large part to an additional PFAS settlement payment. On Page 4, Purification and Pumping finished the month 8.89% over budget. Chemical Expense continued to be the primary driver of the variance due to increased Hyperion usage and higher pricing. Plant maintenance and utility expenses also finished over budget during the month. On Page 5, Field Operations ended the month 9.80% over budget. The largest variance occurred in Maintenance — Distribution Mains due to concrete restoration and landscaping work associated with maintenance activities. Transportation Expense also remained over budget due to elevated fuel costs. On Page 6, the Business Office finished the month 1.32% under budget overall. Transportation Expense remained the most notable overage due to increased fuel costs and vehicle repairs. Building maintenance also finished slightly over budget due to parking lot repairs. On Page 7, capital investments for the month included Distribution System Improvements, the first half - payment for a new MIOX Generator, and the Master PLC Upgrade. After review and discussion, Mr. Hutcheson made a motion to approve the April 2026 financial statements. Mr. Heady seconded the motion, which carried unanimously by a vote of 5-0. GENERAL MANAGER'S REPORT Monthly Drug Testing Mr. Petersen reported that all results for April 2026 were negative. Safety Report Each department held safety meetings as required. Specific safety data, meeting topics, and information were presented in the April Safety Reports, which were distributed prior to the meeting. General Manager's Summary Mr. Petersen discussed the following: Plant • Water temperature is approximately 68 degrees and continues to rise gradually. Source water quality remains poor but continues to improve, requiring elevated chemical dosing to manage organic content. Miscellaneous • Zach Quertermous was hired as a Control Systems Technician in the Treatment Plant Department, effective May 18. • PW is currently operating at full staffing capacity. • Engineering Technician Scott Smith completed his Bachelor of Science degree in Construction Management on May 9. • A staff luncheon is scheduled for May 29. PFAS • On May 18, the EPA announced: o No changes to the Maximum Contaminant Levels (MCLS) for PFOA and PFOS. o A two-year compliance extension process that will require an "opt -in" rather than being automatically applied. o Intent to rescind and reconsider regulations related to PFHxS, PFNA, HFPO-DA, and GenX. o An increased focus on preventing PFAS contamination from entering the environment. • At this time, the announced actions are not expected to impact Paducah Water's current planned course of action regarding PFAS compliance. Project Reports Mr. Northington reported the following: • Field Operations Building: A&K has begun mobilization. UNFINISHED BUSINESS None to report. NEW BUSINESS Annual Budget Workshop Prior to the June Board Meeting, the Board holds its Annual Budget Workshop. The workshop provides board members and staff an opportunity to review the proposed budget and make any necessary revisions prior to final approval at the June Board meeting. The Annual Budget Workshop is scheduled for June 15, 2026. Any board member unable to attend will have an opportunity to review the proposed budget prior to the June Board Meeting. Section 2. Minimum Monthly Charges. Capital Replacement and Expansion Fees. The Capital Replacement and Expansion Fees for residential and commercial customers of the Paducah Water Works shall be modified, in accordance with the Mixed Inflationary Index, as follows:
